ABSTRACT


Information and Communication Technology (ICT) refers to the use of digital tools, communication systems, and computer-based technologies for collecting, processing, storing, and sharing information. The aim of this study was to examine the use of Information and Communication Technology by the police, focusing on ICT availability, usage level, contribution to crime management, challenges affecting adoption, and measures for improving technology application. The outcome of this research was motivated by the need to understand how ICT supports modern policing and the challenges limiting effective technology use among police officers. A descriptive survey research design was adopted for the study. Data was collected through a structured questionnaire administered to 150 police officers at the Rivers State Police Command. The collected data was analyzed using frequency tables, percentages, chi-square, correlation, and t-test statistical techniques.

The findings showed that computers and electronic record systems were the most available ICT facilities with 45 (30.0%) respondents, followed by digital communication devices with 38 (25.3%). Furthermore, ICT usage was high, as 55 (36.7%) respondents reported high usage and 42 (28.0%) indicated very high usage. The findings also revealed that 48 (32.0%) respondents stated that ICT improves crime investigation speed, while inadequate funding was the major challenge with 40 (26.7%) respondents. Regular ICT training was identified as the best improvement measure by 50 (33.3%) respondents. The study concluded that ICT is an important tool for improving police effectiveness, crime management, and information sharing. Based on the result obtained from this research, it was recommended that the police authorities should provide regular ICT training programmes for officers to improve their knowledge and skills in using modern technological tools for crime investigation and management.



1.1 Introduction

Information and Communication Technology (ICT) refers to the use of digital technologies, electronic devices, communication networks, and computer-based systems to create, store, process, and exchange information efficiently. According to the International Telecommunication Union, ICT involves technologies that support communication and information management through tools such as computers, mobile devices, internet services, and digital systems. In modern society, ICT has become an important tool for improving the efficiency of organizations, including law enforcement agencies (ITU, 2022). The police are government institutions responsible for maintaining law and order, preventing crime, protecting lives and property, and ensuring public safety. The use of ICT in policing involves the application of technological tools such as computerized crime records, surveillance systems, digital communication platforms, forensic technologies, and online reporting systems to support police operations. The integration of ICT into police activities according to Chukwu and Ibrahim (2021) improves information management, enhances criminal investigations, and supports quicker decision-making.

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


1.2 Background of Study

Information and Communication Technology (ICT) has become an important part of modern organizations due to its ability to improve communication, information management, and service delivery. According to the International Telecommunication Union (2022), ICT involves the use of digital technologies, communication networks, and electronic systems that enable the collection, processing, storage, and exchange of information. The development of ICT has transformed many sectors by improving efficiency, reducing delays, and supporting better decision-making processes. In the security sector, ICT has introduced new approaches to crime prevention, investigation, intelligence gathering, and operational coordination among law enforcement agencies.

Castells (2020) stated that technological advancement has changed the way institutions operate by creating faster and more reliable methods of managing information and communication. The police, as a major institution responsible for maintaining law and order, require accurate and timely information to respond effectively to criminal activities. The use of ICT in policing includes computer-based crime records, digital communication platforms, surveillance technologies, forensic systems, and electronic databases. Similarly, Weisburd and Braga (2021) reported that technology-supported policing improves the ability of security agencies to analyze crime patterns, identify threats, and develop effective crime control strategies.

The increasing complexity of criminal activities has made traditional policing methods insufficient in addressing modern security challenges. Cybercrime, terrorism, organized crime, and other technology-related offences require law enforcement agencies to adopt advanced technological solutions. Wall (2021) affirmed that criminals increasingly use digital platforms to plan and execute illegal activities, making the use of Information and Communication Technology necessary for effective investigation and prevention. In the same vein, Lum and Koper (2020) asserted that police agencies that integrate technology into their operations are better positioned to gather intelligence, manage resources, and improve their response to security incidents.

In Nigeria, the adoption of ICT within police operations has gained attention due to the need to improve crime management and strengthen public safety. The Nigerian Police Force has introduced various technology-based approaches, including electronic communication systems, digital crime reporting platforms, and computerized record management systems. According to Akinyemi and Adegbite (2022), ICT adoption within Nigerian policing provides opportunities for improved information sharing, faster investigation processes, and better coordination among officers.

