1.1 Introduction
Flooding is a natural hydrological phenomenon characterized by the overflow of water onto land that is normally dry, often resulting from excessive rainfall, storm surges, or the inability of drainage systems to contain and channel water effectively. Waste management, on the other hand, refers to the systematic collection, transportation, processing, recycling, and disposal of waste materials in ways that minimize their impact on human health and the environment. In urban areas, the interaction between flooding and waste management practices has become increasingly significant, as improper handling and disposal of waste contribute directly to the obstruction of drainage systems and the intensification of flood events (Adelekan, 2016; UNEP, 2015).
Urbanization is a major driver of environmental challenges in developing countries, particularly in densely populated cities such as Lagos State. Lagos, one of the fastest-growing cities in Africa, experiences rapid population expansion, unplanned settlements, and increasing pressure on existing infrastructure (Olajuyigbe, Rotowa, & Durojaye, 2012; Ayanlade & Jegede, 2016).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Flooding and waste management are two interrelated environmental challenges that have become increasingly significant in rapidly urbanizing regions, particularly in developing countries. Urban flooding is not only a natural occurrence but is also largely influenced by human activities, especially poor environmental practices and ineffective waste management systems. According to Adelekan (2016), flooding in urban centers such as Lagos is exacerbated by anthropogenic factors, including the obstruction of drainage systems due to indiscriminate waste disposal. This highlights the need to examine how human behavior contributes to environmental hazards in densely populated cities (Adelekan, 2016).
Waste management practices in urban areas play a critical role in maintaining environmental sustainability and public health. The rapid growth of cities often outpaces the capacity of waste management infrastructure, leading to the accumulation of solid waste in unauthorized locations. Olajuyigbe, Rotowa, and Durojaye (2012) reported that improper waste disposal in Lagos, particularly the dumping of refuse in drainage channels and waterways, significantly contributes to the occurrence of flooding. These blocked drainage systems prevent the free flow of water during rainfall, thereby increasing the risk of flood events and their associated impacts.
In many developing countries, including Nigeria, the challenges of waste management are further compounded by inadequate institutional frameworks and weak policy implementation. Olorunfemi (2011) asserted that poor governance, insufficient funding, and lack of coordination among environmental agencies hinder effective waste management and flood control efforts.
The role of public awareness and environmental education in addressing these challenges cannot be overstated. Ayanlade and Jegede (2016) stated that many urban residents are either unaware of the environmental consequences of improper waste disposal or lack access to proper waste collection services. Consequently, waste accumulation becomes a major factor in urban flooding, particularly during periods of heavy rainfall. Climate change has also emerged as a significant factor influencing the frequency and intensity of flooding in urban areas.
Douglas et al. (2008) affirmed that changes in rainfall patterns, including increased intensity and unpredictability, have heightened the vulnerability of cities like Lagos to flooding. The city's low-lying coastal geography further exacerbates this vulnerability, as rising sea levels and storm surges combine with heavy rainfall to create severe flood conditions. Furthermore, the socio-economic implications of flooding in urban areas are profound. Flooding disrupts economic activities, damages infrastructure, displaces communities, and poses serious health risks. The United Nations Environment Programme (UNEP, 2015) contend that poor waste management practices not only contribute to environmental degradation but also increase the risk of disease outbreaks due to contaminated water and unsanitary living conditions. In Lagos State, flooding often leads to the spread of waterborne diseases such as cholera and typhoid, thereby placing additional strain on public health systems.
Efforts to address flooding and waste management challenges in Lagos have been implemented through agencies such as the Lagos Waste Management Authority (LAWMA). LAWMA (2020) reported that although significant progress has been made in improving waste collection and disposal services, challenges such as population growth, informal settlements, and inadequate infrastructure continue to limit the effectiveness of these efforts. This study is set against the backdrop of increasing urbanization, environmental degradation, climate change impacts, and the persistent challenges of ineffective waste management practices that continue to exacerbate flooding.
