    ABSTRACT


    The study was carried out to examine the effect of poor project planning on construction performance in Reynolds Construction Company Nigeria Ltd, focusing on cost, quality, and completion time. The motivation for this study is the persistent occurrence of project delays, cost overruns, and low productivity in construction projects within Nigeria, where planning inefficiencies continue to affect project delivery outcomes and organizational performance. Data were collected through structured questionnaires administered to 133 respondents in Reynolds Construction Company Nigeria Ltd. The instrument captured responses on project scheduling, resource planning, risk management, and stakeholder communication using a Likert scale. The findings show that poor project scheduling leads to delays (mean = 3.76), resource planning causes inefficiency (mean = 3.75), risk management failures reduce performance (mean = 3.78), and communication issues affect coordination (mean = 3.78). Furthermore, poor planning increases cost overruns (mean = 3.70) and extends project duration. The outcome of this research indicates a consistent pattern of negative effects across all planning variables on construction performance. The study concludes that poor project planning significantly affects construction performance in Reynolds Construction Company Nigeria Ltd by increasing delays, reducing quality, and raising project costs, while effective planning improves overall project delivery efficiency. Based on the result obtained from this research, it was recommended that the company should enhance its risk management planning by implementing proactive risk identification and mitigation strategies that allow potential project risks to be addressed early before they escalate into major project disruptions.



    1.1 Introduction

    Project planning is the process of defining project objectives, determining the activities required to achieve those objectives, allocating resources, establishing schedules, and identifying potential risks to ensure the successful execution and completion of a project (Project Management Institute [PMI], 2021). In the construction industry, project planning serves as a fundamental management function that guides the coordination of materials, labor, equipment, finances, and time toward the achievement of project goals. In developing countries such as Nigeria, the effects of poor project planning are more pronounced due to factors such as inadequate project management practices, limited technical expertise, financial constraints, and weak monitoring mechanisms. Numerous construction projects in Nigeria have recorded significant delays and budget overruns, resulting in financial losses for contractors, clients, and other stakeholders (Aibinu & Jagboro, 2002; Ameh & Osegbo, 2011).

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


    1.2 Background of Study

    Project planning has evolved over the years as a fundamental aspect of project management, particularly within the construction industry where projects involve substantial investments, multiple stakeholders, and complex activities. According to Kerzner (2022), project planning involves the systematic determination of project objectives, activities, schedules, resources, budgets, and risk management strategies required for effective project implementation. The construction industry is characterized by complex activities, diverse stakeholders, and substantial financial investments, making project planning an indispensable component of project management. Effective planning provides a framework for coordinating resources and ensuring that projects are completed within established cost, time, and quality parameters. In modern construction practice, the ability of an organization to achieve desired project outcomes is largely influenced by the quality of its planning processes.

    According to the Project Management Institute (2021), project planning serves as the foundation upon which project execution, monitoring, and control are built. The institute stated that planning helps project managers identify potential constraints, allocate resources efficiently, and establish realistic timelines for project completion. In the absence of effective planning, construction projects are likely to encounter challenges that may negatively affect performance. Construction performance is commonly evaluated based on project completion time, cost efficiency, quality standards, safety records, and client satisfaction.

    According to Ofori (2018), the construction sector plays a strategic role in national development through the provision of infrastructure that supports economic growth and social development. The sector contributes significantly to employment generation, urban development, transportation systems, housing delivery, and industrial expansion. However, the successful delivery of construction projects depends largely on the effectiveness of planning and management practices adopted by project stakeholders. Poor project planning often undermines the achievement of project objectives and reduces the overall performance of construction organizations.

    Similarly, Meredith and Mantel (2017) reported that inadequate project planning frequently results in unclear project scope, unrealistic schedules, poor resource allocation, and ineffective communication among project participants. These deficiencies often create operational difficulties during project execution and increase the likelihood of project failure. In the same vein, Burke (2013) asserted that construction projects require detailed planning because of their complexity and susceptibility to risks arising from technical, financial, environmental, and organizational factors. Proper planning therefore enables project managers to anticipate challenges and develop appropriate mitigation strategies before project implementation begins. Furthermore, Pinto (2019) stated that project planning enhances organizational efficiency by providing clear direction for project teams and facilitating effective decision-making throughout the project lifecycle. Effective planning allows managers to establish performance benchmarks, monitor project progress, and implement corrective actions when necessary.

    Aibinu and Jagboro (2002) reported that time overruns remain one of the most persistent problems affecting construction projects in Nigeria. Their findings indicated that poor planning contributes significantly to delays in project completion, resulting in increased project costs and reduced stakeholder satisfaction. Correspondingly, Ameh and Osegbo (2011) affirmed that inadequate planning and scheduling practices are among the major factors responsible for poor productivity on construction sites. The researchers noted that ineffective planning often leads to resource shortages, work interruptions, and inefficient utilization of labor and equipment.

    Doloi, Sawhney, Iyer, and Rentala (2012) contended that project planning has a direct influence on project performance because it determines the extent to which available resources are coordinated toward achieving project objectives. They reported that projects characterized by weak planning mechanisms are more vulnerable to delays, budget overruns, and quality deficiencies. Consistent with this view, Hwang and Ng (2013) stated that effective planning improves project predictability and reduces the occurrence of unforeseen challenges during project execution.

    Along the same line, Assaf and Al-Hejji (2006) reported that ineffective planning contributes significantly to project delays by creating inconsistencies between project objectives and available resources. The study observed that projects lacking comprehensive planning frameworks often experience difficulties in managing project scope, procurement processes, and stakeholder expectations. Corroborating this assertion, Sambasivan and Soon (2007) stated that poor planning negatively affects project performance by disrupting workflow sequences and increasing the likelihood of disputes among project participants. This study is set against the backdrop of increasing concerns regarding project delays, cost overruns, quality deficiencies, and other performance-related challenges in the Nigerian construction industry.