Okafor and Eze (2022) asserted that many law enforcement agencies in developing countries face difficulties such as inadequate funding, limited technological infrastructure, insufficient training, and poor maintenance of ICT facilities. Moreover, the availability of technology alone does not guarantee improved policing outcomes because officers require adequate skills and continuous training to operate modern systems effectively. Supporting this position, Adewale (2021) stated that the success of ICT-based policing depends on the capacity of personnel to understand and apply technological tools in their daily duties. This study is set against the backdrop of examining the use of Information and Communication Technology by the police and understanding how technological adoption influences police operations, crime management, and service delivery.


1.3 Statement of Problems

Investigation revealed that the increasing rate of crime and security challenges has created a need for the Nigerian Police to adopt Information and Communication Technology (ICT) tools for effective crime prevention, investigation, and management. ICT provides opportunities for faster communication, digital record management, intelligence gathering, and improved coordination among security agencies. However, many police formations still experience challenges such as limited access to modern technological equipment, poor ICT infrastructure, and inadequate technical skills among personnel, which affects effective policing practices (Adebayo & Ojo, 2021). On the other hand, the inability to fully integrate ICT into police operations reduces the speed and accuracy of crime detection and response.

Additionally, the use of ICT by the police is affected by challenges including insufficient funding, poor maintenance of technological facilities, unreliable power supply, and limited training opportunities for officers. Furthermore, inadequate awareness and resistance to technological changes among some officers continue to limit the successful implementation of ICT-based policing strategies (Okafor & Eze, 2022).

Furthermore, although ICT has improved policing activities in many developed countries, its application within the Nigerian Police Force remains faced with operational and administrative limitations. It is against this backdrop that this study seeks to examine the use of Information and Communication Technology by the police and its contribution to effective policing.


1.4 Aim and Objectives of Study

The aim of this study is to examine the use of Information and Communication Technology by the police. The specific objectives of the study are to:

  1. Examine the availability of Information and Communication Technology facilities used by the police.
  2. Determine the level of ICT usage among police officers in carrying out their duties.
  3. Examine the effect of ICT on police crime investigation and management activities.
  4. Identify the challenges affecting effective use of ICT in police operations.
  5. Suggest possible measures for improving ICT adoption and usage within police services.

1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

  • What types of Information and Communication Technology facilities are available for police operations?
  • What is the level of ICT usage among police officers in carrying out their duties?
  • How does ICT influence police crime investigation and management activities?
  • What challenges affect the effective use of ICT in police operations?
  • What measures can improve ICT adoption and usage within police services?

1.6 Research Hypotheses

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

Hypothesis One

  • H0: There is no significant relationship between the availability of Information and Communication Technology facilities and effective police operations.
  • H1: There is a significant relationship between the availability of Information and Communication Technology facilities and effective police operations.

Hypothesis Two

  • H0: ICT usage among police officers does not significantly influence crime investigation and management activities.
  • H1: ICT usage among police officers significantly influences crime investigation and management activities.

Hypothesis Three

  • H0: Challenges affecting ICT adoption do not significantly affect police operational effectiveness.
  • H1: Challenges affecting ICT adoption significantly affect police operational effectiveness.

1.7 Significance of Study

The outcome of this research will provide information on how ICT improves police activities such as communication, crime reporting, investigation, and record management. The study will also assist security administrators and policymakers in identifying challenges affecting ICT application in police operations.

Furthermore, the result obtained will create awareness among the public on the importance of technology in improving police services and crime management.

Lastly, the research will serve as useful material for students and researchers interested in ICT, security studies, and modern policing.


1.8 Scope of Study

This study focuses on the use of Information and Communication Technology by the police, using the Rivers State Police Command, Nigeria, as a case study.

The study covers ICT facilities available to police officers, level of technology usage, benefits of Information and Communication Technology in crime management, and challenges affecting effective ICT application in police operations.


1.9 Limitations of the Study

During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:

  1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
  2. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
  3. Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.

1.10 Definition of Terms

Police:

The police refer to a government security organization responsible for maintaining law and order, preventing crime, protecting lives and property, and enforcing laws within a society.

Information and Communication Technology (ICT):

Information and Communication Technology refers to the use of digital devices, computer systems, and communication networks for collecting, processing, storing, and sharing information.

Use of ICT:

The use of ICT refers to the application of technological tools and systems to perform activities more efficiently. In policing, it involves using computers, databases, communication systems, and digital platforms to support crime prevention and investigation.
