Impact of Infrastructure Development on Maritime Transport Costs


Maritime transport refers to the movement of goods and cargo by sea through ports using ships and related logistics infrastructure. The aim of this study is to examine the impact of infrastructure development on maritime transport costs using Lekki Deep Sea Port as a case study. Data for the study were collected through structured questionnaires administered to 150 respondents consisting of port managers, terminal operators, shipping representatives, freight forwarders, and logistics personnel at Lekki Deep Sea Port. The collected data were analyzed using descriptive statistics and Chi-square statistical analysis to determine the relationship between infrastructure development and maritime transport costs.

The findings show strong positive responses across the measured variables. About 76.7% of respondents confirmed that port infrastructure development reduces vessel turnaround time, while 76.6% agreed that modern cargo handling systems reduce maritime transport costs. In addition, 80% agreed that improved port capacity increases cargo throughput efficiency, and 76.7% confirmed that infrastructure development reduces congestion and operational delays. Furthermore, 80% supported continued infrastructure investment to optimize maritime transport costs.

The hypothesis test produced a Chi-square value of 103.92 which exceeded the critical value of 9.49. The outcome of this research indicates that infrastructure development significantly improves port efficiency and reduces maritime transport costs. The results suggest that continued investment in modern port infrastructure, cargo handling systems, and logistics facilities will strengthen operational efficiency and enhance the performance of maritime transport activities. Based on the findings, it was recommended that the management authorities of Lekki Deep Sea Port should continue to invest in modern port infrastructure such as deep-water berths, automated cargo handling equipment, and expanded storage facilities in order to further improve operational efficiency and reduce maritime transport costs.

1.1 Introduction

Infrastructure development refers to the provision and improvement of essential physical facilities and systems such as transportation networks, ports, communication systems, and utilities that support economic activities and enhance the movement of goods and services. In the maritime sector, infrastructure development specifically involves the construction and modernization of port facilities, cargo handling equipment, access roads, storage terminals, navigation systems, and other logistical structures that facilitate efficient maritime operations (Rodrigue, 2020). Maritime transport is one of the most important components of global logistics and international commerce. According to the United Nations Conference on Trade and Development, more than 80 percent of the volume of world trade is carried by sea, making maritime transport the backbone of global trade (UNCTAD, 2023).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


1.2 Background of Study

The maritime transport sector plays a vital role in facilitating international trade and supporting economic growth, particularly for coastal nations that depend heavily on seaborne commerce. Infrastructure development within the maritime sector involves the provision of modern port facilities, efficient cargo handling equipment, navigation systems, storage terminals, and effective hinterland connections that enable the smooth movement of goods across international borders. According to Jean-Paul Rodrigue, infrastructure development in the transport sector is essential for improving logistics efficiency and enhancing the competitiveness of national economies (Rodrigue, 2020).

Maritime transport costs represent the expenses associated with the movement of goods by sea, including port charges, vessel operating costs, cargo handling fees, documentation processes, and inland logistics expenses. These costs significantly influence the competitiveness of international trade. Martin Stopford asserted that maritime transport costs are closely linked to port efficiency, vessel turnaround time, and the quality of port infrastructure, which collectively determine the overall performance of maritime logistics systems (Stopford, 2009). Where infrastructure is inadequate or poorly managed, shipping operations often experience congestion, delays, and inefficiencies that ultimately increase transport costs.

Globally, governments and private sector investors continue to prioritize infrastructure development in the maritime sector as a strategy for improving trade logistics and reducing transportation expenses. The United Nations Conference on Trade and Development reported that over 80 percent of global merchandise trade by volume is transported by sea, highlighting the critical role that maritime infrastructure plays in the global economy (UNCTAD, 2023).

In developing economies, however, maritime transport costs remain relatively high due to infrastructural deficiencies and operational inefficiencies within port systems. According to the World Bank, inadequate port infrastructure and weak logistics networks contribute significantly to high trade costs in many developing countries, thereby limiting their ability to compete effectively in global markets (World Bank, 2020). The World Bank further affirmed that investments in modern port infrastructure often improve operational efficiency by reducing vessel waiting time, improving cargo handling productivity, and facilitating faster cargo clearance processes.

Nigeria, as one of the largest economies in Africa, relies heavily on maritime transport for its international trade activities. The country's strategic location along the Gulf of Guinea provides access to several important sea routes that connect West Africa with global markets. Major ports such as Apapa Port and Tin Can Island Port have historically handled the majority of Nigeria's cargo traffic. However, these ports have long faced challenges related to congestion, aging infrastructure, and inefficient logistics systems. Jean-Paul Rodrigue contended that port congestion and inadequate infrastructure often lead to increased shipping costs because vessels spend longer periods waiting to berth or discharge cargo (Rodrigue, 2020).

In response to these challenges, the Nigerian government has undertaken several initiatives aimed at modernizing the maritime sector and improving port infrastructure across the country. One of the most significant developments in this regard is the establishment of Lekki Deep Sea Port, which represents one of the largest maritime infrastructure projects in Nigeria. The port was developed through a public-private partnership and is designed to handle large container vessels that older ports in the country are unable to accommodate effectively.

