    ABSTRACT


    Security awareness programmes are organised activities designed to educate individuals and communities about security threats, preventive measures, emergency response, and safe behaviour. The aim of this study is to examine the challenges of developing security awareness programmes in Nigeria and their implications for safety, using Lagos State as a case study. The motivation for this research arose from the need to understand why security awareness activities may not achieve their intended safety outcomes. Data were collected using a structured questionnaire administered to 200 respondents selected from relevant groups in Lagos State. Descriptive statistics, including frequency and percentage, were used to analyse the responses, while the Chi-square (X2) test was used to test the hypotheses at a 0.05 level of significance.

    The findings showed that 74.0% of respondents agreed that existing security awareness programmes are available in Lagos State. Furthermore, 79.0% agreed that major challenges affect programme development, while 55.5% rated public participation as low or very low. The findings also showed that 81.5% agreed that inadequate security awareness programmes have implications for safety, while 82.5% supported measures for improving programme effectiveness. The five hypotheses produced significant results with p < 0.001.

    The study concludes that security awareness programmes are relevant to improving safety in Lagos State, but their effectiveness is affected by inadequate resources, limited participation, training gaps, coordination problems, and weak evaluation. Based on the findings, it was recommended that security agencies and relevant government authorities should provide adequate and regular funding for the development and implementation of security awareness programmes.



    1.1 Introduction

    Security awareness programmes refer to organised activities designed to help people understand security risks, recognise threats, and take appropriate actions to protect themselves, information, property, and other resources. According to the National Institute of Standards and Technology (NIST), security awareness focuses attention on security and helps individuals recognise and avoid behaviours that may create security risks (NIST, 2024). In Nigeria, security awareness is important because individuals, organisations, and communities face different forms of security and safety challenges.

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


    1.2 Background of Study

    Historically, security awareness in Nigeria is closely connected with the country's efforts to protect lives and property from changing security threats. One of the earliest organised forms of public security education developed during the Nigerian Civil War. According to the Nigeria Security and Civil Defence Corps (NSCDC, 2026), the organisation began in May 1967 as the Lagos Civil Defence Committee, with the major purpose of sensitising and protecting civilians in the then Federal Capital Territory of Lagos. Its early activities included educating the public through print and electronic media on how to respond to air raids, bomb attacks and other dangers.

    Merritt et al. (2024) reported that an effective security awareness programme should go beyond simply providing information by encouraging positive behavioural change and developing a strong security culture. In everyday life, an aware person is more likely to identify suspicious behaviour, protect sensitive information, report unusual activities, follow safety procedures, and respond appropriately during emergencies. Similarly, Haney and Lutters (2020) reported that security training becomes more useful when it moves beyond routine compliance and encourages practical changes in individual behaviour.

    In Nigeria, the need for security awareness has become increasingly important because security concerns affect individuals, businesses, schools, communities, and government institutions. The country experiences different forms of security threats, including robbery, kidnapping, terrorism, communal conflicts, cultism, cybercrime, vandalism, fire incidents, and other forms of criminal activity. These threats do not only cause direct physical harm but may also lead to loss of property, disruption of economic activities, fear, and reduced confidence in public safety. According to Ogunsanya (2021), security challenges in Lagos State require effective community participation, improved training of security personnel, institutional cooperation, and better approaches to protecting citizens. The study further indicated that inadequate training, insufficient equipment, and weaknesses in institutional capacity may limit the effectiveness of security interventions (Ogunsanya, 2021).

    Security awareness programmes are particularly important because many security incidents involve human behaviour. People may unknowingly expose themselves or others to danger by ignoring warning signs, failing to report suspicious activities, sharing sensitive information, entering unsafe environments, or responding wrongly during emergencies. In the area of cybersecurity, for example, Chikwendu and Oli (2023) found that human factors influence employees' compliance with cybersecurity practices in Nigerian public universities. Their findings show that knowledge, attitudes, and behaviour are important elements in protecting individuals and organisations from security threats. Likewise, Khadka and Ullah (2025) stated that human behaviour, decision-making, and organisational culture play important roles in determining vulnerability and resilience to security threats.

    This study is set against the backdrop of the need to strengthen security awareness programmes in Nigeria, particularly in Lagos State, so that individuals, organisations, and communities are better prepared to identify, prevent, report, and respond to security and safety threats.


    1.3 Statement of Problems

    Investigation revealed that security awareness programmes are important for helping people recognise threats, prevent avoidable incidents, and respond properly during emergencies. However, many awareness activities in Lagos State are affected by inadequate funding, limited training, insufficient security personnel, and weak access to relevant information. On the other hand, public participation in security awareness activities remains a concern. Some residents may have limited knowledge of available programmes or may not participate regularly in sensitisation activities, emergency drills, and other safety initiatives.

