1.1 Introduction
Public transport refers to a system of shared mobility services provided for the movement of passengers along designated routes using vehicles such as buses, trains, and other forms of mass transit. It is designed to provide affordable, accessible, and efficient transportation options for individuals who rely on collective movement rather than private vehicles. According to Vuchic (2007), public transportation plays an important role in urban development by improving mobility, reducing traffic congestion, and supporting economic activities through efficient movement of people.
In rapidly growing cities, the effectiveness of public transport depends largely on service availability, reliability, accessibility, and the ability to meet passenger demand. Peak periods, which are usually associated with morning and evening travel hours, present significant operational challenges because passenger demand increases beyond normal levels. However, the effectiveness of Bus Rapid Transit (BRT) operations depends on the availability of buses, operational schedules, route efficiency, and the management of passenger demand.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Public transportation is an essential component of urban development because it provides mobility solutions for individuals, supports economic activities, and enhances accessibility within cities. According to Vuchic (2007), public transport refers to organized mobility services that carry passengers along specific routes using shared vehicles, with the primary objectives of improving accessibility, reducing congestion, and promoting efficient movement of people. In rapidly developing urban areas, the effectiveness of public transport systems is determined by factors such as service availability, reliability, travel time, affordability, and passenger satisfaction.
Urban transportation challenges have become more complex due to increasing population concentration, rising travel demand, and limited road infrastructure. According to Rodrigue (2020), urban transport systems must continuously adapt to changing mobility patterns because inadequate transport capacity often results in congestion, delays, and reduced quality of life for commuters. Peak periods represent one of the most challenging situations in public transport operations because passenger demand reaches its highest level during specific hours of the day, particularly when workers and students travel to and from their destinations.
The importance of reducing commuter waiting time has received considerable attention in public transportation research because waiting experience influences passengers' perception of service quality. According to Ceder (2016), waiting time is one of the major performance indicators used to evaluate the effectiveness of public transport systems because passengers often consider reliability and punctuality when assessing transportation services. Similarly, Currie and Delbosc (2011) reported that excessive waiting periods contribute to commuter dissatisfaction and may encourage passengers to seek alternative transportation options.
Lagos State represents one of the most active urban transportation environments in Nigeria due to its large population, commercial activities, and continuous movement of people across different locations. The rapid expansion of Lagos has increased pressure on existing transportation infrastructure, creating the need for organized mass transit systems capable of moving large numbers of passengers efficiently. According to Lagos Metropolitan Area Transport Authority (LAMATA, 2021), the introduction of the Bus Rapid Transit (BRT) system was aimed at providing a reliable, affordable, and structured public transportation alternative that would improve urban mobility and address some challenges associated with conventional bus operations.
The BRT system operates through designated routes and organized service schedules designed to reduce travel difficulties experienced by commuters. However, operational challenges such as high passenger demand, traffic conditions, inadequate bus frequency, and scheduling inconsistencies may affect its ability to provide timely services, especially during peak periods. In the same vein, Wright and Hook (2007) asserted that the success of Bus Rapid Transit systems depends on proper planning, adequate operational resources, and effective management practices that ensure consistent service delivery. Furthermore, public transport availability directly influences commuter accessibility and travel efficiency. According to Litman (2021), transportation availability involves the ability of a system to provide sufficient, reliable, and accessible services that meet the mobility needs of users. Supporting this position, Gwilliam (2002) stated that transport systems in developing cities often experience performance difficulties when service supply does not match passenger demand.
The need to examine BRT operations in Lagos State is further supported by the continuous growth of urban mobility demands. Correspondingly, Levinson et al. (2003) contended that successful rapid transit systems require continuous evaluation of operational performance to identify areas that require improvement. Along the same line, Balcombe et al. (2004) reported that passenger satisfaction in public transport is influenced by reliability, frequency of service, waiting time, and overall accessibility. This study is set against the backdrop of the need to analyze public transport availability and commuter waiting time during peak periods, with particular focus on BRT operations in Lagos State.
