1.1 Introduction
Climate change is defined as a long-term shift in temperature patterns, precipitation levels, sea level rise, and the increasing frequency of extreme weather events, largely driven by human activities such as greenhouse gas emissions and deforestation (IPCC, 2021). Maritime transport refers to the movement of goods and passengers through waterways such as seas, oceans, rivers, and coastal channels. It remains a vital component of Nigeria's transportation network and economic development, especially in coastal communities where water transportation is a major means of livelihood and connectivity. In Nigeria, coastal states such as Lagos, Bayelsa, Rivers, and Delta rely heavily on maritime routes for trade, fishing activities, oil and gas operations, and inter-community movement. According to the Nigerian Maritime Administration and Safety Agency (NIMASA, 2022), maritime transport is essential for national economic growth, yet it is increasingly exposed to environmental risks that threaten its efficiency and sustainability.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Climate change has become a critical global issue characterized by long-term alterations in temperature patterns, rising sea levels, changing precipitation systems, and an increase in the frequency and intensity of extreme weather events. According to the Intergovernmental Panel on Climate Change (IPCC, 2021), these changes are largely driven by human activities such as fossil fuel combustion, deforestation, and industrial emissions. The impacts of climate change are not uniform, as coastal regions and small island environments are among the most vulnerable due to their direct exposure to sea-level rise and oceanic disturbances.
Maritime transport, which involves the movement of goods and passengers through seas, oceans, and coastal waterways, plays a vital role in global and national economies. According to the United Nations Conference on Trade and Development (UNCTAD, 2022), over 80 percent of global trade by volume is transported through maritime routes, highlighting its significance in international commerce. In Nigeria, maritime transport is equally important due to the country's extensive coastline and dependence on coastal and inland waterways for economic and social activities.
In the Nigerian context, coastal communities rely heavily on maritime transport for fishing, trade, oil exploration support activities, and inter-community movement. According to NIMASA (2022), maritime transport in Nigeria contributes significantly to economic development but remains highly exposed to environmental risks, particularly those associated with climate change. Rising sea levels, coastal erosion, and flooding have increasingly disrupted transportation routes and damaged critical infrastructure such as jetties, ports, and landing sites.
Climate change impacts on maritime transport are becoming more visible in Nigerian coastal regions such as Lagos, Bayelsa, Rivers, and Delta States. According to the World Bank (2020), coastal flooding and shoreline degradation are among the most serious threats to transport infrastructure in developing countries, leading to reduced efficiency in goods movement and increased economic losses (World Bank, 2020).
Ajao and Okoye (2020) reported that, coastal transportation in Nigeria is increasingly threatened by environmental changes that reduce the reliability and safety of water-based transport systems. They reported that many coastal communities have experienced loss of docking points and navigational routes due to erosion and tidal surges. It is also asserted that climate change has intensified the frequency of extreme weather conditions such as heavy rainfall, storm surges, and strong winds, which directly affect maritime operations.
According to the Nigerian Meteorological Agency (NiMet, 2021), weather variability along Nigeria's coastal zones has increased significantly over the past decades, posing serious risks to marine navigation and safety. Furthermore, it is stated that inadequate climate adaptation measures and weak enforcement of environmental regulations have worsened the vulnerability of maritime transport systems in Nigeria. Many ports and coastal facilities lack resilient infrastructure capable of withstanding rising sea levels and flooding events. UNCTAD (2022) affirmed that, developing countries like Nigeria face major challenges in implementing climate-resilient maritime infrastructure due to financial and technological limitations. This study is set against the backdrop of the increasing vulnerability of maritime transport systems in Nigerian coastal communities due to the growing impacts of climate change.
