1.1 Introduction
Environmental sanitation refers to activities aimed at keeping the surroundings clean and safe, while house-to-house inspection involves visiting homes to identify conditions that may threaten public health. These activities include checking waste disposal, drainage systems, toilets, stagnant water, overcrowding, and general cleanliness. The World Health Organization (WHO, 2022) recognizes proper environmental sanitation as an important part of preventing diseases and promoting healthy living.
House-to-house inspection is important because some environmental problems may not be noticed through general community observation. Inspectors are able to identify poor waste disposal, blocked drains, stagnant water, inadequate toilet facilities, and other unhealthy practices within residential areas. According to the United Nations Children's Fund (UNICEF, 2023), inadequate sanitation and unsafe environmental conditions remain major concerns for public health, particularly in developing communities.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Historically, house-to-house inspection and environmental sanitation in Nigeria can be traced to the colonial period, when growing towns and disease outbreaks created the need for organized public health measures. According to the Environmental Health Council of Nigeria (EHCON), sanitary activities in Nigeria developed partly from the colonial government's efforts to control mosquitoes, infectious diseases, poor housing conditions, and environmental nuisances. Sanitary inspectors were introduced, and their duties included inspecting premises, enforcing sanitation laws, controlling disease vectors, and educating residents on hygiene practices.
Environmental sanitation is concerned with maintaining surroundings in a condition that supports good health and prevents environmental hazards. It covers activities such as proper disposal of household waste, drainage maintenance, sewage management, control of stagnant water, cleanliness of residential compounds, and provision and use of sanitary toilet facilities. The World Health Organization (2018) reported that safe sanitation is essential for preventing infections and protecting the physical and social well-being of individuals and communities. Similarly, environmental health authorities have identified waste management, pest and vector control, housing sanitation, water sanitation, pollution control, health education, and enforcement of environmental standards as important areas of environmental health practice (Environmental Health Council of Nigeria, 2026).
House-to-house inspection is an important method used to assess sanitation conditions at the household level. It involves the physical inspection of homes and their immediate surroundings to identify conditions that may create environmental health risks. Fakunle (2024) reported that indiscriminate disposal of household solid waste remains a concern in Nigeria and has implications for environmental quality and public health. Likewise, a recent review by Tolani and Atolagbe (2026) stated that improper domestic waste disposal remains a major environmental health challenge in Nigerian urban and semi-urban communities. Such conditions may attract flies, rodents, and other disease vectors while also contributing to blocked drainage and unpleasant surroundings (Tolani and Atolagbe, 2026). The importance of environmental sanitation also extends to household toilet facilities and the safe management of human waste. Poor toilet conditions, open defecation, leaking sewage systems, and improper disposal of human waste may expose residents to disease-causing organisms. The World Health Organization and UNICEF (2024) explained that sanitation inspections may be applied to household settings to identify risks and guide corrective actions.
The importance of house-to-house inspection therefore lies in its ability to connect environmental health regulations with actual conditions within residential premises. It provides an opportunity to assess waste disposal practices, drainage conditions, toilet facilities, stagnant water, general cleanliness, and other environmental risks. Consistent with this view, the World Health Organization (2024) noted that sanitation inspections can be used to identify risks and recommend actions that protect public health. However, inspection may have limited impact where it is irregular, poorly enforced, inadequately resourced, or resisted by residents. The effectiveness of house-to-house inspection therefore deserves systematic investigation to determine its contribution to improved environmental sanitation and healthier living conditions.
This study is set against the backdrop of the need to maintain healthy household environments through regular inspection, proper waste disposal, effective drainage, adequate toilet facilities, environmental health education, and cooperation between residents and relevant authorities. It is within this context that the study examines the importance of house-to-house inspection and environmental sanitation in Uvwie Local Government Area of Delta State, with attention to how inspection practices influence household sanitation and the general environmental health of the community.
1.3 Statement of Problems
Investigation revealed that poor environmental sanitation remains a concern in some residential communities, where improper waste disposal, blocked drainage, stagnant water, and inadequate toilet facilities create unhealthy living conditions. On the other hand, some residents may not fully understand the health risks associated with poor sanitation or may fail to maintain their surroundings properly.
Additionally, house-to-house inspection is expected to help identify sanitation problems within homes and educate residents on proper environmental practices. However, irregular inspection, poor compliance with sanitation regulations, and limited public awareness may reduce its effectiveness.
