    1.1 Introduction

    A population census is defined as the systematic and official counting of the population of a country, including the collection of demographic, social, and economic information about its citizens (United Nations, 2017). It is a fundamental tool for national planning, policy formulation, and the equitable allocation of resources. Accurate census data is essential for effective governance, infrastructure development, healthcare planning, and the formulation of educational, social, and economic programs (Adebayo, 2019).

    In Nigeria, the National Population Commission (NPC) is the agency responsible for conducting population censuses and managing demographic data. Despite its critical role, the NPC faces numerous challenges in the collection, processing, and monitoring of census data due to reliance on traditional, manual methods (Olorunfemi & Oladipo, 2020).

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study.     1.2 Background of Study

    The practice of conducting population censuses has a long and significant history worldwide, serving as a cornerstone for national planning and governance. According to United Nations (2017), population enumeration dates back to ancient civilizations, including Egypt and Rome, where censuses were conducted to assess population size for taxation, military service, and administrative purposes. These early censuses, though rudimentary, laid the foundation for systematic population data collection and management. In Nigeria, the history of population census can be traced back to the colonial period. The first comprehensive population census was conducted in 1866 under British colonial administration, primarily for administrative control and taxation purposes (Adebayo, 2019). Subsequent censuses were carried out in 1921, 1952, 1963, 1973, 1991, 2006, and the latest official enumeration exercises aimed to capture the demographic realities of a rapidly growing nation. Olorunfemi and Oladipo (2020) reported that these censuses often faced challenges including political interference, inaccurate data collection, and logistical difficulties, which affected the credibility of the results.

    Population census is an essential activity for any nation as it provides comprehensive data on the demographic, social, and economic characteristics of its citizens. According to the United Nations (2017), a population census is a complete enumeration of a country's population at a specific time, conducted systematically to provide accurate information for policy-making and planning. Accurate census data enables governments to plan effectively for healthcare, education, infrastructure, and social services.

    In Nigeria, the National Population Commission (NPC) is the statutory body responsible for conducting population censuses. However, the census process has often faced significant challenges. Adebayo (2019) reported that manual census methods are prone to errors, duplication, and data loss, which adversely affects the reliability and accuracy of demographic information. Similarly, Olorunfemi and Oladipo (2020) asserted that traditional census monitoring is labor-intensive, time-consuming, and costly, making it difficult to manage large-scale data collection efficiently. Furthermore, Owolabi (2021) stated that manual systems lack real-time monitoring capabilities, which limits the ability of census authorities to respond promptly to issues such as underrepresentation or data inconsistencies. On the other hand, computerized census systems are capable of automating data collection, processing, and storage, thereby enhancing accuracy, efficiency, and data security.

    According to Okoro (2022), computerized population monitoring systems provide real-time data updates, reduce human errors, and facilitate rapid reporting for evidence-based decision-making. Researchers also contend that the integration of information and communication technology in census operations enhances transparency and accountability. Ahmed (2020) affirmed that automated census systems minimize the risks associated with manual handling of sensitive data and improve overall operational efficiency. This study is set against the backdrop of the need to develop a computerized population census monitoring system that is capable of improving data accuracy, ensuring real-time monitoring, and enhancing the security and reliability of population data for the National Population Commission in Enugu.


    1.3 Statement of Problem

    Investigation reveals the problems of the computerized population census monitoring system, which are as follows:

    1. In the existing system, data collection is labor-intensive, time-consuming, and prone to human errors, including duplication, omission, and misreporting.
    2. Monitoring the progress of census activities in the old system is difficult due to lack of real-time tracking.
    3. The traditional system delays report generation, making it difficult for policymakers and planners to access timely and reliable information.
    4. Data storage in the manual system is inefficient and insecure, with paper-based records susceptible to loss or damage.

    It is against this backdrop that this study seeks to develop a computerized system that will overcome these challenges, ensuring accurate, timely, and secure population data management.


    1.4 Aims and Objectives of the Study

    The aim of this study is to design and implement a computerized population census monitoring system that will improve the accuracy, efficiency, and reliability of census operations in Enugu. In achieving this aim, the following specific objectives were laid out as follows:

    1. To create a computer-based system architecture for population census monitoring that streamlines and modernizes the existing manual process in Enugu.
    2. To develop a secure and reliable computer-based database for storing, retrieving, and analyzing census data efficiently.
    3. To design a computer-based user interface that allows real-time monitoring and reporting of census activities.
    4. To implement computer-based automation features that minimize human errors, duplication, and delays in census data collection and processing.
    5. To evaluate the effectiveness of the computer-based system in improving data accuracy, operational efficiency, and timely reporting of population statistics.

    1.5 Significance of the Study

    The deployment of the proposed system will hold significant relevance in the following ways:

    1. The system will improve operational efficiency, accuracy, and real-time monitoring of census activities.
    2. The system will provide timely and reliable data for informed decision-making and national development planning.
    3. The system will provide a rich, secure database for socio-economic and demographic research.
    4. The system will ensure accurate representation and reduce undercounting, improving equity in resource allocation.
    5. The project will provide practical intellect into designing and implementing large-scale computerized monitoring systems.

    1.6 Scope of Study

    This study focuses on the design and implementation of a computerized population census monitoring system for the National Population Commission, Enugu.

    The system will cover data collection, storage, monitoring, and reporting processes during census exercises within Enugu State.


    1.7 Limitations of the Study

    During the course of this study, many things militated against its completion, some of which are:

    1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
    2. Establishment Policies: Establishment policies posed a serious limitation as most staffs are not ready to release information needed for this research work. There were lots of information needed from the staffs of this institution to enhance the study which took them time to release or they did not release at all for security purposes, hence the scope was reduced.
    3. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).

    1.8 Definition of Terms

    Population Census:

    According to the United Nations (2017), it is the systematic enumeration of a country's population at a specific time, including demographic, social, and economic information.

    Computerized System:

    Owolabi (2021) stated that a computerized system is a digital platform that automates processes, improves accuracy, and facilitates real-time monitoring and reporting.

    Monitoring:

    Adebayo (2019) affirmed that monitoring involves the continuous tracking of activities to ensure efficiency, compliance, and timely detection of discrepancies.

    Data Accuracy:

    According to Okoro (2022), data accuracy refers to the degree to which recorded information reflects the true characteristics of the population being studied.

    Real-time Tracking:

    Ahmed (2020) contended that real-time tracking is the ability to monitor and update information immediately as it is collected, allowing instant access and analysis.

    National Population Commission (NPC):

    The statutory agency in Nigeria responsible for conducting population censuses, demographic surveys, and maintaining population records (Olorunfemi & Oladipo, 2020).
