    ABSTRACT


    An Opinion Poll Information Management System is a digital platform designed to collect, process, store, and analyze opinions or feedback from a targeted population. The motivation for this study arises from the challenges associated with traditional manual opinion polling methods, which are often prone to errors, delays, and inconsistencies. The aim of the study is to design and implement an automated, user-friendly, and secure system that streamlines data collection, enhances data accuracy, and supports real-time decision-making processes. The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The web programming languages (HTML, CSS, JAVASCRIPT, and PHP) was used in the software development process because, it is platform independent and it is a web based application. The proposed system will provide a reliable and efficient solution for managing opinion poll data. It will also reduce errors associated with manual methods, increase participation through accessible interfaces, and ensure confidentiality through robust security protocols. The expected outcome of the proposed system is improved accuracy and efficiency in the collection, processing, and reporting of opinion poll data. The system is also anticipated to enhance respondent participation, ensure data security, and provide a dependable tool for organizations seeking to monitor opinions, evaluate trends, and implement evidence-based strategies effectively.



    1.1 Introduction

    An opinion poll is defined as a systematic method of gathering information about the views, beliefs, or attitudes of a group of people on specific issues (Kothari, 2014). Opinion polls are widely used in various sectors including politics, business, education, and social research to understand public sentiment, predict outcomes, and guide decision making. The process involves collecting responses from selected respondents, analyzing the data, and presenting findings that reflect the general opinion of the population.

    Information management is the practice of collecting, storing, processing, and distributing information in a structured manner to support decision making and improve organizational efficiency (Sekaran & Bougie, 2016). When applied to opinion polling, effective information management ensures that collected data is organized, accurate, secure, and easily retrievable. Traditional polling methods, which often rely on manual record keeping or fragmented digital storage, are inefficient, prone to errors, and slow in generating actionable insights.

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study.     1.2 Background of Study

    In general, an opinion is a view, stand point, or perception about an issue that is inconclusive. It could be said to be one's thoughts on certain issues with no decisive conclusion. The difference between fact and opinion is that fact can probably be proven (evidence), i.e. a reasonable number of experts can attest to it. An example is: “United States of America was involved in the Vietnam War versus “United States of America was right to get involved in the Vietnam War”. Most times, opinions are backed with evidence and principles when one is engaged in an argument. Based on individual differences, people tend to have diverse contrasting views on some sets of facts. Opinions seldom differ even in the absence of new arguments (Scheuren, 2004). It is logical to say that an opinion with facts is more held than one examined with said arguments. Over time, opinion has always been the viewpoint, perception, attitudes, feelings, and desires. It may refer to unproven information, juxtapose to knowledge and fact.

    Opinion polls are essential tools used to gauge public perception, preferences, and behavior across social, political, and economic contexts. According to Kothari (2014), opinion polling is a systematic process of collecting data from a sample population to infer trends and attitudes that represent a larger group. Polling provides insights that assist governments, organizations, and researchers in making informed decisions, shaping policies, and evaluating public satisfaction with programs and initiatives. Reportedly, traditional opinion polling methods rely heavily on manual collection, paper-based surveys, or fragmented digital tools, which increase the risk of errors and delays in processing data (Owolabi & Ajayi, 2018).

    Chukwuma and Nwankwo (2020) asserted that the absence of a structured system for managing opinion poll data results in slow decision-making processes and limits the ability to provide real time insights to stakeholders. According to Sekaran and Bougie (2016), information management involves the structured collection, storage, processing, and dissemination of information to facilitate decision making. Effective management of polling data ensures that responses are accurately recorded, and efficiently retrieved for analysis. Similarly, Owolabi and Ajayi (2018) stated that digital solutions in data management improve the reliability and timeliness of results, enabling organizations to respond swiftly to trends and shifts in public opinion.

    According to Adeyemo (2019), the use of computerized systems for managing opinion polls is still emerging in many organizations. It is contended that an integrated information management system is necessary to address inefficiencies in data collection, storage, analysis, and reporting. A well-designed system reduces redundancy, prevents unauthorized access to sensitive data, and provides tools for comprehensive analysis and visualization of results. Furthermore, scholars such as Nwafor and Ibekwe (2021) affirmed that digital management systems for opinion polling increase transparency and accountability in data handling.