    1.3 Statement of Problems

    Investigation revealed that effective project planning remains a critical determinant of success in the construction industry, as it provides the framework for resource allocation, scheduling, risk management, cost control, and overall project coordination. However, many construction projects continue to experience delays, cost overruns, low productivity, and quality deficiencies due to inadequate planning practices during the project lifecycle. Studies have shown that poor project planning often results in unrealistic schedules, inefficient utilization of resources, weak coordination among stakeholders, and increased project uncertainties, all of which adversely affect construction performance (Khalid, 2019; Ramadhan et al., 2025).

    In Nigeria, the construction industry has consistently faced challenges relating to poor project delivery, with delays and cost overruns being among the most persistent problems. Evidence indicates that a significant proportion of construction projects in the country fail to meet planned completion dates and budget estimates, thereby affecting client satisfaction and organizational profitability (Hamidu et al., 2024; Ogbu et al., 2024). It is against this backdrop that this study seeks to examine the effect of poor project planning on construction performance.


    1.4 Aim and Objectives of Study

    The aim of this study is to examine the effect of poor project planning on construction performance in Reynolds Construction Company Nigeria Ltd. In achieving this aim, the following specific objectives were laid out as follows:

    1. To determine the effect of poor project scheduling on construction performance in Reynolds Construction Company Nigeria Ltd.
    2. To examine the influence of inadequate resource planning on construction performance in Reynolds Construction Company Nigeria Ltd.
    3. To assess the effect of poor risk management planning on construction performance in Reynolds Construction Company Nigeria Ltd.
    4. To evaluate the influence of poor stakeholder coordination and communication on construction performance in Reynolds Construction Company Nigeria Ltd.
    5. To determine the effect of poor project planning on project cost, quality, and completion time in Reynolds Construction Company Nigeria Ltd.

    1.5 Research Questions

    The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

    1.6 Research Hypotheses

    In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

    Hypothesis One

    • H0: Poor project scheduling has no significant effect on construction performance in Reynolds Construction Company Nigeria Ltd.
    • H1: Poor project scheduling has a significant effect on construction performance in Reynolds Construction Company Nigeria Ltd.

    Hypothesis Two

    • H0: Inadequate resource planning has no significant influence on construction performance in Reynolds Construction Company Nigeria Ltd.
    • H1: Inadequate resource planning has a significant influence on construction performance in Reynolds Construction Company Nigeria Ltd.

    Hypothesis Three

    • H0: Poor risk management planning has no significant effect on construction performance in Reynolds Construction Company Nigeria Ltd.
    • H1: Poor risk management planning has a significant effect on construction performance in Reynolds Construction Company Nigeria Ltd.

    Hypothesis Four

    1.7 Significance of Study

    It is believed that at the completion of the study, factual evidence on the relationship between project planning and construction performance will be available for use in construction management practices. Also, documented information on the causes of project delays and cost overruns will be provided within the context of Reynolds Construction Company Nigeria Ltd.

    Furthermore, information relating to resource planning and project delivery performance will be made available for organizational assessment. In addition, empirical data on planning-related challenges affecting construction projects will be added to existing academic literature.

    Lastly, findings relevant to improving project management practices in the construction industry will be accessible to interested stakeholders.


    1.8 Scope and Limitations of the Study

    The study is restricted to Reynolds Construction Company Nigeria Ltd in Lagos State, Nigeria. It covers the effect of poor project planning on construction performance, with emphasis on scheduling, resource allocation, risk management, communication, project cost, quality, and completion time.

    The study is limited by restricted access to some organizational records, the availability of respondents, time allocated for the research, and financial resources available for data collection and analysis.


    1.9 Definition of Terms

    Project Planning:

    Project planning refers to the process of defining project objectives, determining activities, allocating resources, establishing schedules, and identifying risks necessary for successful project execution (PMI, 2021).

    Construction Performance:

    Construction performance refers to the extent to which a construction project achieves its objectives regarding cost, time, quality, safety, and client satisfaction (Kerzner, 2022).

    Project Schedule:

    A project schedule is a detailed timetable showing the sequence and duration of activities required for project completion within a specified period (Burke, 2013).

    Resource Planning:

    Resource planning refers to the process of determining and allocating the human, financial, material, and equipment resources required for project implementation (Pinto, 2019).

    Risk Management:

    Risk management is the systematic process of identifying, assessing, and responding to potential events that may affect project objectives either positively or negatively (PMI, 2021).

    Project Delay:

    Project delay is the extension of project completion beyond the planned delivery date due to factors affecting project execution (Sambasivan & Soon, 2007).

    Stakeholder Coordination:

    Stakeholder coordination refers to the effective management and integration of activities, responsibilities, and communication among individuals or groups involved in a project (Meredith & Mantel, 2017).

    Cost Overrun:

    Cost overrun refers to a situation where the actual project expenditure exceeds the originally approved budget for the project (Aibinu & Jagboro, 2002).

    Construction Project:

    A construction project is a temporary undertaking involving the design, development, or construction of physical infrastructure, buildings, roads, bridges, or related facilities (Ofori, 2018).

    Project Management:

    Project management refers to the application of knowledge, skills, tools, and techniques to project activities in order to achieve predetermined objectives effectively and efficiently (PMI, 2021).

    Quality Performance:

    Quality performance refers to the degree to which completed construction work conforms to specified standards, requirements, and client expectations (Kerzner, 2022).

    Productivity:

    Productivity refers to the efficiency with which resources such as labor, equipment, and materials are utilized in achieving project outputs (Ameh & Osegbo, 2011).
