The Role of Information Technology in Safety and Security Management


The study was carried out to examine the role of information technology in safety and security management using Lagos State security and emergency management agencies as the study area. The motivation for embarking on this research arose from the growing security challenges facing organizations and society, including poor surveillance systems, delayed emergency response, weak communication among security personnel, and inefficient data management. Many institutions still rely on manual security operations that are prone to errors and slow response time. The increasing adoption of digital security systems created the need to investigate how information technology contributes to effective safety and security management and the challenges affecting its implementation. The outcome of this research was intended to provide useful information for improving modern security operations.

The study adopted a descriptive survey research design. Data were collected through structured questionnaires administered to 150 respondents selected from Lagos State Emergency Management Agency, Nigeria Police Force personnel, and selected private security organizations using simple random sampling technique. The data collected were analyzed using frequency tables, percentages, cumulative percentages, and chi-square statistical method. The findings revealed that 86.7% of respondents agreed that information technology improves real time surveillance and monitoring in security operations. Furthermore, 86.7% agreed that digital communication tools improve coordination among security personnel, while 86.7% agreed that biometric and automated systems enhance access control and reduce unauthorized entry.

The findings also showed that 86.7% of respondents agreed that information technology improves data management through better storage and retrieval of security information. In addition, 86.6% agreed that inadequate funding, poor infrastructure, lack of technical expertise, and frequent power failure affect the implementation of information technology in security management. The study concluded that information technology plays a significant role in improving safety and security management through enhanced surveillance, communication, access control, and data management systems. Based on the findings, it was recommended that security institutions should adopt integrated information technology systems that combine surveillance, communication, access control, and data management tools for more effective coordination and emergency response.

1.1 Introduction

Information technology is the use of computer systems, software applications, networks, and digital communication tools to collect, process, store, retrieve, and transmit information for effective decision making and operational efficiency in organizations (Laudon & Laudon, 2022). It has become a fundamental component in modern safety and security management, where timely information and accurate data are essential for preventing risks, responding to emergencies, and protecting lives and property. Safety and security management refers to the systematic process of identifying potential hazards, preventing threats, and implementing measures that ensure the protection of individuals, assets, and organizational resources (IFSEC Global, 2023). In recent years, information technology has significantly transformed how safety and security operations are carried out across public and private institutions. Technologies such as surveillance cameras, biometric access control systems, alarm systems, global positioning systems (GPS), cybersecurity software, and real-time communication platforms are widely used to enhance monitoring, detection, and response capabilities (Bennett & Haggerty, 2021).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


1.2 Background of Study

The development of information technology in safety and security management can be traced to early mechanical and manual surveillance systems used in the pre-digital era, where organizations relied on physical guards, paper records, and basic alarm systems to monitor security activities. According to Bennett and Haggerty (2021), early security management systems were largely reactive and dependent on human observation, which limited their effectiveness in preventing sophisticated threats. Security systems in contemporary societies have evolved from traditional manual surveillance methods to advanced digital and automated systems. They asserted that surveillance technologies such as closed-circuit television (CCTV), biometric authentication systems, and integrated alarm systems have become essential components of modern security frameworks (Bennett and Haggerty, 2021).

Choo (2019) reported that, the rise of cyber threats and digital crimes has significantly increased the need for advanced information technology systems in security management. He stated that organizations now face a wide range of threats including data breaches, ransomware attacks, identity theft, and cyber espionage. He further affirmed that the use of artificial intelligence and machine learning tools in cybersecurity has helped organizations detect abnormal behavior patterns and prevent potential attacks before they escalate.

According to Akinyemi and Salisu (2022), the adoption of digital technologies in developing economies has improved organizational efficiency in safety and security management. They contended that institutions that integrate information technology into their security operations experience improved coordination, faster emergency response, and better resource management. They also observed that despite these benefits, many organizations still struggle with inadequate infrastructure, lack of skilled personnel, and poor funding for technological upgrades.

IFSEC Global (2023) articulated that, security management involves the identification, assessment, and control of threats to individuals, organizations, and assets. It was reported that the integration of information technology into security systems has enhanced the ability of organizations to prevent unauthorized access, monitor activities, and maintain safety standards. According to Eze and Nwankwo (2021), the increasing complexity of crime in modern society has made traditional security methods less effective. They stated that criminal activities such as terrorism, kidnapping, cybercrime, and vandalism require more sophisticated technological solutions for effective control.

