1.1 Introduction
Skilled labor refers to workers who possess specialized knowledge, training, and experience in a particular field or trade. in the construction industry, skilled labor typically includes tradespeople such as electricians, plumbers, carpenters, and masons, whose expertise is essential for executing complex tasks and ensuring quality standards (Wright & Fagan, 2019). The construction industry in Osun State, Nigeria, is currently facing significant challenges due to a shortage of skilled labor. Skilled labor is critical for the successful delivery of construction projects, as it directly impacts the quality, efficiency, and timeliness of project completion (Ibrahim et al., 2020). Inadequate skilled labor leads to delays, increased costs, and compromised safety standards on construction sites, which can result in subpar project outcomes (Ogunsemi & Jagboro, 2019). The importance of skilled labor cannot be overstated; it not only influences the physical aspects of construction but also affects project management and coordination (Oni et al., 2021).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. 1.2 Background of Study
In Osun State, the impact of skilled labor shortages became particularly pronounced in the 2000s, as the state embarked on various infrastructural projects aimed at improving urban development and quality of life for its residents. The demand for skilled labor surged, but the local labor market struggled to keep pace due to the persistent deficiencies in training and education systems (Adeyemi & Owoeye, 2019). In recent years, stakeholders have increasingly recognized the need to address these challenges. Efforts to revitalize vocational training programs and promote the construction sector as a viable career option for the youth are underway. However, significant barriers remain, including the need for better funding, improved curriculum, and stronger partnerships between educational institutions and the construction industry (Ede & Omoniyi, 2020).
The construction industry is a vital sector that significantly contributes to the economic development of any nation, including Nigeria. In Osun State, the construction sector has witnessed substantial growth due to increased urbanization, population growth, and infrastructural development needs (Oni et al., 2021). However, despite this growth, the industry faces a persistent challenge: a shortage of skilled labor. This shortage is primarily attributed to several factors, including inadequate vocational training, an aging workforce, and limited interest among the youth in pursuing careers in the construction field (Ibrahim et al., 2020).
A skilled labor force is essential for ensuring the successful delivery of construction projects, as it influences productivity, safety, and overall project quality (Ogunsemi & Jagboro, 2019). The lack of adequately trained workers often leads to project delays, increased labor costs, and compromised safety standards (Adeyemi & Owoeye, 2019). In Osun State, the shortage of skilled labor has become a pressing issue, particularly as the demand for construction services continues to rise (Ibidun & Olawale, 2020).
Ede & Omoniyi (2020) asserted that, the implications of a skilled labor shortage extend beyond individual projects; they affect the broader economy by hindering infrastructure development and reducing the overall competitiveness of the construction industry (Ede & Omoniyi, 2020). As construction projects play a crucial role in enhancing the quality of life and driving economic growth, addressing the skilled labor shortage in Osun State is imperative for achieving sustainable development goals.
Recent studies indicate that the construction sector in Nigeria suffers from a dual challenge: an aging workforce and insufficient training programs to equip new entrants with the necessary skills (Adeyemi & Owoeye, 2019). This situation is exacerbated by the high level of urbanization and infrastructural demands in Osun State, which require a competent labor force to meet the growing needs for housing, transportation, and public utilities (Ibidun & Olawale, 2020). Consequently, understanding the effects of this skilled labor shortage on construction project delivery is essential for stakeholders, including policymakers, construction firms, and labor organizations, to develop effective strategies that enhance workforce capacity and project efficiency.
Therefore, in Nigeria where the research was carried out, the activities that was conducted is to effects of skilled labour shortage on construction projects delivery.
1.3 Statement of Problems
Investigation revealed that the construction industry in Osun State is currently grappling with a significant shortage of skilled labor, which is directly impacting project delivery and overall performance. This shortage is primarily attributed to a lack of adequate training and educational programs, leading to a workforce that is ill-prepared to meet the demands of modern construction projects (Oni et al., 2021). As a result, construction companies frequently face delays and increased costs, ultimately affecting project timelines and the quality of outputs (Adeyemi & Owoeye, 2019).
Furthermore, the absence of a sufficient skilled labor force is contributing to safety issues on construction sites. With inexperienced workers, the likelihood of accidents and injuries increases, which not only endangers lives but also leads to potential legal liabilities for construction firms (Ibrahim et al., 2020). Additionally, the skilled labor shortage is exacerbated by negative perceptions of construction work among the youth, who often view it as less prestigious compared to other professions, thus hindering recruitment efforts (Ibidun & Olawale, 2020).
The compounded effects of these issues are detrimental to the construction industry's growth in Osun State, making it challenging to achieve infrastructural goals and improve living standards for residents. Without addressing the skilled labor shortage, the construction sector's ability to contribute to economic development remains severely hampered (Ede & Omoniyi, 2020).
1.4 Aim and Objectives of Study
The aim of the study is to investigate the effects of skilled labor shortages on the delivery of construction projects in Osun State. The objectives of the study are as follows:
- To evaluate the relationship between skilled labor availability and the quality of construction projects delivered in the state.
- To assess the impact of skilled labor shortages on project delivery timelines and costs in Osun State's construction sector.
- To examine the current state of skilled labor availability in the construction industry in Osun State.

- Financial constraints also posed a challenge, as limited funding restricted the scope of the study and the resources available for comprehensive research activities.
- Finally, time constraints impacted the depth of the investigation, preventing a more extensive exploration of the issues related to skilled labor shortages and their effects on construction projects in Osun State.