    Furthermore, weak cooperation among security agencies, government institutions, private organisations, and communities may affect the sharing of security information and the effective implementation of awareness programmes. It is against this backdrop that this study seeks to examine the challenges of developing security awareness programmes in Nigeria and their implications for safety.


    1.4 Aim and Objectives of Study

    The aim of this study is to examine the challenges of developing security awareness programmes in Nigeria and their implications for safety, using Lagos State as a case study. The specific objectives of this research are to:

    1. Examine the existing security awareness programmes in Lagos State.
    2. Identify the major challenges affecting the development of security awareness programmes in Lagos State.
    3. Assess the level of public participation in security awareness programmes in Lagos State.
    4. Determine the implications of inadequate security awareness programmes for safety in Lagos State.
    5. Examine measures for improving the development and effectiveness of security awareness programmes in Lagos State.

    1.5 Research Questions

    The study came up with research questions so as to be able to ascertain the above stated objectives. The following research questions are based on the stated objectives:

    • What are the existing security awareness programmes in Lagos State?
    • What are the major challenges affecting the development of security awareness programmes in Lagos State?
    • What is the level of public participation in security awareness programmes in Lagos State?
    • What are the implications of inadequate security awareness programmes for safety in Lagos State?
    • What measures will improve the development and effectiveness of security awareness programmes in Lagos State?

    1.6 Research Hypotheses

    In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

    Hypothesis One

    • H0: Existing security awareness programmes have no significant relationship with safety in Lagos State.
    • H1: Existing security awareness programmes have a significant relationship with safety in Lagos State.

    Hypothesis Two

    • H0: Challenges affecting the development of security awareness programmes have no significant effect on safety in Lagos State.
    • H1: Challenges affecting the development of security awareness programmes have a significant effect on safety in Lagos State.

    Hypothesis Three

    • H0: Public participation in security awareness programmes has no significant relationship with safety in Lagos State.
    • H1: Public participation in security awareness programmes has a significant relationship with safety in Lagos State.

    Hypothesis Four

    • H0: Inadequate security awareness has no significant effect on the level of safety in Lagos State.
    • H1: Inadequate security awareness has a significant effect on the level of safety in Lagos State.

    Hypothesis Five

    • H0: Improved security awareness measures have no significant effect on the effectiveness of security awareness programmes in Lagos State.
    • H1: Improved security awareness measures have a significant effect on the effectiveness of security awareness programmes in Lagos State.

    1.7 Significance of Study

    It is believed that at the completion of the study, the outcome will provide factual information on the major challenges affecting security awareness programmes in Lagos State. The findings will also provide useful information for improving security education and public safety activities.

    Furthermore, the study will provide practical information that will help residents understand basic security measures and the importance of reporting suspicious activities. It will also provide information useful for strengthening workplace security awareness and protecting employees, property and business operations.

    Lastly, the study will serve as a reference for further academic research on security awareness programmes and safety management in Nigeria.


    1.8 Scope of Study

    The study focuses on the challenges of developing security awareness programmes and their implications for safety in Lagos State, Nigeria. It covers security awareness, training, public participation, available resources, programme implementation, emerging security threats and the effect of awareness on safety.

    The study uses relevant security stakeholders and residents in Lagos State as its focus, with particular attention to the activities of organisations such as the Lagos State Safety Commission, Lagos State Security Trust Fund and relevant security agencies.


    1.9 Limitations of the Study

    During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:

    1. Delay from respondents: Some respondents delayed completing or returning the research instruments, which affected the speed of data collection.
    2. Financial constraints: Limited funds affected transportation, printing, communication and other expenses connected with the research.
    3. Time constraints: The time available for completing the study was limited, making it necessary to concentrate on the most relevant aspects of security awareness and safety in Lagos State.

    1.10 Definition of Terms

    Security:

    Security refers to the condition of being protected against threats, danger, crime, harm or loss. According to the International Organization for Standardization (ISO, 2018), security involves protecting assets and activities from identified risks and threats.

    Security Awareness:

    Security awareness refers to the knowledge and understanding that individuals have about security risks and the appropriate actions required to prevent or respond to them.

    Security Awareness Programme:

    A security awareness programme is an organised set of training, education and communication activities designed to improve people's knowledge and behaviour concerning security risks.

    Safety:

    Safety refers to a condition in which people and property are protected from avoidable danger, accidents, injury or damage.

    Security Threat:

    A security threat is a situation, action or condition that has the potential to cause harm, loss, damage or disruption.
