1.1 Introduction
Staff development and training refer to the planned efforts made by an organization to improve the knowledge, skills, abilities, and overall capacity of its employees for better job performance. Training generally focuses on helping employees acquire skills required for their present duties, while development prepares them for increased responsibilities and future organizational demands. According to the Federal Ministry of Education, human resource development is important for ensuring the availability of skilled, productive, and motivated staff who are capable of supporting the objectives of the Ministry (Federal Ministry of Education, 2019).
In government establishments, employees are expected to perform administrative and professional duties in accordance with government policies, procedures, and changing workplace requirements. Regular training is therefore important because government operations are continuously affected by changes in technology, policies, procedures, and public expectations. The Federal Ministry of Education recognizes staff training and manpower development as part of its human resource responsibilities, with training programmes organized to support staff development and welfare.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Historically, staff development and training in Nigerian government establishments is closely connected with the development of the public service and the need to maintain a competent workforce. In the early years of public administration, government institutions depended largely on employees who acquired experience through formal education and practical work. As government responsibilities expanded, the need for organized training became more important. According to the Federal Ministry of Education (2020), the development of human capacity is necessary for producing an effective workforce capable of responding to present and future responsibilities. The Ministry's handbook also recognizes the importance of exposing civil servants to appropriate education, discipline, and training to improve efficiency.
Noe (2020) reported that training helps employees acquire the knowledge and skills required for their current jobs, while development prepares them for broader responsibilities. This means that staff training is not simply about sending employees to seminars or workshops. It is about providing learning opportunities that are connected to what employees actually do in their places of work (Noe, 2020). The importance of staff development becomes more noticeable in government organizations because the quality of public service is closely connected with the ability of employees to perform their duties. According to Aguinis and Kraiger (2009), training and development have the potential to improve individual knowledge, skills, performance, and organizational outcomes. Furthermore, Salas et al. (2012) asserted that effective training should be properly designed, delivered, and supported so that employees are able to transfer what they have learned into their daily work.
In Nigeria, staff development and training have remained important issues in public organizations because many government institutions operate in an environment where employees are required to respond to changing administrative demands. As cited by Anikwe (2022), manpower training and development is important to organizational productivity because it helps employees develop the skills and competence required to perform their duties. His study of the Abia State Civil Service reported that investment in training was associated with improvements in employee knowledge, expertise, and service delivery (Anikwe, 2022).
Similarly, Agabu-Ekwue and Okoye (2016), in their study of the Nigerian Federal Civil Service, reported a direct relationship between training and development and workers' performance. Their research considered areas such as job knowledge, employee engagement, skills, commitment to duties, and job attitude. The findings suggest that training has the potential to strengthen employees' capacity to perform their assigned responsibilities. Supporting this position, Oladejo and Oladejo (2016) examined staff training programmes and employee productivity in the Lagos State Ministry of Education and reported a significant relationship between training programmes and employees' productivity.
Training is also relevant because employees do not all have the same level of knowledge, experience, or skills. Some workers enter an organization with strong academic qualifications but still require practical knowledge about the procedures and responsibilities of their specific jobs. According to Goldstein and Ford (2002), effective training begins with identifying the knowledge and skill gaps that affect job performance. Likewise, Dessler (2020) stated that training should help employees perform their present responsibilities more effectively, while development prepares them for future organizational demands. Therefore, government establishments need to identify the actual needs of their employees before deciding what type of training should be provided.
The Federal Ministry of Education has responsibilities that require employees to possess relevant administrative, professional, technical, and organizational skills. Workers within such an establishment deal with matters relating to education administration, policy implementation, documentation, communication, planning, coordination, monitoring, and other public responsibilities. The Federal Ministry of Education (2020) reported by human resource management and staff development are important aspects of managing personnel within the ministry. Consequently, the development of employees has the potential to support effective execution of assigned responsibilities and improve the quality of administrative services.
This study is set against the backdrop of the need to strengthen employee knowledge, skills, competence, and performance through relevant and properly supported staff development and training programmes.
1.3 Statement of Problems
Investigation revealed that staff development and training remain important for improving employees' knowledge, skills, efficiency, and ability to perform assigned duties in government establishments. However, some public organizations still experience inadequate training opportunities, limited funding, outdated skills, and training programmes that do not always match employees' actual job needs. On the other hand, ineffective training is capable of affecting productivity, service delivery, and employees' ability to handle changing administrative demands. Additionally, studies in the Nigerian public sector have associated appropriate training and development with improved employee skills and organizational performance (Anas, 2024).
