    ABSTRACT


    Document clearance is the process through which final year students fulfill all academic, financial, and departmental requirements before graduation. It involves verification of student records, payments, and approvals from different university offices. This study aims to design and implement an online system that will streamline the clearance process, reduce errors, and improve communication between final year students and university staff. The motivation that led to the implementation of the proposed system is that students often spend hours moving between offices, and documents are sometimes misplaced, leading to stress and delays in graduation. Other motivation issues are outline at the statement of problems section.

    The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The web programming languages (HTML, CSS, JAVASCRIPT, and PHP) was used in the software development process because, it is platform independent and it is a web based application.

    The proposed system is significant because it will improve the efficiency of the clearance process, reduce administrative workload, and provide real-time tracking of student progress. The system will also enhance transparency and accuracy, ensuring that documents are not misplaced, and will serve as a model for modernizing administrative processes in universities. The expected outcome is a fully functional online clearance platform that simplifies the process for both students and staff. Furthermore, the system will ensure timely graduation, improve student satisfaction, and provide administrators with reliable data for decision-making.



    1.1 Introduction

    An online document clearance system is a digital platform that facilitates the verification and approval of student documents in a systematic and automated manner (Adeoye & Popoola, 2016). It is designed to replace the traditional paper-based clearance process, which involves physical movement across various administrative offices for obtaining signatures, approvals, and confirmations. In most universities, final year students are required to complete document clearance to ensure that all obligations, including library dues, hostel fees, departmental requirements, and other administrative tasks, are fulfilled before graduation (Chukwu & Okeke, 2019). The traditional clearance process is often cumbersome, inefficient, and prone to human error. Students spend hours or even days navigating different offices, sometimes facing delays due to missing signatures or misplaced forms (Onasanya et al., 2020).

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study.     1.2 Background of Study

    Document clearance is a critical administrative procedure in universities, serving as a prerequisite for the graduation of final year students. According to Adeoye and Popoola (2016), document clearance involves the verification of a student's compliance with institutional requirements, such as submission of academic records, payment of fees, and fulfillment of departmental obligations. The authors reported that in most Nigerian universities, this process remains largely manual, requiring students to physically move across multiple offices to obtain necessary approvals (Adeoye and Popoola, 2016).

    Chukwu and Okeke (2019) asserted that the traditional clearance process in Nigerian higher education institutions is characterized by cumbersome paperwork, long queues, and a high risk of lost or misplaced documents. They stated that these inefficiencies not only affect students but also overburden administrative staff, who must constantly monitor and follow up on clearance processes. The reliance on physical forms and signatures, according to the authors, increases the likelihood of errors and mismanagement, which may result in delays in graduation timelines and the release of final certificates and transcripts.

    Adebayo and Oladipo (2021) affirmed that online clearance systems provide centralized platforms where student records can be tracked in real-time, reducing the need for physical movement and manual follow-ups. They contended that the traditional approach is incompatible with modern educational administration, where speed, accuracy, and accessibility are paramount.

It is against this backdrop that the need for a robust, centralized, and user-friendly online document clearance system becomes evident.     1.2.1 Brief Background of the Study Area

    Benue State University (BSU), located in Makurdi, the capital city of Benue State, Nigeria, was established in 1992 by the Benue State government to provide quality tertiary education to the indigenes of the state and neighboring regions (Adebayo & Oladipo, 2021). The university was created to promote academic excellence, research, and societal development, with a mission to produce graduates capable of contributing meaningfully to the nation's growth (Chukwu & Okeke, 2019). Since its establishment, BSU has grown to accommodate multiple faculties, including Arts, Education, Social Sciences, Law, Medicine, and Natural and Applied Sciences, offering both undergraduate and postgraduate programs (Onasanya et al., 2020).

    The university emphasizes the integration of technology into teaching, learning, and administrative processes to enhance efficiency and improve service delivery. Despite these advancements, some administrative processes, such as the clearance of final year students, remain largely manual, involving multiple offices and extensive paperwork (Adeoye & Popoola, 2016). These challenges cause delays in graduation timelines and increase the workload for administrative staff, accentuating the need for an innovative solution such as an online document clearance system to streamline operations and ensure timely graduation for students (Adebayo & Oladipo, 2021).


    1.3 Statement of Problems

    Based on the investigation conducted, the implemented system encounters a number of challenges, with some of the most significant issues outlined below:

    1. The process of document clearance for final year students in most universities is still largely manual, involving multiple offices and significant paperwork. Students are required to move from one department to another to obtain necessary signatures and approvals, a process that is not only time-consuming but also prone to errors and delays.
    2. The traditional system lacks centralized digital system means that records are difficult to track, making it challenging to verify the completion of clearance requirements promptly.
    3. Furthermore, academic and administrative staff face difficulty in monitoring student progress, leading to inefficiencies and increased workload. The absence of automation also increases the risk of data loss or unauthorized access, as physical documents are vulnerable to mishandling or misplacement.
    4. Lastly, students often experience stress and anxiety due to uncertainties in the clearance process, with delays sometimes impacting graduation timelines and access to transcripts or final certificates.

    1.4 Aim and Objectives of the Study

    The aim of this study is to develop an efficient, reliable, and user-friendly online document clearance system for final year students.

    The specific objectives of this study include:

    1. To create a framework for an online document clearance system that addresses the inefficiencies of the existing manual process.
    2. To develop a user-friendly online platform that allows final year students to track and complete clearance requirements efficiently.
    3. To design an automated workflow that integrates multiple administrative departments, including finance, library, hostel, and academics.
    4. To implement the online document clearance system within a university environment for practical evaluation.
    5. To evaluate the effectiveness of the implemented system in reducing delays, minimizing errors, and improving student and staff satisfaction.

    1.6 Scope of the Study

    The study focuses on the design and implementation of an online document clearance system for final year students at Benue State University, Makurdi, Nigeria. It covers the clearance process across key administrative departments, including the library, finance, hostel, and academic offices. The system is intended to track student progress in real-time, provide automated notifications, and manage records in a centralized digital platform.


    1.7 Limitations of the Study

    The availability of ICT infrastructure in some departments was limited, which affected system testing. Not all staff and students were familiar with online platforms, which initially slowed adoption. Internet connectivity was sometimes unreliable, affecting real-time tracking.

    Furthermore, the study was limited by time constraints, as the implementation and evaluation had to be completed within a single academic session.
