    ABSTRACT


    Public relations refers to the strategic communication process used by organizations to build relationships and shape public opinion. The purpose of this study is to examine how public relations influences public perception through communication strategies, media channels, crisis communication, and digital platforms. The motivation for this research is based on the growing influence of communication systems in shaping opinions, trust, and reputation in modern society where organizations depend on effective messaging to maintain credibility. Data was collected using structured questionnaires administered to 150 respondents in selected organizations in Lagos State, Nigeria, supported by relevant secondary sources. The findings show that 73.3% agreed that communication strategies affect perception, 76.7% agreed that media channels influence understanding, 80% agreed that crisis communication builds trust, 76.7% agreed that digital media shapes perception, and 80% agreed that PR practices improve reputation. Furthermore, Chi-square results (78.32, 88.32, 102.92, 87.66, 101.52) confirmed significant relationships. The outcome of this research shows that public relations significantly shapes public perception through consistent communication, media influence, crisis response, and digital engagement, leading to improved organizational trust and reputation. Based on the result obtained from this research, it was recommended that public relations practitioners should prioritize the use of credible and well-structured media channels to ensure that organizational messages are properly framed and effectively received by diverse audiences.



    1.1 Introduction

    Public relations is defined as a strategic communication process that builds mutually beneficial relationships between organizations and their publics through planned and sustained efforts to influence understanding, perception, and behavior (Cutlip, Center, & Broom, 2006). The role of public relations in shaping public perception is rooted in its ability to influence how information is framed, delivered, and received by diverse audiences. Public perception refers to the collective opinion or social judgment formed by individuals about an organization, institution, or issue based on available information and personal interpretation. Public relations practitioners work to guide this perception by crafting messages that highlight positive attributes, clarify misunderstandings, and respond to public concerns in a timely and ethical manner. Through media relations, community engagement, and digital communication strategies, public relations helps organizations maintain a favorable image and sustain credibility in the eyes of the public (Lattimore et al., 2013).

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


    1.2 Background of Study

    Public relations is a strategic communication discipline that plays a central role in shaping how individuals and groups perceive organizations, institutions, and public figures. According to Cutlip, Center, and Broom (2006), public relations is a management function that identifies, establishes, and maintains mutually beneficial relationships between an organization and its publics. This implies that public relations goes beyond publicity or media exposure and focuses more on building trust, managing reputation, and ensuring effective two-way communication between organizations and their stakeholders. In contemporary society, the influence of public relations has become more pronounced due to increased media complexity and the rapid flow of information across digital platforms.

    Lattimore, Baskin, Heiman, and Toth (2013) contended that public relations is a profession and practice that supports organizations in building relationships with their publics through communication strategies that are both persuasive and informative. They further explain that public relations practitioners act as intermediaries between organizations and their audiences, ensuring that information is accurately transmitted and appropriately interpreted. Seitel (2017) affirmed that public perception is largely shaped by how consistently and credibly an organization communicates its values, actions, and intentions. This means that perception is not formed in isolation but is influenced by repeated exposure to messages and the level of trust the public has in the source of information. In this regard, public relations serves as a bridge that connects organizational identity with public interpretation.

    Cutlip, Center, and Broom (2006) stated that reputation is built over time through continuous communication efforts and is easily damaged when inconsistencies arise. This highlights the importance of strategic planning in public relations activities, especially in crisis situations where public trust may be threatened. Organizations that respond quickly, honestly, and effectively are more likely to retain public confidence. In addition, the emergence of social media and digital communication platforms has transformed the way public relations influences perception. Information now spreads rapidly, and audiences are no longer passive recipients but active participants in communication processes.

    Lattimore et al. (2013) contended that digital media has expanded the reach of public relations but has also increased the complexity of managing public perception due to the speed at which opinions are formed and shared. This means that public relations practitioners must continuously monitor online conversations and engage with audiences in real time to maintain relevance and credibility. On the other hand, ineffective public relations practices can lead to misinformation, misunderstanding, and reputational damage. When organizations fail to communicate clearly or ignore public concerns, negative perceptions may develop and persist over time. Seitel (2017) affirmed that once public trust is lost, it becomes significantly more difficult to rebuild, especially in an environment where competing narratives are readily available.

