1.1 Introduction
Solid waste refers to any discarded or unwanted material arising from residential, industrial, commercial, agricultural, or institutional activities that is no longer of immediate use and requires proper handling and disposal (Ogwueleka, 2009). Effective solid waste management is the systematic collection, transportation, processing, recycling, and disposal of these materials in a manner that safeguards public health, protects the environment, and promotes sustainable development.
In Nigeria, the management of solid waste is a growing concern due to rapid urbanization, population growth, and increased industrial and commercial activities, which together contribute to escalating volumes of waste generation (Adewumi & Oluwafemi, 2020). Urban centers in Nigeria face serious challenges in handling the diverse types of waste produced daily. Household waste, food residues, plastics, industrial by-products, and other forms of solid refuse are often dumped indiscriminately in streets, drains, and water bodies, causing environmental degradation and public health risks (Alabi & Oyedepo, 2017).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Solid waste is broadly defined as any material discarded after primary use from residential, industrial, commercial, institutional, or agricultural activities (Ogwueleka, 2009). According to Ogwueleka (2009), the nature and quantity of solid waste generated are closely linked to population density, urbanization, industrial activities, and socio-economic conditions. In Nigeria, the rapid growth of cities, combined with changes in lifestyle and consumption patterns, has led to an exponential increase in solid waste generation over the past decades. Urban centers such as Lagos, Abuja, and Port Harcourt are reported to produce thousands of tons of waste daily, much of which is inadequately collected, transported, and disposed of.
Authors have asserted that the mismanagement of solid waste in Nigeria is not only an environmental concern but also a serious public health issue. Alabi and Oyedepo (2017) stated that indiscriminate disposal of waste in streets, drains, and rivers leads to flooding, soil contamination, air pollution, and the proliferation of disease vectors such as mosquitoes and rodents. The authors affirmed that poor waste management contributes to outbreaks of cholera, malaria, typhoid, and other sanitation-related diseases, placing significant pressure on the public health system. On the other hand, the economic implications of poor waste handling are substantial, as it discourages investments, reduces urban livability, and increases municipal expenditure on emergency clean-up operations (Adewumi & Oluwafemi, 2020).
It is contended that one of the critical issues in Nigeria's solid waste management system is the lack of effective institutional frameworks and enforcement mechanisms. According to Olanrewaju and Akinbami (2015), municipal authorities often operate without adequate funding, modern equipment, or trained personnel, limiting their capacity to provide consistent and efficient waste collection services. The authors reported that in many cities, waste collection coverage is irregular and inefficient, leaving a significant portion of generated waste uncollected.
Several researchers have affirmed that inadequate data and planning are major barriers to developing sustainable waste management strategies in Nigeria. Ogwueleka (2009) stated that most municipal authorities lack detailed information on waste generation rates, composition, and spatial distribution, which makes it difficult to design efficient collection, treatment, and disposal systems. Alabi and Oyedepo (2017) reported that without accurate data, efforts to integrate modern waste management practices, such as recycling, composting, and waste-to-energy conversion, are often poorly targeted and underutilized. On the other hand, the authors contended that community participation and public awareness are pivotal for the success of waste management strategies, yet educational campaigns and incentives for proper waste segregation are limited in many Nigerian cities.
The challenges of solid waste management are compounded by socio-economic factors and urbanization trends. According to Adewumi and Oluwafemi (2020), increasing population density in urban centers raises the volume of domestic and commercial waste, while industrial growth introduces hazardous and complex waste streams that require specialized handling. The authors stated that traditional waste management approaches in Nigeria are predominantly reactive, focusing on collection and disposal rather than prevention, reduction, and recycling.
Olanrewaju and Akinbami (2015) contended that successful waste management systems require coordinated efforts between municipal authorities, private waste management companies, and local communities, as well as the implementation of modern technologies such as recycling plants, composting facilities, and waste-to-energy plants. They affirmed that countries with structured waste management strategies demonstrate reduced environmental pollution, improved public health, and increased economic benefits through the recycling and reuse of materials. This study is set against the backdrop of the pressing need to develop a comprehensive solid waste management model and strategy tailored to the realities of a typical Nigerian city.
