    ABSTRACT

Occupational health and safety practices refer to the measures, policies, and procedures adopted to protect workers from workplace hazards, injuries, and accidents during work activities. The aim of this study was to evaluate health and safety practices among construction workers at Julius Berger Nigeria Plc, Abuja. The study examined the level of safety practices, compliance with occupational health and safety regulations, factors influencing safety performance, challenges affecting implementation, and measures for improving workplace safety. The motivation for embarking on this research was based on the need to assess how existing health and safety measures protect construction workers from occupational hazards. Construction activities involve risks such as equipment accidents, falls, exposure to hazardous materials, and unsafe working conditions. The study was carried out to provide useful information on areas requiring improvement and support better safety management practices within the organization.

A descriptive survey research design was adopted for the study. Data were collected from 150 respondents comprising construction workers, site supervisors, safety officers, and project managers at Julius Berger Nigeria Plc, Abuja, using a structured questionnaire. Data collected were analyzed using frequency counts, percentages, mean, and Chi-square statistics at a 0.05 level of significance. The findings revealed that health and safety practices were generally effective among the respondents. The findings showed that 84.0% agreed that personal protective equipment is regularly used, 82.0% confirmed participation in safety training, and 83.3% agreed that workers comply with site safety procedures. Furthermore, 83.3% confirmed compliance with safety regulations, while 85.4% identified availability of protective equipment as an important factor influencing safety practices. It also revealed that 88.0% supported regular safety training and strict enforcement of safety regulations as measures for improving safety performance. The outcome of this research showed that effective safety management practices contribute significantly to protecting construction workers. The study concluded that Julius Berger Nigeria Plc, Abuja maintains effective health and safety practices among construction workers; however, continuous improvement through regular training, adequate safety resources, supervision, and enforcement of safety procedures remains necessary. Based on the result obtained from this research, it was recommended that management of Julius Berger Nigeria Plc, Abuja should continue to organize regular safety training programmes to improve workers' knowledge of occupational hazards, emergency procedures, and safe work practices.

    1.1 Introduction

Health and safety practices refer to the policies, procedures, guidelines, and preventive measures established to protect workers from occupational hazards and ensure a safe and healthy working environment. According to the International Labour Organization (2022), occupational safety and health encompass the anticipation, recognition, evaluation, and control of workplace hazards that may affect the well-being of employees. In the construction industry, health and safety practices include the proper use of personal protective equipment (PPE), hazard identification, risk assessment, safety training, emergency preparedness, accident reporting, and compliance with statutory safety regulations. Globally, occupational accidents within the construction sector continue to attract considerable attention from governments, employers, researchers, and international organizations.

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.

    1.2 Background of Study

Health and safety practices have become an essential component of modern construction management because they are directly associated with the protection of workers, improvement of productivity, and successful completion of construction projects. According to the International Labour Organization (2022), occupational health and safety refers to the promotion and maintenance of the highest degree of physical, mental, and social well-being of workers through the prevention of workplace hazards and occupational diseases. The construction industry is widely recognized as one of the most hazardous sectors because its activities involve working at heights, operating heavy machinery, handling hazardous materials, electrical installations, excavation works, and exposure to constantly changing site conditions.

Hinze (2017) stated that construction safety extends beyond compliance with regulations to include systematic planning, hazard identification, employee participation, supervision, and continuous monitoring of work activities. Safety management has therefore evolved into an important organizational function that supports project quality, operational efficiency, and employee welfare. Similarly, Goetsch (2020) reported that organizations with effective occupational safety programmes often experience lower accident rates, reduced compensation costs, improved employee morale, and increased organizational performance. This suggests that workplace safety is not merely a legal obligation but also an important management strategy that contributes to organizational sustainability.

The construction industry contributes significantly to economic growth by providing infrastructure required for transportation, housing, education, healthcare, manufacturing, and commercial development. According to Ofori (2015), construction activities stimulate employment generation and promote national development through investment in physical infrastructure. Furthermore, Loosemore and Malouf (2019) asserted that the growth of the construction industry is closely linked with economic expansion because infrastructure development enhances productivity and attracts both local and foreign investment.

According to the International Labour Organization (2022), millions of workers worldwide are affected annually by occupational accidents and work-related illnesses, with the construction sector accounting for a substantial proportion of workplace fatalities. Many of these accidents result from unsafe work practices, inadequate supervision, insufficient safety training, poor risk assessment, and failure to comply with occupational safety procedures. Likewise, Haslam et al. (2005) reported that human errors, management failures, poor communication, and inadequate planning remain major contributors to accidents on construction sites.

Health and safety practices within construction organizations involve several interconnected activities, including hazard identification, risk assessment, accident prevention, emergency preparedness, safety inspections, workers' education, incident reporting, and continuous improvement. According to ISO (2018), organizations should establish structured occupational health and safety management systems capable of identifying hazards before they result in injuries or fatalities. Moreover, Hughes and Ferrett (2020) contended that organizations that regularly monitor safety performance, provide adequate training, and encourage employee participation are more likely to maintain safer work environments than organizations where safety management receives limited attention.

In Nigeria, rapid urbanization and increasing investments in infrastructure have expanded construction activities across major cities. Large construction firms execute numerous projects involving roads, bridges, airports, residential buildings, and public facilities. According to the Federal Ministry of Labour and Employment (2021), the protection of workers remains a priority because occupational accidents continue to impose significant social and economic costs on organizations and the nation. This study is set against the backdrop of evaluating health and safety practices among construction workers at Julius Berger Nigeria Plc, Abuja.

    1.3 Statement of Problems

Investigation revealed that the construction industry remains one of the most hazardous sectors worldwide because workers are regularly exposed to risks such as falls from heights, heavy equipment accidents, electrical hazards, exposure to harmful substances, and unsafe working conditions. Although occupational health and safety regulations have been established to reduce workplace accidents and injuries, incidents resulting from unsafe practices, inadequate use of personal protective equipment, insufficient safety training, and poor hazard identification continue to occur on many construction sites, affecting workers' health, productivity, and project performance (International Labour Organization [ILO], 2022).

Julius Berger Nigeria Plc is recognized as one of the leading construction companies in Nigeria with established occupational health and safety policies designed to promote safe working conditions. However, the existence of safety policies alone does not guarantee effective implementation or full compliance by all categories of workers. Factors such as workers' attitudes toward safety, availability and proper use of personal protective equipment, quality of supervision, frequency of safety training, and adherence to organizational safety procedures may influence the effectiveness of workplace safety programmes (Goetsch, 2020).

Furthermore, inadequate safety practices may result in workplace injuries, project delays, increased operational costs, reduced employee morale, legal liabilities, and loss of organizational productivity. Evaluating the current level of health and safety practices, workers' compliance with occupational health and safety regulations, factors influencing safety performance, existing implementation challenges, and possible improvement measures is therefore necessary to provide evidence for strengthening workplace safety management. It is against this backdrop that this study seeks to evaluate the health and safety practices among construction workers.
