1.1 Introduction
Skill acquisition refers to the process through which individuals obtain practical knowledge, technical competence, and entrepreneurial abilities required for productive employment and self-reliance. It involves training in vocational, technical, managerial, and entrepreneurial activities that enable people to develop skills for income generation and economic participation. According to International Labour Organization, skill acquisition is an important strategy for improving employability, reducing poverty, and promoting sustainable economic development across developing nations.
Nigeria is richly blessed with human and natural resources, yet the country continues to face serious socio-economic problems such as youth unemployment, poverty, insecurity, and inadequate industrial development. The rapid increase in population and the growing number of graduates without corresponding employment opportunities have placed enormous pressure on the economy. Many young people depend heavily on white-collar jobs that are limited in supply, thereby increasing the rate of unemployment and economic dependency (Adebayo, 2019).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
The importance of skill acquisition in national development has gained significant attention across the world, especially in developing countries where unemployment, poverty, and economic instability continue to pose major challenges. Skill acquisition involves the process through which individuals obtain practical, vocational, entrepreneurial, and technical knowledge necessary for productive engagement in society. It equips individuals with competencies that enable them to become self-reliant, employable, and economically productive. In many countries, skill acquisition programs are considered effective instruments for manpower development, poverty reduction, industrial growth, and sustainable economic development.
According to International Labour Organization, skill acquisition programs contribute significantly to employment creation, entrepreneurship development, and economic sustainability. The organization affirmed that vocational and entrepreneurial training help individuals develop competencies necessary for income generation and national productivity. Adebayo (2019) asserted that skill acquisition programs are essential tools for youth empowerment and economic transformation in Nigeria. The author stated that the increasing rate of unemployment among Nigerian youths has made vocational and technical training more important than ever before. The inability of the formal employment sector to absorb the growing number of graduates has forced many individuals to seek alternative means of livelihood through vocational and entrepreneurial activities. Skill acquisition therefore provides opportunities for individuals to establish small and medium-scale enterprises capable of generating income and employment opportunities.
Okafor (2020) reported that entrepreneurship and vocational education have become important components of economic development policies in Nigeria. The author contended that practical skills acquired through vocational training enhance innovation, creativity, and self-employment among youths. Over the years, the Nigerian government has introduced several programs aimed at promoting skill acquisition and entrepreneurship development. Some of these initiatives include the National Directorate of Employment (NDE), Youth Empowerment Programs, Industrial Training Fund (ITF), National Poverty Eradication Programme (NAPEP), and various vocational training schemes organized by government agencies and private organizations.
According to National Directorate of Employment, vocational training and entrepreneurship programs were introduced to reduce unemployment and equip citizens with practical skills for self-reliance. These initiatives focus on areas such as tailoring, welding, ICT, agriculture, hairdressing, carpentry, fashion design, catering, electrical installation, and other technical trades that are capable of generating income and promoting economic activities.
Ezeani (2018) stated that countries that invest heavily in vocational and technical education often experience increased industrial productivity and sustainable economic growth. The author affirmed that skill acquisition programs help in the development of human capital which is an essential factor for economic advancement. Human capital development improves the productive capacity of citizens and contributes positively to national income generation. In Nigeria, the growing emphasis on entrepreneurship and vocational training is largely connected to the need for economic diversification and reduction in overdependence on the oil sector.
Nwosu and Chukwuka (2021) reported that corruption and weak monitoring systems have reduced the effectiveness of many skill acquisition initiatives in Nigeria. The authors contended that funds allocated for empowerment and vocational training programs are sometimes diverted or poorly managed, resulting in limited impact on beneficiaries. The lack of continuity in government policies and programs also affects long-term sustainability and effectiveness.
This study is set against the backdrop of the growing need for effective skill acquisition programs as a means of addressing unemployment, poverty, low productivity, and economic instability in Nigeria.
1.3 Statement of Problems
Investigation revealed that Nigeria continues to face persistent economic challenges such as high unemployment, poverty, low industrial productivity, and overdependence on white-collar jobs despite the increasing population and abundant human resources. Also, many young people lack practical and vocational skills required for self-reliance, thereby limiting their contribution to national economic development. According to the National Bureau of Statistics, unemployment and underemployment remain major economic concerns affecting productivity and living standards in Nigeria.
Additionally, there is increasing concern that many skill acquisition centers in Nigeria operate without adequate supervision, qualified instructors, or updated training curricula that align with current labor market demands. As a result, some trainees complete programs without acquiring the practical competencies needed for sustainable employment or business development (Okorie & Sylva, 2020).