1.3 Statement of Problems
Investigation revealed that flooding remains a persistent environmental and public health challenge in urban areas, particularly in rapidly growing cities such as Lagos State. The increasing frequency and severity of flooding events are closely linked to poor waste management practices, rapid urbanization, inadequate infrastructure, and weak enforcement of environmental regulations. In many parts of Lagos, indiscriminate disposal of solid waste into drainage channels, waterways, and open spaces is a common practice (Adelekan, 2016; Olajuyigbe, Rotowa, & Durojaye, 2012).
Additionally, many residents are either unaware of the consequences of their actions or lack access to efficient waste collection services. Consequently, waste accumulation in unauthorized locations becomes inevitable, contributing significantly to environmental degradation and urban flooding.
Furthermore, climate change is intensifying rainfall patterns, thereby increasing the risk of flooding in low-lying and poorly drained areas of Lagos. The interaction between climate-induced factors and human-induced environmental mismanagement creates a complex problem that threatens lives, property, and economic activities. Flooding in Lagos not only disrupts transportation and commerce but also poses serious health risks due to water contamination and the spread of waterborne diseases (Ayanlade & Jegede, 2016; Douglas et al., 2008). It is against this backdrop that this study seeks to examine the relationship between flooding and waste management practices in urban areas, using Lagos State as a case study.
1.4 Aim and Objectives of Study
The aim of this study is to investigate flooding and waste management practices in urban areas using Lagos State as a case study. The specific objectives of the study are:
- To examine the effectiveness of waste management practices in Lagos State.
- To assess the extent to which improper waste disposal contributes to flooding.
- To identify challenges affecting waste management systems in urban areas.
- To evaluate the role of government agencies in managing waste and controlling flooding.
- To determine possible strategies for improving waste management and reducing flooding.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What is the level of effectiveness of waste management practices in Lagos State?
- To what extent does improper waste disposal contribute to flooding in urban areas?
- What are the major challenges affecting waste management systems in Lagos State?
- What roles do government agencies play in managing waste and controlling flooding?
- What strategies can be adopted to improve waste management and reduce flooding?
1.6 Research Hypothesis
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
- H0: There is no significant relationship between improper waste disposal and flooding in Lagos State
- H1: There is a significant relationship between improper waste disposal and flooding in Lagos State
1.7 Significance of Study
The outcome of this research will provide government agencies with factual data for improving waste management policies and flood control measures in Lagos State. The study will also assist environmental organizations by supplying verified information on the link between waste disposal practices and flooding in urban areas.
Furthermore, the research will support urban planners with data that will guide infrastructure development and drainage system design. In addition, the study will benefit residents by providing evidence-based information that will improve awareness of proper waste disposal practices.
Lastly, the findings will contribute to academic research by providing reliable data for future studies on environmental management and urban flooding.
1.8 Scope of Study
This study focuses on flooding and waste management practices in urban areas, with particular reference to Lagos State, Nigeria. The study examines the operations of the Lagos Waste Management Authority (LAWMA) and selected urban communities within the state to assess waste disposal practices and their impact on flooding.
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
Flooding:
Flooding refers to the overflow of water onto normally dry land, often caused by heavy rainfall, blocked drainage systems, or rising water levels in rivers and coastal areas (Adelekan, 2016).
Waste Management:
Waste Management refers to the collection, transportation, processing, and disposal of waste materials in a manner that reduces their impact on the environment and public health (UNEP, 2015).
Urban Area:
Urban Area refers to a densely populated region characterized by developed infrastructure, buildings, and economic activities, such as Lagos State (Olorunfemi, 2011).
Drainage System:
Drainage System refers to constructed channels or natural pathways designed to carry excess water away from urban areas to prevent flooding (Olajuyigbe et al., 2012).
Solid Waste:
Solid Waste refers to unwanted or discarded materials generated from households, commercial activities, and industries (UNEP, 2015).
Environmental Sanitation:
Environmental Sanitation refers to practices aimed at maintaining clean and healthy surroundings through proper waste disposal and environmental management (LAWMA, 2020).
Public Health:
Public Health refers to the well-being of the general population, especially as affected by environmental factors such as flooding and waste pollution (Douglas et al., 2008).