Ogunleye and Adebisi (2022) stated that, organizations that adopt information technology in their safety and security systems tend to record lower incidents of security breaches compared to those that rely on manual methods. They contended that digital monitoring systems, automated alerts, and centralized databases improve the speed and accuracy of security operations. However, they also observed that poor maintenance culture and lack of continuous training often reduce the effectiveness of these systems. According to Okeke (2020), security management in many developing countries is still faced with several challenges despite the availability of modern technologies. He reported that issues such as inadequate funding, weak infrastructure, and insufficient technical expertise limit the effective use of information technology in security operations. He further stated that many institutions still depend on outdated manual processes, which expose them to higher security risks and operational inefficiencies (Okeke, 2020). This study is set against the backdrop of increasing security challenges and the growing adoption of information technology in safety and security management systems.


1.3 Statement of Problems

Investigation revealed that the inability of many security agencies and organizations to effectively utilize information technology has resulted in delayed responses to emergencies, poor coordination among security personnel, inaccurate record keeping, and difficulties in monitoring criminal activities. In many developing countries such as Nigeria, the challenges associated with insecurity, theft, cybercrime, kidnapping, and vandalism continue to increase despite the presence of security personnel and conventional security measures (Okeke, 2020).

Furthermore, many organizations face challenges related to inadequate funding for technological equipment, lack of maintenance culture, poor internet connectivity, and insufficient training of security personnel on the use of modern technological tools. These challenges reduce the effectiveness of information technology systems in promoting safety and security management. In some cases, security information is poorly managed, leading to data loss, unauthorized access, and breaches of confidential information (Ogunleye & Adebisi, 2022). It is against this backdrop that this study seeks to examine the role of information technology in safety and security management.


1.4 Aim and Objectives of Study

The aim of this study is to investigate the role of information technology in improving safety and security management in Nigeria using Lagos State Security and Emergency Systems as a case study. In achieving this aim, the following specific objectives were laid out as follows:

  1. To examine the impact of information technology on surveillance and monitoring in safety and security management.
  2. To assess the role of information technology in improving communication among security personnel.
  3. To evaluate the effectiveness of biometric and automated systems in access control and security management.
  4. To determine how information technology improves data management in security operations.
  5. To investigate the challenges affecting the implementation of information technology in safety and security management.

1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

  • What is the impact of information technology on surveillance and monitoring in safety and security management?
  • How does information technology improve communication among security personnel?
  • How effective are biometric and automated systems in access control and security management?
  • In what ways does information technology improve data management in security operations?
  • What are the challenges affecting the implementation of information technology in safety and security management?

1.6 Research Hypotheses

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

Hypothesis 1

  • H0: Information technology does not have a significant impact on surveillance and monitoring in safety and security management.
  • H1: Information technology has a significant impact on surveillance and monitoring in safety and security management.

Hypothesis 2

  • H0: Information technology does not improve communication among security personnel.
  • H1: Information technology improves communication among security personnel.

Hypothesis 3

  • H0: Biometric and automated systems do not significantly enhance access control in security management.
  • H1: Biometric and automated systems significantly enhance access control in security management.

1.7 Significance of Study

It is believed that at the completion of the study, the research will improve the effectiveness of security agencies in Lagos State through the use of digital surveillance systems for crime detection and prevention. The study will also assist policymakers in developing stronger frameworks for integrating information technology into national security operations.

Furthermore, the study will support organizations in improving data management for the accurate handling of safety and security information. In addition, the findings of this research will help security personnel strengthen communication systems for faster emergency response and better coordination during operations.

Lastly, the study will contribute to academic knowledge by providing empirical evidence on the role of information technology in modern safety and security management.


1.8 Scope of Study

The study focuses on the role of information technology in safety and security management within Lagos State Security and Emergency Systems in Nigeria.


1.9 Limitations of the Study

The study was limited by restricted access to classified security information from relevant agencies in Lagos State, which affected the depth of data analysis.

Financial constraints also affected data collection, transportation, and access to relevant research materials, while time constraints limited the coverage of all relevant security units within the study area.

The study further experienced delays from respondents in providing timely responses to the research instrument.


1.10 Definition of Terms

Information Technology:

According to Laudon and Laudon (2022), information technology refers to the use of computer systems, software, and networks to process and manage information for effective decision making in organizations. It is the backbone of modern digital operations in safety and security management.

Safety Management:

According to IFSEC Global (2023), safety management involves the identification and control of risks that may cause harm to individuals or property within an organization. It ensures a safe working and operational environment.

Security Management:

According to Bennett and Haggerty (2021), security management refers to the systems and processes used to protect people, assets, and information from threats such as theft, violence, and cyberattacks.
