1.1 Introduction
Materials management is defined as the process of planning, organizing, controlling, and coordinating the procurement, storage, distribution, and utilization of materials in order to ensure that the right quality and quantity of materials is available at the right time and place for construction activities (Donyavi & Flanagan, 2009). In construction environments, where operations are often complex and dynamic, materials management is serving as a vital mechanism for ensuring continuity of work and minimizing disruptions (Navon & Berkovich, 2006). The construction industry is widely regarded as a key sector in national development due to its role in infrastructure provision, employment generation, and economic growth. However, the industry is also characterized by high levels of uncertainty, resource constraints, and operational inefficiencies, particularly in developing countries (Ogunsemi & Jagboro, 2006).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
The construction industry remains one of the most significant contributors to economic development, as it is responsible for the provision of infrastructure, housing, and industrial facilities that support societal growth. Within this sector, materials management is occupying a central position because construction materials typically represent a major portion of project costs and resources. Effective materials management is ensuring that materials is available in the right quantity, quality, time, and location, thereby facilitating smooth project execution and minimizing waste. However, inefficiencies in managing these materials is continuing to affect construction performance across many regions.
According to Donyavi and Flanagan (2009), effective materials management is enhancing construction site performance by reducing waste and improving productivity, and they asserted that poor materials handling practices is directly contributing to project inefficiencies. Their position highlights the importance of structured materials planning and control systems in achieving project objectives. In many construction environments, the absence of proper coordination among procurement, storage, and usage processes is resulting in delays and unnecessary expenditure.
Navon and Berkovich (2006) asserted that, the integration of automated systems into materials management is improving tracking and control processes, and they reported that traditional manual systems is limiting the efficiency of construction operations due to lack of real-time information. This limitation is often leading to poor decision-making, as project managers may not have access to accurate data regarding material availability and usage. Consequently, construction activities is experiencing interruptions that could have been avoided through better management practices.
Ogunsemi and Jagboro (2006) stated that, time and cost overruns in construction projects is frequently linked to poor resource management, particularly materials, and they affirmed that ineffective planning and scheduling of materials is a major factor influencing project delays. Their findings suggest that when materials is not adequately planned, projects is more likely to exceed budget and timeline expectations. According to Windapo and Cattell (2013), the construction industry in developing regions is facing numerous challenges, including poor materials management practices, and they contended that these challenges is hindering the growth and performance of the sector. Factors such as inadequate storage facilities, theft, damage, and inefficient transportation systems is contributing to material losses on construction sites.
According to Aziz (2013), material-related problems is among the leading causes of delays in construction projects, and he stated that improper procurement processes and supplier inefficiencies is affecting timely material delivery. Delays in material supply is disrupting construction schedules and increasing project costs. On the other hand, overstocking of materials due to poor forecasting is also creating additional financial burdens, as it ties up capital and increases the risk of deterioration and wastage.
Kululanga and Kuotcha (2010) reported that, waste in construction is largely associated with poor materials management practices, and they asserted that ineffective storage and handling methods is leading to significant material losses. Waste generation is not only increasing project costs but also posing environmental concerns, as construction waste contributes to pollution and resource depletion.
This study is set against the backdrop of these challenges, with the aim of evaluating materials management practices on construction sites and providing insights that will enhance efficiency, reduce waste, and improve project performance.
1.3 Statement of Problems
Investigation revealed that many tourism promotion efforts are still traditional in approach, relying heavily on outdated methods rather than interactive and engaging digital communication strategies such as social media marketing, virtual tours, and influencer engagement. According to Buhalis (2000), tourism destinations depend heavily on effective information dissemination to remain competitive in the global tourism market, where visibility plays a key role in decision-making by potential tourists.
Additionally, even when materials are available, improper handling and storage practices is responsible for significant losses due to damage, theft, and deterioration, particularly in sites lacking adequate security and storage facilities.
Furthermore, inadequate coordination between media practitioners and tourism managers limits the ability to deliver accurate, consistent, and appealing messages about tourism products and services. As a result, many tourism destinations fail to fully harness the power of media as a tool for development, awareness creation, and sustainable tourism growth. It is against this backdrop that this study seeks to examine how media and communication systems influence the development of tourism.
1.4 Aim and Objectives of Study
The aim of this study is to assess materials management strategies on construction sites using selected construction projects in Lagos State.
The specific objectives of the study are to:
- Examine the materials procurement strategies used on construction sites.
- Evaluate the effectiveness of materials storage and inventory control systems.
- Assess the impact of materials handling practices on project performance.
- Determine the level of adoption of modern materials management technologies.
- Identify challenges affecting materials management on construction sites.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What materials procurement strategies are used on construction sites?
- How effective are materials storage and inventory control systems on construction projects?
- What is the impact of materials handling practices on project performance?
- To what extent are modern materials management technologies adopted on construction sites?
- What challenges are affecting materials management on construction sites?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Materials procurement strategies do not significantly affect construction project performance.
- H1: Materials procurement strategies significantly affect construction project performance.
Hypothesis Two
- H0: Materials storage and inventory control systems do not improve material efficiency on construction sites.
- H1: Materials storage and inventory control systems improve material efficiency on construction sites.
Hypothesis Three
- H0: Materials handling practices do not influence project cost and delivery time.
- H1: Materials handling practices influence project cost and delivery time.
Hypothesis Four
- H0: Adoption of modern materials management technologies does not enhance construction efficiency.
- H1: Adoption of modern materials management technologies enhances construction efficiency.
Hypothesis Five
- H0: Challenges in materials management do not affect construction project outcomes.
- H1: Challenges in materials management affect construction project outcomes.
1.7 Significance of Study
It is believed that at the completion of the study, the findings will support project managers with factual data on the relationship between materials availability and project delays, as established in construction project records. Also, construction workers will benefit as improved systems will reduce material shortages and site inefficiencies.
Furthermore, the findings will assist contractors in improving procurement and storage systems through better planning and material tracking processes.
Lastly, the findings will contribute to academic knowledge on construction management practices, particularly in the area of materials control and utilization.
1.8 Scope and Limitations of the Study
The scope of this study covers assessment of materials management strategies in construction projects executed by Julius Berger Nigeria Plc in Lagos State, Nigeria. It focuses on evaluating procurement, storage, and utilization processes.
The study is limited to selected construction sites within Lagos State and does not cover other regions in Nigeria due to logistical constraints.
1.9 Definition of Terms
Materials management:
Materials management refers to the systematic process of planning, procuring, storing, handling, and controlling construction materials to ensure that they is available in the right quantity, quality, time, and place for efficient project execution. According to Donyavi and Flanagan (2009), materials management is a coordinated function that directly influences construction productivity and cost performance, and they stated that poor materials management is leading to waste and inefficiency on construction sites.
Construction Site:
Construction site refers to a designated area where building or infrastructure projects is being executed, involving various activities such as material delivery, storage, fabrication, and assembly. According to Hinze (2006), a construction site is a dynamic environment where multiple resources is being managed simultaneously, and he affirmed that effective site organization is essential for safety and productivity.
Procurement:
Procurement refers to the process of acquiring goods, services, or works from external sources to support construction activities. According to Akintoye (2000), procurement in construction involves selecting suppliers, negotiating contracts, and purchasing materials, and he reported that efficient procurement practices is improving project cost control and material availability.
