1.1 Introduction
Information and Communication Technology (ICT) is broadly defined as the integration of digital technologies, telecommunications, and computer-based systems used for the collection, processing, storage, and dissemination of information in various sectors, including agriculture (Aker, 2011; Food and Agriculture Organization [FAO], 2017). ICT is encompassing tools such as mobile phones, computers, internet services, radio, television, and other digital applications that is facilitating communication and knowledge sharing. In the context of agricultural extension, ICT is serving as a critical medium through which extension workers is accessing, generating, and transmitting agricultural information to farmers in a timely and efficient manner.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
The agricultural sector in Nigeria has historically played a central role in the nation's economic development, providing employment, food, and raw materials for industries. Despite its importance, the sector has continued to experience low productivity and limited technological advancement, largely due to inadequate dissemination of agricultural information to farmers. Agricultural extension services is serving as a key mechanism for transferring knowledge, innovations, and improved practices from research institutions to farmers. However, the effectiveness of these services is increasingly dependent on the integration of modern technologies, particularly Information and Communication Technology (ICT).
Information and Communication Technology has emerged as a transformative tool in agricultural development across the globe. According to Aker (2011), ICT is enhancing access to information, improving communication, and facilitating knowledge sharing among agricultural stakeholders. Aker reported that the use of mobile phones and internet-based platforms has significantly improved farmers' access to market information, weather forecasts, and extension services in developing countries.
In the context of agricultural extension, ICT is providing new opportunities for extension workers to perform their duties more effectively. According to Davis and Sulaiman (2014), the role of extension workers is evolving due to the increasing integration of digital tools in agricultural advisory services. Davis and Sulaiman asserted that extension personnel is required to possess not only technical agricultural knowledge but also digital competencies to effectively utilize ICT tools.
Nigeria, like many developing countries, has recognized the importance of ICT in enhancing agricultural extension services. Various initiatives have been introduced to promote ICT adoption in the agricultural sector, including mobile-based advisory services, e-agriculture platforms, and digital information systems. According to the Food and Agriculture Organization (FAO, 2017), ICT is playing a critical role in bridging the information gap between extension workers and farmers, particularly in rural areas. The FAO stated that ICT-enabled extension services is capable of reaching a wider audience and delivering timely information, thereby improving agricultural outcomes.
Oladele (2015) stated that, several factors is limiting the effective use of ICT among extension personnel. Oladele reported that inadequate access to ICT infrastructure, lack of technical skills, and limited training opportunities is major barriers to ICT adoption. These challenges is particularly pronounced in rural areas where basic facilities such as electricity and internet connectivity is often unreliable or unavailable. Furthermore, institutional and organizational constraints is also affecting the adoption of ICT in agricultural extension services.
Ani (2014) reported that, government policies and support systems is not sufficiently robust to facilitate widespread ICT integration. Ani affirmed that limited funding, absence of clear ICT policies, and weak institutional frameworks is hindering the effective utilization of digital technologies among extension workers. In addition, there is a growing concern about the digital divide between urban and rural areas, which is further complicating ICT utilization in agricultural extension. According to Olorunfemi and Adeyemo (2019), disparities in access to digital resources is contributing to unequal adoption of ICT among extension workers. Olorunfemi and Adeyemo contend that extension agents in rural communities is facing greater challenges in accessing and using ICT tools compared to their counterparts in urban areas.
This study is set against the backdrop of increasing global emphasis on digital agriculture, the persistent challenges facing agricultural extension services in Nigeria, and the growing need to leverage ICT for improved agricultural productivity and rural development.
1.3 Statement of Problems
Investigation revealed that many extension workers continue to rely on traditional, manual methods of communication, which is limiting their ability to meet the dynamic needs of farmers in a modern agricultural system (Aker, 2011; Davis & Sulaiman, 2014). The problem is further compounded by inadequate access to ICT tools such as computers, smartphones, and reliable internet services, particularly in rural areas where most agricultural activities take place. In many cases, extension workers is facing infrastructural challenges, including poor network connectivity and irregular power supply, which is hindering effective ICT usage.