Furthermore, where sanitation problems are not identified and corrected early, they may contribute to mosquito breeding, flooding, offensive odours, and the spread of infections, thereby affecting the health and comfort of residents. It is against this backdrop that this study seeks to assess the importance of house-to-house inspection and environmental sanitation in Uvwie Local Government Area of Delta State.
1.4 Aim and Objectives of Study
The aim of this study is to assess the importance of house-to-house inspection and environmental sanitation in Uvwie Local Government Area of Delta State.
The specific objectives of this research are to:
- Examine the existing environmental sanitation conditions in residential areas of Uvwie Local Government Area.
- Determine the role of house-to-house inspection in improving environmental sanitation.
- Assess the environmental sanitation practices adopted by residents in the study area.
- Identify the challenges affecting effective house-to-house inspection and environmental sanitation.
- Determine measures for improving house-to-house inspection and environmental sanitation in Uvwie Local Government Area.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What are the existing environmental sanitation conditions in residential areas of Uvwie Local Government Area?
- What role does house-to-house inspection play in improving environmental sanitation?
- What environmental sanitation practices are adopted by residents in the study area?
- What challenges affect effective house-to-house inspection and environmental sanitation?
- What measures are appropriate for improving house-to-house inspection and environmental sanitation in Uvwie Local Government Area?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: There is no significant condition of environmental sanitation in residential areas of Uvwie Local Government Area.
- H1: There is a significant condition of environmental sanitation in residential areas of Uvwie Local Government Area.
Hypothesis Two
- H0: House-to-house inspection has no significant effect on environmental sanitation in Uvwie Local Government Area.
- H1: House-to-house inspection has a significant effect on environmental sanitation in Uvwie Local Government Area.
Hypothesis Three
- H0: Residents' environmental sanitation practices have no significant relationship with the sanitation condition of Uvwie Local Government Area.
- H1: Residents' environmental sanitation practices have a significant relationship with the sanitation condition of Uvwie Local Government Area.
Hypothesis Four
- H0: The identified challenges have no significant effect on effective house-to-house inspection and environmental sanitation in Uvwie Local Government Area.
- H1: The identified challenges have a significant effect on effective house-to-house inspection and environmental sanitation in Uvwie Local Government Area.
Hypothesis Five
- H0: Proposed measures have no significant effect on improving house-to-house inspection and environmental sanitation in Uvwie Local Government Area.
- H1: Proposed measures have a significant effect on improving house-to-house inspection and environmental sanitation in Uvwie Local Government Area.
1.7 Significance of Study
The outcome of this research will provide information on the sanitation conditions of residential areas in Uvwie Local Government Area. The findings will also help show common sanitation problems such as poor waste disposal, blocked drainage, stagnant water, and inadequate toilet facilities.
Furthermore, the study will provide residents with practical information on proper waste disposal, drainage maintenance, toilet hygiene, and general cleanliness. It will also provide information on common sanitation problems that require attention during household inspections.
Lastly, the research will serve as a useful reference for students and researchers conducting further studies on house-to-house inspection and environmental sanitation.
1.8 Scope of the Study
The study focuses on the importance of house-to-house inspection and environmental sanitation in Uvwie Local Government Area of Delta State. It covers household waste disposal, drainage conditions, toilet facilities, stagnant water, general cleanliness, residents' sanitation practices, inspection activities, challenges faced by environmental health personnel, and possible measures for improving sanitation.
The study is limited to selected residential areas within Uvwie Local Government Area and relevant environmental health personnel under the Uvwie Local Government Council and Delta State Ministry of Environment.
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
House-to-House Inspection:
This refers to the practice of visiting individual homes to examine their environmental conditions, identify sanitation problems, and provide advice or enforcement where necessary. The World Health Organization (2024) describes sanitation inspection as a systematic process for identifying sanitation-related risks and recommending appropriate corrective actions.
Environmental Sanitation:
This refers to activities aimed at keeping the environment clean and reducing conditions that may threaten human health. It includes proper waste disposal, drainage maintenance, sewage management, toilet hygiene, and control of environmental hazards (World Health Organization, 2018).
Sanitation:
Sanitation refers to the safe management of human waste and related environmental conditions to protect people from exposure to disease-causing agents. It involves facilities and practices that support safe disposal and management of human excreta (World Health Organization, 2018).
Environmental Health:
Environmental health refers to the part of public health concerned with environmental factors that affect human health. It covers areas such as sanitation, waste management, pollution control, housing conditions, and disease prevention (World Health Organization, 2016).
Household Waste:
Household waste refers to unwanted materials produced from normal domestic activities such as cooking, cleaning, packaging, and other household activities.