1.3 Statement of Problems
Investigation revealed that climate change has become one of the most pressing global environmental challenges, with significant implications for transportation systems, particularly maritime transport in coastal regions. According to the Intergovernmental Panel on Climate Change (IPCC, 2021), rising sea levels, increased frequency of extreme weather events, and coastal erosion are already affecting low-lying coastal areas across the world. In Nigeria, coastal communities such as those in Lagos, Rivers, Delta, and Bayelsa States are increasingly experiencing disruptions that affect maritime operations, port activities, and local livelihoods dependent on water transportation.
Additionally, the effect of climate change on maritime transport in Nigeria is evident in the increasing intensity of storm surges, flooding, and shoreline degradation. According to the Nigerian Maritime Administration and Safety Agency (NIMASA, 2022), there has been a growing concern over the vulnerability of Nigeria's coastal transport routes to climate-induced hazards, particularly in areas with weak adaptive infrastructure.
Furthermore, poor early warning systems and insufficient coastal protection mechanisms further worsen the impact of climate change on maritime transport activities. Many coastal operators and communities lack access to timely climate information, which reduces their ability to prepare for hazardous weather conditions. It is against this backdrop that this study seeks to examine the effect of climate change on maritime transport in Nigeria, with a focus on selected coastal communities.
1.4 Aim and Objectives of Study
The aim of this study is to investigate the effect of climate change on maritime transport in Nigeria with focus on coastal communities.
To achieve this aim, the study has the following objectives:
- To examine the impact of rising sea levels on maritime transport infrastructure in Nigerian coastal communities.
- To assess how coastal flooding affects the efficiency of maritime transport operations.
- To evaluate the influence of extreme weather conditions on safety and navigation in maritime transport.
- To determine the effect of coastal erosion on transport routes and landing facilities.
- To examine the level of adaptation and response strategies adopted in mitigating climate change impacts on maritime transport.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What is the impact of rising sea levels on maritime transport infrastructure in Nigerian coastal communities?
- How does coastal flooding affect the efficiency of maritime transport operations?
- In what ways do extreme weather conditions influence safety and navigation in maritime transport?
- How does coastal erosion affect transport routes and landing facilities in coastal areas?
- What adaptation and response strategies are used in mitigating climate change impacts on maritime transport?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Rising sea levels have no significant effect on maritime transport infrastructure in Nigerian coastal communities.
- H1: Rising sea levels have significant effect on maritime transport infrastructure in Nigerian coastal communities.
Hypothesis Two
- H0: Coastal flooding has no significant effect on maritime transport efficiency in Nigerian coastal communities.
- H1: Coastal flooding has significant effect on maritime transport efficiency in Nigerian coastal communities.
Hypothesis Three
- H0: Extreme weather conditions have no significant effect on maritime transport safety and navigation.
- H1: Extreme weather conditions have significant effect on maritime transport safety and navigation.
Hypothesis Four
- H0: Coastal erosion has no significant effect on transport routes and landing facilities.
- H1: Coastal erosion has significant effect on transport routes and landing facilities.
Hypothesis Five
- H0: Adaptation strategies have no significant effect on reducing climate change impacts on maritime transport.
- H1: Adaptation strategies have significant effect on reducing climate change impacts on maritime transport.
1.7 Significance of Study
It is believed that at the completion of the study, the findings will assist policymakers in designing effective climate adaptation strategies that will improve the resilience of transport infrastructure in vulnerable coastal areas. The study will also benefit coastal communities by increasing awareness of climate risks and encouraging sustainable transportation practices.
Furthermore, the study will help maritime transport operators understand the risks associated with climate change and will guide them in adopting safer operational practices that will reduce losses and improve efficiency.
Lastly, the study will serve as a reference material for researchers and students who will be interested in climate change and maritime transport issues in Nigeria.
1.8 Scope and Limitations of the Study
The scope of the study is restricted to climate change effects on maritime transport infrastructure, safety, and operations in Lagos State coastal communities under the jurisdiction of the Nigerian Ports Authority (NPA).
The study will not cover inland transportation systems or other states outside the selected area.
1.9 Definition of Terms
Climate Change:
