1.1 Introduction
Electricity supply refers to the provision of electrical energy needed to operate equipment, provide lighting, support communication, and maintain essential activities within an organisation. In healthcare facilities, adequate electricity means having sufficient and dependable power to support medical equipment, laboratory services, refrigeration, water systems, lighting, communication, and other routine and emergency activities. In healthcare institutions, electricity is therefore not simply a basic utility but an important part of effective hospital operations.
In contrast, frequent power interruptions may disrupt medical procedures, delay diagnosis and treatment, reduce staff productivity, damage sensitive equipment, and increase the cost of hospital operations through dependence on generators and fuel. The WHO and World Bank (2023) reported that only about half of hospitals in sub-Saharan Africa have reliable electricity, showing that energy insecurity remains an important challenge to healthcare delivery in the region.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Historically, electricity supply in Nigeria is closely connected with the development of modern public services, including healthcare. Electricity generation and distribution in Nigeria began during the colonial period, with small electricity undertakings established mainly to serve administrative centres and commercial activities. Electricity supply is an important part of modern healthcare delivery because hospitals depend on power for lighting, medical equipment, laboratory investigations, communication, water supply, refrigeration, sterilisation, emergency care, and other essential activities. According to the World Health Organization, World Bank, International Renewable Energy Agency, and Sustainable Energy for All (2023), reliable electricity is necessary for the safe and continuous provision of healthcare services, yet many health facilities in low- and middle-income countries still experience inadequate or unreliable power supply. The report indicated that only about half of hospitals in sub-Saharan Africa have reliable electricity access. Similarly, the World Health Organization (2023) reported that approximately 15% of health facilities in sub-Saharan Africa have no electricity access, while many others experience unreliable supply.
The relationship between electricity supply and hospital service delivery is particularly important in developing countries where healthcare facilities often operate under infrastructure constraints. According to Awuapila and Ibikunle (2024), many healthcare facilities in Nigeria experience limited or unreliable electricity, which presents a challenge to the efficient functioning of healthcare services. Likewise, electricity shortages may force hospitals to depend heavily on generators and other alternative sources of power. Such dependence may increase expenditure on fuel, maintenance, repairs, and equipment replacement.
Nigeria has made efforts to improve electricity access in healthcare facilities through different government and development programmes. According to the World Bank (2024), the Nigeria Electrification Project has supported the provision of new or improved electricity services to public institutions, including university teaching hospitals, through grid and decentralised energy solutions. However, the availability of such interventions does not automatically mean that every hospital receives sufficient and uninterrupted electricity for all its activities. Correspondingly, the effectiveness of electricity supply needs to be considered at the level of individual healthcare institutions because the effects of power availability may differ according to the size of the facility, equipment requirements, patient volume, and operational demands.
The University of Nigeria Teaching Hospital (UNTH), Enugu State, is an important healthcare institution providing specialised medical services as well as teaching and training functions. As a teaching hospital, its activities involve several departments and services that require continuous electricity. Medical consultations, surgical procedures, laboratory investigations, imaging services, nursing care, drug storage, administrative activities, information systems, and emergency services all depend directly or indirectly on reliable power. As stated by World Health Organization et al. (2023), electricity is required for essential hospital functions including lighting, communications, clean water, diagnostic services, immunisation, childbirth, emergency response, and the operation of life-saving medical equipment. This study is therefore set against the backdrop of the need to examine the extent to which adequate electricity supply influences effective service delivery at the University of Nigeria Teaching Hospital (UNTH), Enugu State.
1.3 Statement of Problems
Investigation revealed that adequate electricity supply is essential for effective service delivery in healthcare facilities because many hospital activities depend on continuous power for lighting, laboratory equipment, medical devices, water supply, communication systems, and proper storage of drugs and vaccines. At the University of Nigeria Teaching Hospital (UNTH), Enugu State, interruptions in electricity supply may affect the speed and quality of healthcare services, particularly in critical areas where patients require immediate attention. On the other hand, unreliable electricity may increase dependence on alternative power sources, raise operational costs, and create difficulties for healthcare workers in carrying out their duties effectively.
Furthermore, although UNTH is a major teaching and referral hospital, there is a need to establish how the adequacy of electricity supply affects its actual service delivery. In addition, limited local evidence makes it difficult to determine the extent to which electricity availability influences staff performance, equipment use, patient care, and overall efficiency at the hospital. It is against this backdrop that this study seeks to examine the impact of adequate electricity supply on effective service delivery at the University of Nigeria Teaching Hospital (UNTH), Enugu State.