1.3 Statement of Problems
Investigation revealed that solid waste management is a major environmental challenge in Nigeria, especially in urban areas where population growth and rapid urbanization increase the volume of waste generated. Ineffective handling, collection, and disposal of solid wastes result in environmental degradation, public health hazards, and aesthetic problems in cities. Open dumping, improper landfill management, and indiscriminate disposal of waste in streets and waterways is pervasive, leading to flooding, soil contamination, and the spread of diseases such as cholera, malaria, and dysentery.
On the other hand, lack of proper infrastructure and inadequate funding for waste management operations is a persistent issue. Municipal authorities struggle to provide efficient waste collection and disposal services, and residents often resort to burning or dumping waste illegally. The absence of a structured waste management framework is compounded by weak policy enforcement and limited public awareness about sustainable waste practices.
Furthermore, Nigeria is experiencing a rapid increase in industrial, commercial, and domestic waste due to rising consumerism and changing lifestyles. Most existing waste management strategies are reactive rather than proactive, relying on traditional methods without integrating modern technologies such as recycling, composting, and waste-to-energy solutions. It is against this backdrop that this study seeks to develop a comprehensive model and strategy for solid waste management in a typical Nigerian context
1.4 Aim and Objectives of Study
The aim of this study is to develop an effective solid waste management model and strategy suitable for implementation in Nigerian cities. In achieving this aim, the following specific objectives were laid out as follows:
- To evaluate the current solid waste management practices and identify existing system inefficiencies in selected Nigerian cities.
- To analyze the impact of ineffective waste management on public health and the environment.
- To propose a sustainable and integrated solid waste management model that incorporates modern technology, community participation, and policy frameworks.
- To provide practical recommendations for municipal authorities and stakeholders to improve waste collection, recycling, and disposal.
1.5 Research Questions
Based on the stated objectives, the research seeks to answer the following questions:
- What are the existing solid waste management practices in the selected Nigerian cities, and where do inefficiencies exist?
- How does the current waste management system affect public health and environmental quality?
- What features should a sustainable solid waste management model include to improve collection, disposal, and recycling?
- How can municipal authorities and stakeholders implement strategies to enhance solid waste management efficiency?
1.6 Research Hypothesis
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
- H01: There is no significant relationship between the implementation of an integrated solid waste management model and improvements in waste collection, disposal, and recycling in Nigerian cities.
- H02: The implementation of an integrated solid waste management model significantly improves waste collection, disposal, and recycling in Nigerian cities.
1.7 Significance of Study
It is believed that at the completion of the study, the research will improve awareness among students about the dangers of cultism and the role of communication in promoting peace, which, according to the National Universities Commission (NUC, 2021), has been a major factor in reducing violent incidents in Nigerian tertiary institutions. The study will provide tertiary institutions with practical strategies to use public relations campaigns to discourage recruitment into cult groups.
Furthermore, environmental agencies will receive a framework to monitor and regulate waste management activities more effectively. In addition, this study will enhance the capacity of student affairs officers, public relations practitioners, and policymakers to implement educational campaigns effectively.
Lastly, researchers and academicians will have empirical data and a replicable strategy for future studies on sustainable waste management.
1.8 Scope of Study
This study focuses on solid waste management practices within Lagos State, Nigeria, with particular reference to the Lagos Waste Management Authority (LAWMA).
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
Solid Waste: According to Ogwueleka (2009), solid waste refers to all non-liquid waste generated from households, industries, commercial activities, and institutions that require collection, transportation, and disposal.
Waste Management Model: A structured approach to collecting, transporting, processing, recycling, and disposing of waste in a sustainable manner (Adewumi & Oluwafemi, 2020).
Integrated Waste Management: A coordinated system that combines municipal services, private sector involvement, recycling initiatives, and community participation for effective waste handling (Alabi & Oyedepo, 2017).
Recycling: The process of converting waste materials into new products to prevent resource loss and reduce environmental pollution (Olanrewaju & Akinbami, 2015).
Public Health: The well-being of communities as affected by sanitation, environmental hazards, and disease prevention measures linked to waste management (World Health Organization, 2021).
