1.1 Introduction
Strategic marketing management refers to the process of analysing a market, identifying customer needs, developing suitable marketing strategies, implementing those strategies, and evaluating their effectiveness to achieve organisational objectives. The Nigerian oil and gas sector is one of the major sectors of the Nigerian economy, with crude oil and natural gas historically playing important roles in government revenue, exports, energy supply, and industrial activities. The sector has, however, experienced significant changes arising from regulatory reforms, operational challenges, technological developments, changing energy demands, and increased participation of private-sector operators. The Petroleum Industry Act (PIA) 2021 introduced major changes to the structure and governance of the petroleum industry and provided for the incorporation of NNPC Limited as a commercial entity.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Historically, strategic marketing management in the Nigerian oil and gas sector is closely connected with the development of Nigeria's petroleum industry and the transformation of its national oil company. Commercial oil production in Nigeria began after crude oil was discovered in commercial quantities at Oloibiri in 1956. Strategic marketing according to Akinyele (2010) is an important driver of organisational positioning because it enables firms to respond to changes in their business environment and develop products and services that meet market needs.
The oil and gas industry is one of the sectors where strategic marketing management plays an important role because petroleum products and related services operate within a complex and highly competitive market. Akinyele (2011) stated that strategic marketing provides a basis for improving the success of firms in the Nigerian oil and gas industry by helping organisations identify market opportunities, understand competition, and position their products effectively.
Nigeria has historically depended heavily on the oil and gas sector for government revenue, foreign exchange earnings, energy supply, and economic activities. The importance of the sector has therefore made the performance of major petroleum organisations a matter of national interest. According to the Federal Republic of Nigeria (2021), the Petroleum Industry Act (PIA) 2021 introduced significant reforms intended to improve petroleum-sector governance, create a more attractive investment environment, and establish a commercially oriented national oil company. Furthermore, the reform resulted in the transition from the Nigerian National Petroleum Corporation to Nigerian National Petroleum Company Limited (NNPC Ltd), changing the organisation's operating structure and increasing the importance of commercial efficiency. NNPC Limited itself reported that the PIA created a new corporate entity incorporated as a limited liability company and provided the company with the opportunity to pursue commercially viable ventures across the global energy industry.
The transition to NNPC Limited has consequently created a different business environment for the organisation. According to the State House (2021), the incorporation of NNPC Limited was undertaken in accordance with Section 53 of the PIA 2021, reflecting the government's intention to establish a commercially structured national oil company. Supporting this position, the State House (2022) stated that the new framework was designed to promote a commercially driven and independent national oil company capable of operating without depending on government funding in the manner associated with the former corporation.
The competitive nature of Nigeria's downstream petroleum market further strengthens the need for effective strategic marketing. According to Porter (2008), competition within an industry is influenced by factors such as rivalry among existing firms, the bargaining power of customers and suppliers, threats from new entrants, and substitute products. In Nigeria, changes in the downstream market have increased the importance of competitive pricing, product availability, service delivery, and customer relationships. Likewise, recent developments in the downstream petroleum market have demonstrated stronger price competition among major industry participants following changes in fuel pricing and the emergence of large-scale private refining capacity.
Marketing communication has become increasingly important because customers and other stakeholders have greater access to information about petroleum prices, supply conditions, government policies, and company activities. Marketing principles are relevant to public policy communication because better information about public needs and reactions can improve decisions that directly affect consumers (Ighomereho and Ezeabasili, 2024). This study is set against the backdrop of the changing structure of Nigeria's petroleum industry, the commercial transformation of NNPC into NNPC Limited, increasing competition, changing customer expectations, and the need for effective marketing strategies to support sustainable organisational performance.
1.3 Statement of Problems
Investigation revealed that the transition from the former NNPC to NNPC Limited has changed the organisation from a statutory corporation into a commercially oriented company under the Petroleum Industry Act (PIA) 2021, creating the need for stronger business and marketing strategies. Additionally, changing fuel prices, competition from emerging private-sector operators, and developments in the gas and downstream markets make effective strategic marketing increasingly necessary.
Additionally, NNPC Limited faces marketing-related challenges associated with public perception, customer trust, product availability, pricing, communication, and the effective promotion of its products and services. On the other hand, the company operates in an environment affected by crude oil theft, infrastructure limitations, governance concerns, and financial pressures, which may influence how products are marketed and how customers perceive the organisation.
Furthermore, limited attention to customer needs, market intelligence, communication, branding, and competitive strategies may reduce the organisation's ability to take full advantage of emerging opportunities. It is against this backdrop that this study seeks to examine strategic marketing management in the Nigerian oil and gas sector, using NNPC Limited as the case study.
1.4 Aim and Objectives of Study
The aim of this study is to examine strategic marketing management in the Nigerian oil and gas sector, using NNPC Limited as a case study.
