    ABSTRACT

The influence of overpopulation on the development of education refers to the effect of excessive student enrolment on school infrastructure, teaching effectiveness, and learning outcomes in secondary schools. The purpose of this study is to examine how overpopulation affects classroom management, teacher effectiveness, instructional materials, and students' academic performance in Lagos State secondary schools. The outcome of this research is motivated by the increasing pressure on educational facilities due to rising student population, overcrowded classrooms, and declining academic quality, which makes effective teaching and learning difficult in many public schools. Data were collected using a structured questionnaire administered to 150 respondents consisting of teachers and students in selected secondary schools in Lagos Mainland Local Government Area of Lagos State.

The findings showed that 83.3% of respondents agreed that overpopulation affects classroom management, 85.3% agreed it reduces teacher effectiveness, 85.3% reported shortage of instructional materials, and 84.0% indicated poor academic performance. Furthermore, hypothesis testing using chi-square confirmed significance with X2values of 71.34, 75.61, and 83.57 respectively, all greater than 7.815. This shows a consistent negative relationship between overpopulation and educational development. The study concludes that overpopulation significantly reduces the quality of education by affecting teaching efficiency, learning resources, and students' academic performance in secondary schools. Based on the result obtained from this research, it was recommended that the education authorities should recruit more qualified teachers to improve teacher-to-student ratios and enhance instructional effectiveness in overcrowded classrooms.

    1.1 Introduction

Overpopulation refers to a condition where the number of people in a given area exceeds the available resources and infrastructure needed to sustain an adequate standard of living, including essential services such as education (UNESCO, 2023). In the context of education, overpopulation occurs when student enrolment surpasses the capacity of schools in terms of classrooms, teachers, learning materials, and administrative support, thereby affecting the quality of teaching and learning outcomes (World Bank, 2022). Education is widely recognized as a key driver of national development, human capital formation, and social transformation. However, its effectiveness is highly dependent on the availability of adequate infrastructure and manageable student populations. When educational institutions experience excessive enrolment, it often leads to overcrowded classrooms, increased teacher workload, reduced individual attention to learners, and decline in academic performance (UNICEF, 2021).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.

    1.2 Background of Study

Education remains one of the most essential instruments for national development, social mobility, and economic advancement. According to UNESCO (2023), education systems globally are under increasing pressure due to rapid population growth, which has significantly expanded school enrolment beyond the capacity of available infrastructure. This situation is particularly evident in developing countries where educational facilities are not expanding at the same pace as the population. In many cases, schools are compelled to admit more learners than they can effectively accommodate, leading to overcrowded classrooms and reduced instructional quality.

According to World Bank (2022), overpopulation in educational settings occurs when the demand for schooling exceeds the supply of essential educational resources such as qualified teachers, classrooms, instructional materials, and learning technologies. Similarly, UNICEF (2021) reported that overcrowding in schools negatively affects student engagement, teacher effectiveness, and overall learning outcomes. In the same vein, it has been observed that when classrooms become excessively populated, teachers struggle to manage learners effectively, resulting in limited interaction and reduced academic support for individual students.

UNESCO (2023) affirmed that the rapid increase in school-age population without a corresponding expansion in infrastructure creates systemic strain within the education sector. This strain is often reflected in poor classroom conditions, inadequate seating arrangements, and insufficient learning resources. Correspondingly, World Bank (2022) contended that such conditions undermine the quality of education and widen the gap between educational demand and supply, particularly in urban centers experiencing high migration rates and population concentration.

UNICEF (2021) stated that overpopulated classrooms contribute to teacher burnout due to excessive workload and difficulty in managing large groups of students. This situation often leads to reduced instructional efficiency and limited assessment accuracy. Likewise, educational psychologists have emphasized that large class sizes hinder effective classroom management and reduce opportunities for individualized learning, thereby affecting students' cognitive and academic development. Supporting this position, UNICEF (2021) further affirmed that inadequate funding for education systems limits the construction of new classrooms and recruitment of qualified teachers, thereby worsening congestion in existing schools. Correspondingly, it has been reported that students in overcrowded schools are more likely to experience lower academic achievement due to reduced teacher attention and limited access to learning materials.

Overpopulation in education does not only affect academic performance but also impacts discipline and classroom behavior. According to UNESCO (2023), overcrowded classrooms often create environments where effective classroom control becomes difficult, leading to increased indiscipline and reduced student concentration. Relatedly, World Bank (2022) noted that such environments hinder the implementation of student-centered learning approaches, which are essential for modern education systems. This study is set against the backdrop of examining how overpopulation influences the development of education.

    1.3 Statement of Problems

Investigation revealed that educational institutions in many developing regions are experiencing continuous increases in student enrolment that exceed available infrastructure and teaching capacity (UNESCO, 2023). Also, many schools operate with insufficient teaching staff and limited instructional materials relative to the growing student population (World Bank, 2022).

Furthermore, overpopulation has placed significant pressure on existing facilities such as classrooms, laboratories, and libraries, making it difficult for students to access essential learning resources. Despite various educational reforms, the challenge of population pressure in schools continues to persist, leading to concerns about the long-term sustainability of quality education. It is against this backdrop that this study seeks to examine the influence of overpopulation on the development of education.

1.4 Aim and Objectives of Study

The aim of this study is to investigate the influence of overpopulation on the development of education in public secondary schools in Lagos State, Nigeria. In achieving this aim, the following specific objectives were laid out as follows:

    1. To examine the effect of overpopulation on classroom management in Lagos State secondary schools.
    2. To assess the impact of overpopulation on teacher effectiveness in selected schools.
    3. To determine the influence of overpopulation on availability of instructional materials.
    4. To evaluate the effect of overpopulation on students' academic performance.
    5. To identify strategies for managing overpopulation in the education system.

    1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

    • How does overpopulation affect classroom management in Lagos State secondary schools?
    • What is the impact of overpopulation on teacher effectiveness in selected schools?
    • In what ways does overpopulation influence the availability of instructional materials?
    • How does overpopulation affect students' academic performance?
    • What strategies can be adopted to manage overpopulation in schools?

    1.6 Research Hypotheses

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

    Hypothesis 1

    • H0: Overpopulation does not significantly affect classroom management in Lagos State secondary schools.
    • H1: Overpopulation significantly affects classroom management in Lagos State secondary schools.
