ABSTRACT


A concession is a practice whereby a public authority grants a franchisee the right to finance, build, own, improve, upgrade, maintain or operate a public infrastructure, and charge users for the cost of services, for a limited period of time. Investigation reveals the following problem of the Impact of Concessioning in the Development of Nigeria Economy; difficulty in distinguishing the effects that are attributable to the privatization exercise directly from those associated with other intervening variables without controlling for the influence of the intervening variables, and no impact on economies not implementing deregulation and trade liberalization policies simultaneously. The aim of the study is to analyze the Elevation of Nigeria Ports Post Concession Performance. The specific Objectives are to find out the following to: measure and examine the efficiency trend of Nigerian seaports, evaluate pre- and post-concession Nigerian ports‘ efficiency, examine the overall performance of Nigerian ports from productivity and efficiency change perspectives, determine the competitiveness of Nigerian seaports after concession, determine the factors that influence Nigerian ports‘ operational performance, and assess the impact and port users‘ perspective on the concession programme. The study may enable policymakers in Nigeria to determine the level of confidence they would place in a privatization program as a panacea for economic restructuring and growth.
