ABSTRACT


An AI-driven chatbot is an intelligent software application that uses artificial intelligence techniques such as natural language processing and machine learning to interact with users and provide real-time responses. In the legal domain, such a chatbot interprets legal texts, statutes, and case laws to deliver instant and understandable legal advice. The motivation for this study arises from the challenges faced by many Nigerians in accessing timely and affordable legal advice due to high consultation costs, limited availability of legal practitioners, and the complexity of legal language. The aim of the study is to design and evaluate an AI-driven chatbot that provides instant, accurate, and user-friendly legal advice through the Legalpedia platform, thereby improving accessibility and legal awareness.

The methodology adopted in this study is the structured system analysis and designmethodology (SSADM)focusing on Legalpedia Nigeria,which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process.Data were collected through questionnaires, interviews, and observations of user interactions with the system. The chatbot was developed using artificial intelligence techniques and evaluated based on usability, accuracy of responses, and user satisfaction. Both qualitative and quantitative methods were used to analyze the data obtained.

The proposed AI-driven chatbot is significant as it transforms Legalpedia from a static legal information repository into an interactive and intelligent platform. It enhances access to legal information, simplifies complex legal concepts, and supports users in making informed decisions. The system also reduces dependency on traditional legal consultations for routine inquiries and promotes legal literacy among users. The expected result of the proposed system is improved access to instant and reliable legal advice, increased user confidence in handling routine legal matters, and higher user satisfaction with digital legal services. The chatbot is also expected to reduce response time, improve understanding of legal information, and contribute to more efficient and inclusive legal service delivery in Nigeria.



1.1 Introduction

Artificial intelligence refers to the simulation of human intelligence in machines that are designed to think, learn, and respond in ways that resemble human cognitive processes. In recent years, artificial intelligence has increasingly been applied to information-intensive sectors, including healthcare, finance, education, and the legal profession, with the aim of improving efficiency, accuracy, and accessibility of services (Surden, 2014). One notable application of artificial intelligence is the use of AI-driven chatbots, which are computer programs that employ natural language processing and machine learning techniques to interact with users, interpret queries, and provide instant responses in a conversational manner (Alarie et al., 2018). The legal sector is traditionally characterized by complex language, extensive documentation, and procedural rigidity, which often limits access to legal knowledge for non-lawyers.

In developing countries such as Nigeria, these challenges are further compounded by high legal consultation costs, inadequate distribution of legal practitioners, and low levels of legal literacy among the general population. As a result, many individuals and small businesses struggle to obtain timely legal advice, especially for routine or preliminary legal issues that require quick clarification rather than full legal representation (Adewopo, 2019).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, limitation of the study and definition of technical terms.


1.2 Background of Study

The legal system in Nigeria, like in many developing countries, is characterized by complexity, extensive documentation, and procedural rigidity, which often limit the accessibility of legal knowledge for the general public. According to Adewopo (2019), many Nigerians face challenges in accessing timely and affordable legal advice due to the high cost of legal services and the uneven distribution of qualified legal practitioners. The limited legal literacy among citizens further complicates their ability to navigate the legal system independently, often resulting in delays, misunderstandings, or even unintentional violations of the law.

With the rise of digital technology, efforts have been made to bridge these gaps by providing online access to legal resources. Legalpedia Nigeria, for example, provides comprehensive legal databases, including statutes, case laws, and legal commentaries. However, Olatokun and Ajagbe (2020) reported that despite the availability of these resources, many users still struggle with understanding complex legal documents and interpreting the relevance of legal information for their specific needs. They contended that the passive nature of such platforms requires users to independently search, analyze, and apply legal knowledge, which is both time-consuming and prone to errors (Olatokun and Ajagbe, 2020).

The integration of artificial intelligence into legal services has opened new possibilities for improving access and delivery of legal advice. Alarie, Niblett, and Yoon (2018) asserted that AI-driven chatbots are capable of interpreting user queries in natural language and providing context-specific responses, thereby making legal information more accessible and comprehensible. Surden (2014) affirmed that machine learning and natural language processing technologies enable these chatbots to continuously learn from interactions and provide increasingly accurate guidance over time. Moreover, Remus and Levy (2017) stated that AI tools in law are particularly effective in handling routine queries, conducting legal research, and assisting with document review, reducing the burden on human legal practitioners and improving efficiency in the delivery of legal services. Adewopo (2019) contended that failure to provide accurate, context-aware responses could lead to misinformation and undermine trust in digital legal platforms. On the other hand, the adoption of AI chatbots presents a promising opportunity to democratize access to legal advice, especially for citizens and small businesses that cannot afford traditional legal consultations. This study is set against the backdrop of the need to explore how an AI-driven chatbot integrated with Legalpedia Nigeria can enhance access to timely and reliable legal advice, improve user experience, and contribute to more informed legal decision-making in the country.


