1.1 Introduction
Human Resource Management (HRM) is the process of planning, recruiting, developing, motivating, rewarding, and retaining employees to achieve organizational goals effectively (Armstrong, 2020). Productivity refers to the ability of an organization or its employees to produce quality output efficiently with the available human and material resources (Dessler, 2020). In every organization, particularly in the public sector, effective human resource management plays an important role in improving employee performance and ensuring quality service delivery.
The Nigerian public sector is responsible for implementing government policies, providing essential public services, and promoting national development. The achievement of these responsibilities depends largely on the competence, commitment, and productivity of public sector employees (Armstrong & Taylor, 2023).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Human Resource Management (HRM) has become one of the most important functions of every organization because employees are the driving force behind the achievement of organizational goals. According to Armstrong (2020), human resource management is the strategic approach to recruiting, developing, motivating, rewarding, and retaining employees to improve organizational performance. Productivity, on the other hand, refers to the ability of employees and organizations to produce quality results with available resources. According to Dessler (2020), productivity reflects the efficiency with which employees perform assigned responsibilities to achieve organizational objectives. In the Nigerian public sector, effective human resource management is essential because government institutions rely heavily on employees to formulate policies, implement development programmes, and provide quality public services to citizens.
Noe et al. (2021) reported that employees perform better when organizations provide continuous learning opportunities, fair performance evaluation, and motivational incentives. Human resource management therefore extends beyond employing workers to ensuring that they possess the necessary knowledge, skills, and motivation required to achieve organizational goals (Noe et al., 2021). The Nigerian public sector plays a significant role in national development by providing essential services in areas such as education, healthcare, agriculture, security, infrastructure, and public administration. According to the World Bank (2022), the effectiveness of public institutions depends greatly on the quality and productivity of their workforce. Furthermore, the Organisation for Economic Co-operation and Development (OECD, 2021) stated that strong human resource management systems contribute to better governance, accountability, transparency, and improved service delivery.
Mullins (2022) reported that employee motivation remains one of the major determinants of workplace productivity because motivated employees are more committed to organizational goals. Additionally, Cole and Kelly (2020) affirmed that organizations achieve better performance when employees receive adequate compensation, recognition, and opportunities for professional growth. The absence of these human resource practices often results in absenteeism, poor morale, high labour turnover, and reduced organizational efficiency.
Likewise, Daft (2021) contended that effective leadership and human resource management create a positive work environment that encourages innovation, teamwork, and improved employee performance. Supporting this position, Mathis et al. (2021) stated that organizations that align their human resource practices with organizational objectives achieve higher productivity than those that neglect employee development. Furthermore, globalization, technological advancement, and increasing public demand for quality services have made effective human resource management more important than ever.
Bratton and Gold (2022) reported that strategic human resource management enables organizations to adapt to changing environments through workforce planning, continuous training, and effective performance management. Consistent with this view, Storey (2019) asserted that strategic human resource management contributes to organizational success by ensuring that employees possess the right skills, attitudes, and motivation to achieve institutional goals. This study is set against the backdrop of examining the relationship between human resource management and productivity in the Nigerian public sector.
1.3 Statement of Problems
Investigation revealed that productivity in the Nigerian public sector has remained below expectation due to weaknesses in human resource management practices. Many public institutions still experience poor recruitment processes, inadequate staff training, ineffective performance appraisal systems, low employee motivation, and limited opportunities for career development (Armstrong, 2020). On the other hand, government efforts to improve public sector performance have not always produced the expected results because human resource management practices are not consistently implemented across ministries, departments, and agencies (World Bank, 2022).
Additionally, many public sector employees work in environments where promotion is delayed, rewards are not always based on performance, and training opportunities are insufficient. Such conditions reduce employees' morale, job satisfaction, and willingness to perform effectively, thereby affecting organizational productivity (Dessler, 2020).
Furthermore, the inability of many public institutions to properly manage their workforce has continued to create inefficiency, poor accountability, and low service delivery, which negatively affect national development (OECD, 2021). It is against this backdrop that this study seeks to examine the relationship between human resource management and productivity in the Nigerian public sector.
1.4 Aim and Objectives of Study
The aim of this study is to examine the relationship between human resource management and productivity in the Nigerian public sector. In achieving this aim, the following specific objectives were laid out as follows:
- To examine the effect of recruitment and selection on employee productivity in the Nigerian public sector.
- To determine the influence of training and development on employee productivity.
- To assess the effect of performance appraisal on employee productivity.
- To examine the influence of employee motivation on productivity.
- To determine the effect of compensation and rewards on employee productivity.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The following research questions will guide the study:
- What effect does recruitment and selection have on employee productivity in the Nigerian public sector?
- How does training and development influence employee productivity?
- What effect does performance appraisal have on employee productivity?
- How does employee motivation influence productivity?
- What effect do compensation and rewards have on employee productivity?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Recruitment and selection have no significant effect on employee productivity in the Nigerian public sector.
- H1: Recruitment and selection have a significant effect on employee productivity in the Nigerian public sector.
Hypothesis Two
- H0: Training and development have no significant influence on employee productivity.
- H1: Training and development have a significant influence on employee productivity.
Hypothesis Three
- H0: Performance appraisal has no significant effect on employee productivity.
- H1: Performance appraisal has a significant effect on employee productivity.
Hypothesis Four
- H0: Employee motivation has no significant influence on productivity.
- H1: Employee motivation has a significant influence on productivity.
Hypothesis Five
- H0: Compensation and rewards have no significant effect on employee productivity.
- H1: Compensation and rewards have a significant effect on employee productivity.
1.7 Significance of Study
It is believed that at the completion of the study, the findings will contribute to better employee performance through improved recruitment, training, motivation, and performance appraisal. The research will also benefit government by providing information for improving workforce policies and public sector productivity.
Furthermore, the study will benefit employees by providing evidence on workplace practices that improve motivation, job satisfaction, and career development. It will also benefit policymakers by supporting informed decisions on public service reforms and workforce management.
Lastly, the study will benefit researchers and students by providing relevant information for further academic studies on human resource management and productivity.
1.8 Scope of Study
This study focuses on human resource management and productivity in the Nigerian public sector, using the Lagos State Civil Service Commission as the case study.
The study covers major human resource management practices such as recruitment and selection, training and development, performance appraisal, employee motivation, and compensation, and examines how these practices influence employee productivity and service delivery.
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
Human Resource Management:
Human resource management refers to the process of recruiting, selecting, training, motivating, rewarding, and managing employees to achieve organizational goals effectively (Armstrong, 2020).
Productivity:
Productivity is the level of efficiency with which employees use available resources to produce quality output within a given period (Dessler, 2020).
Public Sector:
The public sector refers to government ministries, departments, agencies, and other publicly owned institutions established to provide services for the benefit of citizens (OECD, 2021).
Recruitment:
Recruitment is the process of attracting qualified individuals to apply for available positions within an organization (Noe et al., 2021).