Furthermore, the major concern is therefore whether staff development and training programmes are actually contributing to improved performance among employees of the Federal Ministry of Education, Abia State. On the other hand, training without proper identification of staff needs, adequate resources, and evaluation is potentially less effective in producing the expected improvement in performance (Omolayo, 2022). It is against this backdrop that this study seeks to examine the role of staff development and training as a tool for increasing staff performance in the Federal Ministry of Education, Abia State.
1.4 Aim and Objectives of Study
The aim of this study is to examine staff development and training as a tool for performance increase in government establishments, using the Federal Ministry of Education, Abia State, as a case study.
The specific objectives of the study are to:
- Examine the availability of staff development and training programmes in the Federal Ministry of Education, Abia State.
- Determine the relevance of staff training programmes to employees' job responsibilities.
- Examine the effect of staff development and training on employee performance.
- Identify the major challenges affecting staff development and training in the Federal Ministry of Education, Abia State.
- Examine ways of improving staff development and training programmes for better employee performance.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What staff development and training programmes are available in the Federal Ministry of Education, Abia State?
- How relevant are the available staff training programmes to employees' job responsibilities?
- What effect does staff development and training have on employee performance?
- What are the major challenges affecting staff development and training in the Federal Ministry of Education, Abia State?
- What measures are capable of improving staff development and training programmes for better employee performance?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: There is no significant relationship between the availability of staff development and training programmes and employee performance in the Federal Ministry of Education, Abia State.
- H1: There is a significant relationship between the availability of staff development and training programmes and employee performance in the Federal Ministry of Education, Abia State.
Hypothesis Two
- H0: Staff training programmes have no significant relationship with employees' ability to perform their job responsibilities effectively in the Federal Ministry of Education, Abia State.
- H1: Staff training programmes have a significant relationship with employees' ability to perform their job responsibilities effectively in the Federal Ministry of Education, Abia State.
Hypothesis Three
- H0: Staff development and training have no significant effect on employee performance in the Federal Ministry of Education, Abia State.
- H1: Staff development and training have a significant effect on employee performance in the Federal Ministry of Education, Abia State.
Hypothesis Four
- H0: The challenges affecting staff development and training have no significant effect on employee performance in the Federal Ministry of Education, Abia State.
- H1: The challenges affecting staff development and training have a significant effect on employee performance in the Federal Ministry of Education, Abia State.
Hypothesis Five
- H0: Improved staff development and training programmes have no significant relationship with better employee performance in the Federal Ministry of Education, Abia State.
- H1: Improved staff development and training programmes have a significant relationship with better employee performance in the Federal Ministry of Education, Abia State.
1.7 Significance of Study
It is believed that at the completion of the study, the findings will provide factual information on the existing staff development and training practices in the Federal Ministry of Education, Abia State. The study will also provide management with information on the areas where employees require further training. This will support better planning of staff development activities.
Furthermore, the findings will provide information that is useful for reviewing existing staff development practices and addressing identified training challenges. It will also provide factual information for decisions concerning human resource development and staff capacity building in government establishments.
Lastly, the findings will provide useful information for improving the planning, implementation, and evaluation of staff training programmes.
1.8 Scope of the Study
The study focuses on staff development and training as a tool for performance increase in government establishments. The geographical scope is Abia State, Nigeria, while the organizational scope is the Federal Ministry of Education, Abia State.
The study covers the availability of training programmes, relevance of training, effect of training on employee performance, challenges affecting training, and possible ways of improving staff development. The study is limited to employees of the selected Federal Ministry of Education establishment in Abia State.
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
Staff Development:
Staff development refers to organized activities aimed at improving employees' knowledge, skills, abilities, and readiness for present and future responsibilities.
Training:
Training is the process through which employees acquire knowledge and skills required to perform their current duties effectively.
Employee Performance:
Employee performance refers to the extent to which a worker effectively carries out assigned duties and achieves expected work standards. It involves factors such as productivity, efficiency, quality of work, punctuality, and ability to complete assigned responsibilities.
Government Establishment:
A government establishment is an organization created, owned, or controlled by government to perform specific public responsibilities and provide services to citizens.
Staff Training Programme:
A staff training programme is an organized learning activity designed to improve employees' knowledge and skills. It includes workshops, seminars, conferences, orientation, professional courses, and on-the-job training.
Human Resource Development:
Human resource development refers to planned activities that improve the knowledge, skills, competence, and career capacity of employees within an organization. It is concerned with developing people so they are better prepared to perform organizational responsibilities.