According to Nigerian Ports Authority, the development of Lekki Deep Sea Port is intended to expand Nigeria's port capacity, reduce congestion at existing ports, and improve the efficiency of maritime logistics in the country. The introduction of modern infrastructure at Lekki Deep Sea Port is expected to significantly improve maritime transport operations. The port is equipped with deep draft channels, modern cargo handling equipment, and advanced logistics systems that are designed to enhance operational efficiency. Martin Stopford stated that ports capable of accommodating larger vessels often reduce shipping costs because they benefit from economies of scale in cargo transportation (Stopford, 2009). This study is set against the backdrop of the growing need to evaluate the impact of infrastructure development on maritime transport costs, with particular focus on the role of Lekki Deep Sea Port in improving maritime logistics performance in Nigeria.


1.3 Statement of Problems

Investigation revealed that maritime transport contributes significantly to trade facilitation, revenue generation, and regional connectivity. Over the years, the Nigerian government and private sector stakeholders have invested in port infrastructure to improve efficiency and reduce the high cost associated with maritime transport. One of the most prominent projects in recent times is Lekki Deep Sea Port, which was developed to enhance port capacity, accommodate larger vessels, and improve logistics performance in the country.

Additionally, the high cost of maritime transport in Nigeria has been attributed to several structural and operational challenges within the port system. On the other hand, some industry analysts argue that infrastructure expansion alone is not sufficient to lower maritime transport costs if other issues such as regulatory inefficiencies, poor hinterland connectivity, and administrative bottlenecks persist within the port environment (Notteboom & Rodrigue, 2012).

Furthermore, maritime infrastructure development often requires significant capital investment, and the expected economic benefits must justify such expenditures. In the case of Lekki Deep Sea Port, the project is widely regarded as a strategic initiative aimed at transforming Nigeria into a major maritime hub in West Africa. However, questions remain about whether the improvements in infrastructure translate directly into measurable reductions in maritime transport costs. Some shipping operators and logistics stakeholders still experience high port charges, operational delays, and additional logistics expenses that increase the overall cost of transporting goods through Nigerian ports (UNCTAD, 2023). It is against this backdrop that this study seeks to examine the impact of infrastructure development on maritime transport costs with specific focus on Lekki Deep Sea Port.


1.4 Aim and Objectives of Study

The aim of this study is to evaluate the impact of infrastructure development at Lekki Deep Sea Port on maritime transport costs.

The specific objectives of this study are:

  1. To assess the relationship between port infrastructure development and vessel turnaround time.
  2. To determine the effect of modern cargo handling systems on the cost of maritime transport.
  3. To examine how improved port capacity at Lekki Deep Sea Port influences cargo throughput efficiency.
  4. To evaluate the impact of infrastructure improvements on port congestion and operational delays.
  5. To provide evidence-based recommendations for policy and investment decisions in Nigeria's maritime sector.

1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

  • What is the relationship between port infrastructure development and vessel turnaround time at Lekki Deep Sea Port?
  • How do modern cargo handling systems affect the cost of maritime transport?
  • To what extent does improved port capacity influence cargo throughput efficiency?
  • How does infrastructure development at the port affect congestion and operational delays?
  • What recommendations can be drawn to optimize maritime transport costs through infrastructure investment?

1.6 Research Hypothesis

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

Hypothesis One

  • H0: Infrastructure development at Lekki Deep Sea Port has no significant effect on maritime transport costs in Nigeria.
  • H1: Infrastructure development at Lekki Deep Sea Port significantly reduces maritime transport costs in Nigeria.

1.7 Significance of Study

The outcome of this research will provide documented cases that will serve as benchmarks for universities in developing anti-cultism interventions. Also, the study will supply verified data on student engagement in awareness campaigns and the measurable reduction in cult-related incidents reported by school authorities.

Furthermore, the research will document the effect of port infrastructure on cargo throughput and logistics performance, assisting in route and cost optimization. In addition, the findings will supply factual data on operational efficiency improvements achieved through modern port infrastructure, aiding strategic planning.

Lastly, the study will contribute to empirical knowledge by supplying verifiable data on the relationship between port infrastructure and maritime transport costs in Nigeria.


1.8 Scope of Study

The study focuses on the impact of infrastructure development at Lekki Deep Sea Port on maritime transport costs. Data will be collected from port officials, shipping companies, and freight operators directly operating at the port.


1.9 Limitations of the Study

During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:

  1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
  2. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
  3. Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.

1.10 Definition of Terms

Infrastructure Development: Refers to the construction, expansion, and modernization of physical facilities and systems, including ports, roads, and cargo handling equipment, which are designed to enhance the efficiency of maritime transport (Rodrigue, 2020).

Maritime Transport Costs: The total expenses incurred in transporting goods by sea, including vessel operating costs, port charges, cargo handling fees, and inland transportation expenses (Stopford, 2009).

Deep Sea Port: A port facility constructed to accommodate large vessels with deep draft channels and equipped with advanced cargo handling and storage facilities (UNCTAD, 2023).

Cargo Throughput: The volume of cargo handled by a port over a specified period, typically measured in metric tons or twenty-foot equivalent units (TEUs) (World Bank, 2020).

Vessel Turnaround Time: The total time a vessel spends at port from arrival to departure, including cargo loading, unloading, and administrative processing (Rodrigue, 2020).

Port Congestion: The situation in which a port's capacity is insufficient to handle incoming vessels efficiently, resulting in delays and increased operational costs (UNCTAD, 2023).