1.4 Aim and Objectives of Study
The aim of this study is to examine the impact of adequate electricity supply on effective service delivery at the University of Nigeria Teaching Hospital (UNTH), Enugu State. In achieving this aim, the following specific objectives were laid out as follows to:
- Assess the adequacy and reliability of electricity supply at the University of Nigeria Teaching Hospital, Enugu State.
- Examine the effect of electricity supply on the performance of healthcare workers at UNTH.
- Determine the effect of electricity supply on the effective operation of medical equipment at UNTH.
- Examine the effect of adequate electricity supply on patient care and service delivery at UNTH.
- Identify the major challenges associated with electricity supply and their effect on effective service delivery at UNTH.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The following research questions will guide the study:
- How adequate and reliable is the electricity supply at the University of Nigeria Teaching Hospital, Enugu State?
- What effect does electricity supply have on the performance of healthcare workers at UNTH?
- What effect does electricity supply have on the effective operation of medical equipment at UNTH?
- What effect does adequate electricity supply have on patient care and service delivery at UNTH?
- What are the major challenges associated with electricity supply and how do they affect effective service delivery at UNTH?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Adequate electricity supply has no significant effect on the adequacy and reliability of electricity-dependent services at UNTH.
- H1: Adequate electricity supply has a significant effect on the adequacy and reliability of electricity-dependent services at UNTH.
Hypothesis Two
- H0: Electricity supply has no significant effect on the performance of healthcare workers at UNTH.
- H1: Electricity supply has a significant effect on the performance of healthcare workers at UNTH.
Hypothesis Three
- H0: Electricity supply has no significant effect on the effective operation of medical equipment at UNTH.
- H1: Electricity supply has a significant effect on the effective operation of medical equipment at UNTH.
Hypothesis Four
- H0: Adequate electricity supply has no significant effect on patient care and effective service delivery at UNTH.
- H1: Adequate electricity supply has a significant effect on patient care and effective service delivery at UNTH.
Hypothesis Five
- H0: Electricity supply challenges have no significant effect on effective service delivery at UNTH.
- H1: Electricity supply challenges have a significant effect on effective service delivery at UNTH.
1.7 Significance of Study
The outcome will provide information that helps UNTH management identify electricity-related problems affecting hospital operations and plan appropriate power solutions. The study will also show how electricity supply affects their working conditions, equipment use, and ability to provide timely services.
Furthermore, the research will show how electricity interruptions affect the operation of medical equipment and patient care. It will also provide evidence that supports planning and investment in reliable electricity infrastructure for public healthcare institutions.
Lastly, the findings will provide useful academic material for future studies on electricity supply, hospital operations, and healthcare service delivery.
1.8 Scope of Study
This study focuses on the impact of adequate electricity supply on effective service delivery at the University of Nigeria Teaching Hospital (UNTH), Enugu State, Nigeria. It covers the adequacy and reliability of electricity supply, the performance of healthcare workers, the operation of medical equipment, patient care, and the challenges associated with electricity supply. The study is limited to relevant staff and service areas within UNTH and does not cover other teaching hospitals outside Enugu State.
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
Adequate Electricity Supply:
Adequate electricity supply refers to the availability of sufficient, stable, and reliable electrical power to support the activities of a healthcare facility.
Electricity Supply:
Electricity supply refers to the provision and availability of electrical energy for use by individuals, organisations, industries, and public institutions. In this study, it refers specifically to the electricity available for the operation of activities at UNTH.
Effective Service Delivery:
Effective service delivery refers to the ability of an organisation to provide required services efficiently, promptly, safely, and according to expected standards.
Healthcare Service Delivery:
Healthcare service delivery refers to the process through which medical and related services are provided to patients. It includes consultation, diagnosis, treatment, nursing care, laboratory services, emergency care, and other services provided by healthcare institutions.
Service Delivery:
Service delivery refers to the process of providing a required service to a person or group of people. In this study, it refers to the provision of healthcare services to patients at UNTH.
Medical Equipment:
Medical equipment refers to machines, instruments, devices, and other technical resources used by healthcare professionals for diagnosis, monitoring, treatment, surgery, and patient care. Many modern medical equipment require stable electricity to function properly.