1.3 Statement of Problem

Investigation revealed that access to timely, accurate, and affordable legal advice remains a persistent challenge in Nigeria, particularly for individuals and small businesses that lack the financial capacity or proximity required to consult legal practitioners regularly. The complexity of Nigerian laws, frequent amendments to statutes, and the diversity of judicial interpretations create significant information gaps for citizens who seek immediate legal guidance. In many cases, legal information is fragmented across multiple sources, written in highly technical language, and not easily understood by non-lawyers, thereby limiting effective access to justice and informed decision-making (Adewopo, 2019).

Additionally, the growing reliance on digital platforms for information-seeking behavior highlights the expectation for instant responses and personalized assistance. However, existing legal information platforms in Nigeria, including databases such as Legalpedia, primarily function as repositories of legal documents rather than interactive advisory tools. As a result, the absence of intelligent, conversational systems that translate complex legal texts into understandable guidance continues to widen the gap between legal knowledge and the general public (Olatokun & Ajagbe, 2020).

Furthermore, the shortage of legal professionals relative to Nigeria's large population exacerbates delays in obtaining legal advice, especially for urgent matters that require immediate clarification. While traditional consultations remain authoritative, they are often constrained by cost, availability, and time. On the other hand, the increasing advancement of artificial intelligence and natural language processing presents an opportunity for the development of AI-driven chatbots that provide instant, context-aware legal guidance based on verified legal databases (Surden, 2014; Alarie, Niblett, & Yoon, 2018). It is against this backdrop that this study seeks to examine the development and effectiveness of an AI-driven chatbot for instant legal advice using Legalpedia Nigeria as a case study.


1.4 Aim and Objectives of the Study

The aim of the study is to design and implement an AI-Driven Chatbot for Instant Legal Advice. In achieving this aim, the following specific objectives were laid out as follows to develop an application software that will:

  1. Create an AI-driven chatbot capable of providing instant legal advice based on Nigerian laws and legal resources available on Legalpedia Nigeria.
  2. Design an interactive and user-friendly chatbot interface that allows users to communicate in natural language and easily access legal information.
  3. Develop a robust knowledge base by integrating relevant statutes, case laws, and legal commentaries from Legalpedia Nigeria into the chatbot system.
  4. Implement artificial intelligence techniques such as natural language processing and machine learning to ensure accurate interpretation and response to user legal queries.
  5. evaluate the performance of the AI-driven chatbot in terms of accuracy, usability, response time, and user satisfaction within the Legalpedia Nigeria environment.

1.5 Significance of Study

The deployment of the proposed system will hold significant relevance in the following ways:

  1. The study will improve access to instant legal advice, reducing the need for costly legal consultations.
  2. The research will reduce workload related to routine inquiries, allowing them to focus on complex cases.
  3. The study will provide evidence for developing regulations and standards for AI applications in legal services.
  4. Additionally, the findings will contribute to academic literature on legal technology in Nigeria and other developing countries, providing a foundation for further research on AI applications in law.
  5. Lastly, the research will serve as a reference for legal practitioners, policymakers, and technology developers interested in adopting AI solutions to bridge the gap between legal knowledge and public access.

1.6 Scope of Study

The scope of the research is focused on the design and implementation of an AI-driven chatbot for instant legal advice using Legalpedia Nigeria as a case study.


1.7 Limitations of the Study

During the course of this study, many things militated against its completion, some of which are:

  1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
  2. Establishment Policies: Establishment policies posed a serious limitation as most staffs are not ready to release information needed for this research work. There were lots of information needed from the staffs of this institution to enhance the study which took them time to release or they did not release at all for security purposes, hence the scope was reduced.
  3. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).

1.8 Definition of Terms

Artificial Intelligence (AI):

AI refers to computer systems designed to perform tasks that usually require human intelligence, such as reasoning, learning, and natural language understanding (Surden, 2014).

Chatbot:

A chatbot is a software application that uses natural language processing to interact with users in a conversational manner, providing responses or performing tasks based on user inputs (Alarie, Niblett, & Yoon, 2018).

Legal Advice:

Legal advice involves the application of legal knowledge to guide individuals in understanding their rights, obligations, or legal options in specific situations (Adewopo, 2019).

Legalpedia Nigeria:

Legalpedia Nigeria is an online platform that provides access to Nigerian statutes, case laws, and legal commentaries, serving as a repository for legal research (Olatokun & Ajagbe, 2020).

AI-driven Legal Chatbot:

An AI-driven legal chatbot is a system that leverages artificial intelligence to provide instant, context-specific legal guidance to users by interpreting queries and retrieving information from legal databases such as Legalpedia (Remus & Levy, 2017).