Additionally, many extension personnel is not sufficiently equipped with the technical knowledge required to operate digital tools and platforms. This skills gap is reducing their confidence and ability to integrate ICT into their routine activities, thereby limiting the overall effectiveness of extension service delivery (Davis & Sulaiman, 2014). It is against this backdrop that this study seeks to investigate the utilization of Information and Communication Technology (ICT) among agricultural extension workers in Nigeria.
1.4 Aim and Objectives of Study
The aim of this study is to investigate the utilization of Information and Communication Technology (ICT) among agricultural extension workers in Nigeria.
The specific objectives of the study are to:
- To assess the level of ICT utilization among agricultural extension workers in Nigeria.
- To identify the types of ICT tools available to agricultural extension workers.
- To examine the factors influencing ICT utilization among extension personnel.
- To evaluate the challenges affecting effective use of ICT in extension services.
- To determine strategies for improving ICT utilization among agricultural extension workers.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What is the level of ICT utilization among agricultural extension workers in Nigeria?
- What types of ICT tools are available to agricultural extension workers?
- What factors is influencing ICT utilization among extension personnel?
- What challenges is affecting the effective use of ICT in extension services?
- What strategies is required to improve ICT utilization among agricultural extension workers?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: There is no significant relationship between the level of ICT utilization and the effectiveness of agricultural extension service delivery among extension workers in Nigeria.
- H1: There is a significant relationship between the level of ICT utilization and the effectiveness of agricultural extension service delivery among extension workers in Nigeria.
Hypothesis Two
- H0: There is no significant relationship between availability of ICT tools and their utilization among agricultural extension workers.
- H1: There is a significant relationship between availability of ICT tools and their utilization among agricultural extension workers.
Hypothesis Three
- H0: There is no significant relationship between ICT skills of extension workers and their level of ICT utilization (Null Hypothesis).
- H1: There is a significant relationship between ICT skills of extension workers and their level of ICT utilization (Alternate Hypothesis).
1.7 Significance of Study
It is believed that at the completion of the study, the findings will provide verified data on ICT usage levels among agricultural extension workers in Nigeria for evidence-based decision making. Also, agricultural extension organizations will improve operational efficiency through identified ICT gaps and service needs.
Furthermore, the outcome will support evaluation of existing agricultural ICT programs using documented field data. In addition, the findings will assist in improving extension service delivery through factual identification of operational challenges.
Lastly, the study will serve as a reliable academic source for further research in ICT and agricultural extension.
1.8 Scope of Study
The study is focused on the utilization of Information and Communication Technology (ICT) among agricultural extension workers in Nigeria, with specific reference to extension personnel under the Lagos State Agricultural Development Authority (LSADA). The study covers ICT tools usage, availability, influencing factors, and challenges affecting extension service delivery within the selected area.
1.9 Limitations of the Study
The study was limited by restricted access to some extension workers due to administrative procedures within the organization. The research was also affected by time constraints, which reduced the duration available for extensive data collection and analysis.
1.10 Definition of Terms
Information and Communication Technology (ICT):
ICT refers to digital tools and systems used for processing, storing, and disseminating information, including computers, mobile phones, internet services, and communication platforms (FAO, 2017).
Agricultural Extension Workers:
Agricultural Extension Workers refers to trained personnel responsible for transferring agricultural knowledge, innovations, and practices from research institutions to farmers to improve productivity (Davis & Sulaiman, 2014).
ICT Utilization:
ICT Utilization refers to the extent to which agricultural extension workers is using digital tools and technologies in performing their duties and delivering services (Oladele, 2015).
Extension Service Delivery:
Extension Service Delivery refers to the process through which agricultural information, advisory services, and innovations is communicated to farmers (Ani, 2014).