    Eze and Obinna (2020) articulated that, the integration of information technology into opinion polling enhances not only efficiency but also the quality of insights derived from the data. It is reported that digital platforms allow for real time collection of responses, automated error checking, and generation of analytical reports, which collectively improve decision-making processes. Researchers contend that these systems also facilitate historical data comparison, trend analysis, and predictive modeling, enabling organizations to understand shifts in public opinion over time. On the other hand, the challenges associated with traditional polling systems persist due to limited technical expertise, inadequate infrastructure, and low adoption of digital solutions (Owolabi & Ajayi, 2018).

    It is against this backdrop that this study seeks to design and implement an Opinion Poll Information Management System that ensures accurate collection, secure storage, efficient processing, and timely analysis of polling data. The system is intended to enhance decision-making processes, improve accessibility to opinion trends, and provide a scalable solution for organizations involved in opinion research.


    1.3 Statement of Problem

    Based on the investigation conducted, the implemented system encounters a number of challenges, with some of the most significant issues outlined below:

    1. The existing systems for opinion polling are primarily manual or semi-digital, which introduces several challenges.
    2. In the old system, responses are often recorded on paper or scattered across multiple digital platforms, resulting in data inconsistencies, missing records, and errors in analysis.
    3. There is slow retrieval and processing of poll data reduces the reliability of results and delays reporting using the traditional system. On the other hand, the lack of security in current systems exposes sensitive data to unauthorized access.
    4. Traditional operation methods also fail to provide tools for real-time analysis, historical comparison, and automated reporting, which limits the ability of organizations to make timely and accurate decisions.
    5. Furthermore, reliance on manual methods increases the workload for staff and reduces efficiency, especially in large-scale surveys.

    1.4 Aim and Objectives of the Study

    The main objective of this study is to design and implement an efficient Opinion Poll Information Management System. The specific objectives are to:

    1. Create a centralized database for storing opinion poll data collected from respondents.
    2. Develop a secure and reliable system that ensures accurate collection and management of polling information.
    3. Design a user friendly interface that facilitates easy data entry, processing, and retrieval of opinion poll results.
    4. Implement automated tools for analyzing and generating reports from collected poll data.
    5. Design an integrated platform that enhances real time access to opinion trends for decision making.

    1.5 Significance of Study

    The deployment of the proposed system will hold significant relevance in the following ways:

    1. Organizations and Institutions: The system will provide reliable data for strategic decision making, planning, and evaluation of programs.
    2. Researchers: The system will simplify data collection, analysis, and historical comparisons for more accurate research findings.

    1.6 Scope of Study

    This study focuses on the design and implementation of an Opinion Poll Information Management System within organizations and research institutions in Lagos State, Nigeria.

    The study covers the collection, storage, processing, and reporting of opinion poll data. The system is designed to handle multiple users, ensure data security, and provide real-time analytical capabilities.


    1.7 Limitations of the Study

    During the course of this study, many things militated against its completion, some of which are:

    1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
    2. Establishment Policies: Establishment policies posed a serious limitation as most staffs are not ready to release information needed for this project work. There were lots of information needed from the staffs of this institution to enhance the study which took them time to release or they did not release at all for security purposes, hence the scope was reduced.
    3. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).

    1.8 Definition of Terms

    Opinion Poll: A structured method of collecting views, beliefs, or attitudes from a sample of a population to infer trends for the larger population (Kothari, 2014).

    Information Management System: A system designed to collect, store, process, and distribute information in an organized and secure manner to facilitate decision making (Sekaran & Bougie, 2016).

    Database: A structured collection of data stored electronically that allows efficient retrieval, modification, and management (Owolabi & Ajayi, 2018).

    Automated Reporting: The use of software tools to generate reports from data without manual intervention (Chukwuma & Nwankwo, 2020).

    User Interface: The part of a system through which users interact with the system, enabling data entry, retrieval, and analysis (Eze & Obinna, 2020).

    Data Security: Measures taken to protect data from unauthorized access, corruption, or loss (Nwafor & Ibekwe, 2021).