    This study is set against the backdrop of increasing dependence on strategic communication by organizations in shaping how the public interprets their actions, decisions, and overall image in a rapidly evolving media environment where public opinion is strongly influenced by both traditional and digital communication channels.


    1.3 Statement of Problems

    Investigation revealed that organizations engage in public relations campaigns that are intended to foster positive public perception, yet the effectiveness of these campaigns is often limited by factors such as misinformation, poor message framing, and lack of audience engagement. As a result, the public may develop distorted views about organizational intentions or policies, which in turn affects credibility and reputation.

    Additionally, when public relations is poorly managed or treated as mere publicity rather than strategic communication, it tends to produce short-term awareness rather than long-term perception shaping, thereby limiting its overall impact. Furthermore, many organizations assume that exposure to communication messages automatically leads to positive perception, without considering how cultural values, personal experiences, and media interpretation shape audience response. It is against this backdrop that this study seeks to examine the role of public relations in shaping public perception.


    1.4 Aim and Objectives of Study

    The aim of this study is to evaluate the role of public relations in shaping public perception in selected organizations in Nigeria. In achieving this aim, the following specific objectives were laid out as follows:

    1. Examine the impact of public relations communication strategies on public perception.
    2. Assess the influence of media channels on public understanding of organizational messages.
    3. Determine the role of crisis communication in shaping public trust.
    4. Evaluate the effect of digital media on public perception formation.
    5. Investigate the relationship between public relations practices and organizational reputation.

    1.5 Research Questions

    Based on the stated objectives, the following research questions are formulated:

    • What is the impact of public relations communication strategies on public perception?
    • How does media channels influence public understanding of organizational messages?
    • What role does crisis communication play in shaping public trust?
    • How does digital media affect public perception formation?
    • What is the relationship between public relations practices and organizational reputation?

    1.6 Research Hypotheses

    Based on the objectives, the following hypotheses are formulated:

    Hypothesis 1

    • H0: Public relations communication strategies have no significant impact on public perception.
    • H1: Public relations communication strategies have significant impact on public perception.

    Hypothesis 2

    • H0: Media channels do not significantly influence public understanding of organizational messages.
    • H1: Media channels significantly influence public understanding of organizational messages.

    Hypothesis 3

    • H0: Crisis communication does not significantly shape public trust.
    • H0: Crisis communication significantly shapes public trust.

    Hypothesis 4

    • H0: Digital media does not significantly affect public perception formation.

    • H0: Public relations practices have no significant relationship with organizational reputation.

    1.7 Significance of Study

    It is believed that at the completion of the study, organizations will improve their communication strategies to enhance public trust and perception. Also, public relations practitioners will strengthen message delivery systems to reduce misinformation in communication processes.

    Furthermore, government institutions will adopt better crisis communication strategies to manage public opinion effectively. In addition, media organizations will improve accuracy and responsibility in reporting organizational information.

    Lastly, academic researchers will use the findings as a reference for further studies in communication and media relations.


    1.8 Scope and Limitations of the Study

    The scope of this study covers the role of public relations in shaping public perception within selected organizations in Lagos State, Nigeria, focusing on communication strategies, media influence, and audience response.

    The study is limited to available respondents within selected organizations and does not cover all sectors of public relations practice in Nigeria.


    1.9 Definition of Terms

    Public Relations:

    Public relations is the strategic communication process that builds mutually beneficial relationships between organizations and their publics through planned communication activities (Cutlip, Center, & Broom, 2006). It is used by organizations to influence perception, manage reputation, and maintain trust.

    Public Perception:

    Public perception is the collective opinion formed by individuals about an organization based on communication, experience, and media exposure. According to Seitel (2017), it is shaped by consistency and credibility of organizational messaging.

    Communication Strategy:

    Communication strategy refers to the planned approach used by organizations to deliver messages to target audiences in order to achieve specific communication goals (Lattimore et al., 2013).

    Crisis Communication:

    Crisis communication is the process of managing and disseminating information during emergency situations to protect organizational reputation and maintain public trust (Coombs, 2014).