Furthermore, corruption, poor monitoring mechanisms, and inconsistent government policies are negatively influencing the sustainability of many empowerment and vocational training programs in Nigeria. In some cases, funds allocated for youth empowerment and entrepreneurial development are mismanaged, thereby reducing the expected economic benefits of such programs. It is against this backdrop that this study seeks to examine skill acquisition programs as a tool for economic growth of Nigeria.
1.4 Aim and Objectives of Study
The aim of this study is to examine the role of skill acquisition programs in promoting economic growth in Nigeria.
The specific objectives of the study are to:
- Examine the effect of skill acquisition programs on employment generation in Nigeria.
- Determine the relationship between skill acquisition programs and entrepreneurship development in Nigeria.
- Assess the contribution of skill acquisition programs to poverty reduction in Nigeria.
- Identify the challenges affecting effective implementation of skill acquisition programs in Nigeria.
- Examine the extent to which skill acquisition programs contribute to human capital development in Nigeria.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What effect do skill acquisition programs have on employment generation in Nigeria?
- What relationship exists between skill acquisition programs and entrepreneurship development in Nigeria?
- How do skill acquisition programs contribute to poverty reduction in Nigeria?
- What challenges affect the effective implementation of skill acquisition programs in Nigeria?
- To what extent do skill acquisition programs contribute to human capital development in Nigeria?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Skill acquisition programs have no significant effect on employment generation in Nigeria.
- H1: Skill acquisition programs have significant effect on employment generation in Nigeria.
Hypothesis Two
- H0: There is no significant relationship between skill acquisition programs and entrepreneurship development in Nigeria.
- H1: There is significant relationship between skill acquisition programs and entrepreneurship development in Nigeria.
Hypothesis Three
- H0: Skill acquisition programs do not significantly contribute to poverty reduction in Nigeria.
- H1: Skill acquisition programs significantly contribute to poverty reduction in Nigeria.
Hypothesis Four
- H0: The challenges affecting skill acquisition programs do not significantly influence their effectiveness in Nigeria.
- H1: The challenges affecting skill acquisition programs significantly influence their effectiveness in Nigeria.
Hypothesis Five
- H0: Skill acquisition programs do not significantly contribute to human capital development in Nigeria.
- H1: Skill acquisition programs significantly contribute to human capital development in Nigeria.
1.7 Significance of Study
It is believed that at the completion of the study the findings will provide useful information to government agencies on the importance of strengthening skill acquisition programs for economic growth and employment generation. Also, the research will benefit educational institutions through identification of areas requiring improvement in technical and vocational education.
Furthermore, the outcome of this study help educational institutions improve vocational and technical training for manpower development. In addition, the study will create awareness among youths on the importance of self-reliance through vocational and entrepreneurial skills.
Lastly, the study will benefit future researchers through provision of relevant materials for further studies on economic growth and skill development. It will also contribute to existing academic knowledge on skill acquisition and economic development in Nigeria.
1.8 Scope and Limitations of the Study
This study focuses on skill acquisition programs as a tool for economic growth in Nigeria with particular reference to Lagos State. The study covers challenges affecting the effectiveness of vocational and entrepreneurial training programs organized by government agencies and private institutions within Lagos State.
The study was limited by inadequate access to some relevant documents and records relating to skill acquisition programs. Financial constraints and limited time available for the research also affected the extent of data collection and coverage of more training centers within the state.
1.9 Definition of Terms
Skill Acquisition:
Skill acquisition refers to the process of obtaining practical knowledge, vocational competence, and technical abilities required for productive employment and self-reliance. According to Adebayo (2019), skill acquisition involves training individuals in practical and entrepreneurial activities capable of improving economic productivity.
Economic Growth:
Economic growth refers to the increase in the production of goods and services in a country over a period of time. It is commonly measured through indicators such as Gross Domestic Product (GDP), employment opportunities, industrial productivity, and income generation (Jhingan, 2016).
Entrepreneurship:
Entrepreneurship refers to the process of identifying business opportunities and organizing resources to establish and manage a business enterprise for profit and economic development. Okafor (2020) stated that entrepreneurship promotes innovation, self-employment, and wealth creation.
Vocational Education:
Vocational education refers to a form of training designed to equip individuals with practical and technical skills needed for specific occupations and trades. Ezeani (2018) affirmed that vocational education contributes significantly to manpower development and industrial growth.