1.3 Statement of Problems
Investigation revealed that the increasing demand for public transportation in Lagos State has created significant challenges in ensuring reliable and efficient mobility, especially during peak periods when commuter movement is at its highest. The Lagos Bus Rapid Transit (BRT) system was introduced to provide a structured and affordable transport alternative, reduce travel difficulties, and improve urban mobility. However, many commuters continue to experience long waiting times, overcrowded buses, and inconsistent service availability, which affect travel convenience and productivity. According to Lagos Metropolitan Area Transport Authority (LAMATA, 2021), effective public transport systems require adequate fleet availability, proper scheduling, and efficient operational management to meet passenger demand.
On the other hand, variations in BRT service frequency and scheduling accuracy create uncertainty among commuters who depend on predictable transportation services. When buses are not available at expected intervals, passengers spend more time waiting, leading to overcrowding at stations and reduced confidence in the system.
Furthermore, inadequate assessment of commuter waiting patterns and transport availability limits the ability of transport authorities to develop effective solutions for improving BRT operations. Although the BRT system has contributed to improving mass transit in Lagos State, challenges relating to peak-hour demand management, service reliability, and passenger experience continue to affect its effectiveness. It is against this backdrop that this study seeks to analyze public transport availability and commuter waiting time during peak periods in BRT operations, Lagos State.
1.4 Aim and Objectives of Study
The aim of this study is to analyze public transport availability and commuter waiting time during peak periods in BRT operations, Lagos State.
The specific objectives of this study are to:
- Examine the level of BRT availability during peak periods in Lagos State.
- Determine the average waiting time experienced by commuters using BRT services.
- Identify factors responsible for increased commuter waiting time during peak periods.
- Assess the relationship between BRT service availability and commuter waiting time.
- Examine strategies for improving BRT operations and reducing commuter delays.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What is the level of BRT availability during peak periods in Lagos State?
- What is the average waiting time experienced by commuters using BRT services?
- What factors are responsible for increased commuter waiting time during peak periods?
- What relationship exists between BRT service availability and commuter waiting time?
- What strategies will improve BRT operations and reduce commuter delays?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: There is no significant relationship between BRT service availability and commuter waiting time during peak periods in Lagos State.
- H1: There is a significant relationship between BRT service availability and commuter waiting time during peak periods in Lagos State.
Hypothesis Two
- H0: There is no significant effect of peak-period operational challenges on commuter waiting time in BRT operations.
- H1: There is a significant effect of peak-period operational challenges on commuter waiting time in BRT operations.
1.7 Significance of Study
The outcome of this research will provide clear information about the causes of long waiting times in BRT operations and the factors affecting public transport availability in Lagos State. The study will also help transport managers identify practical areas for improving bus services and reducing commuter delays.
Furthermore, this research will help operators identify factors causing delays and improve bus scheduling and availability. It will also support decision-making on policies aimed at improving transportation services in Lagos State.
Lastly, the study will serve as reference material for future studies related to public transportation and commuter experiences.
1.8 Scope of Study
This study focuses on the analysis of public transport availability and commuter waiting time during peak periods in BRT operations in Lagos State, Nigeria. The study covers selected BRT routes managed under the Lagos Metropolitan Area Transport Authority.
1.9 Limitations of the Study
The study was limited by challenges associated with accessing detailed information about BRT operations. Some transportation records were not easily available, which affected the level of data collected. The study was also limited by the inability to cover all BRT routes across Lagos State due to limited resources.

Public Transport:

Availability:
Availability refers to the ability of a transportation system to provide sufficient vehicles and services when passengers require them. According to Litman (2021), transport availability involves ensuring that mobility services are accessible, reliable, and capable of meeting users' travel needs.
Commuter:
A commuter is an individual who regularly travels from one location to another, usually between home and places such as workplaces or schools. According to Ceder (2016), commuters are important users of public transport systems whose experiences influence the evaluation of service quality.
Waiting Time:
Waiting time refers to the period a passenger spends before accessing a transportation service. According to Currie and Delbosc (2011), waiting time is a major factor affecting passenger satisfaction because longer delays reduce confidence in public transport reliability.
Peak Period:
Peak period refers to the hours when transportation demand is highest due to increased movement of workers, students, and other passengers. According to Rodrigue (2020), peak periods create operational pressure because transport systems must manage high passenger demand within limited timeframes.
Bus Rapid Transit (BRT):
Bus Rapid Transit is a structured bus transportation system designed to provide faster and more reliable services through organized routes, stations, and operational management. Wright and Hook (2007) stated that BRT systems are developed to improve bus efficiency and provide better urban mobility.
