ABSTRACT


Emergency Management Information System (EMIS) is a software that is needed to help ensure that the ambulance dispatching company meets all federal mandates about the speed at which an ambulance is dispatched. The aim of the study is to design and implement an Emergency Management Information System. In achieving this aim, the following specific objectives were laid out as follows to develop an application software that will provide fastest ambulance services to the victims of any emergency incidents and decrease the amount of paper work must be file. The motivation that led to the implementation of the proposed system is as a result of the sudden increase in the number of emergency reported by the federal road safety has transcended the manipulation of the existing system used by the ambulance dispatcher and this prompted a lot of problem which encompass the delay of dispatching ambulance it was very complicated to observed or track the location of any dispatch ambulance.

The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The programming language used is HTML, CSS, JAVASCRIPT, PHP, SQL and JQUERY. The reason why web programming languages was used is because, it is platform independent and it is a web based application. The proposed system will be of benefit to hospitals and many large medical ambulance companies. Also, it will greatly decrease the amount of paperwork that must be filed, speed-up the rate of dispatching ambulance and enable the company to track the status of each emergency ambulance. The expected result is an Emergency Management Information System that will decreases the amount of paperwork that must be filed and improve the emergency response to incidents in due time and help the company ensure provision of adequate amount of ambulance for each of the service.



1.1 Introduction

Emergency is an unplanned event that can cause loss of lives and properties, discomfort to citizens, physical and environmental damage, and disrupt a lot of activities. Emergency Management System has it that it is Organized analysis, planning, decision making, and assignment of available resources to mitigate, prepares for, respond to and recover from the effect of all hazards. The Emergency Management Information System is a web based application that efficiency receives a phone call from all services, records the details of an emergency including location, finds the next available ambulance and dispatches the ambulance as fast as possible with some minute. The process of dispatching was supported by computers and moved in many locates to a paperless system that require above average computer skills. System not only permitted in dispatcher to record the call information, but also automated the call triage process, allowing system to become algorithm-based decision support tools.

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitations of the Study and Definition of technical terms.
