1.1 Introduction
Insecurity of lives and properties in Nigeria is being championed with ethnic bias by unemployed youths. Abundant supplies of valuable natural resources gives increased incentives to powerful elements of the society to seize areas or the entire state to control access to valuable resources. Such development generates civil strife. Governance is a broad concept with great complexity to its major pillars. According to Kaufmann, Kraay and Mastruzzi (2010), governance is a set of traditions and institutions that can be used to exercise the power of authority. Six basic dimensions of the governance are included political stability and absence of violence/terrorism, voice and accountability, government effectiveness, regulatory quality, control of corruption and the rule of law (Kaufmann et al., 2010).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Research hypothesis and questions, Limitations of the Study and Definition of technical terms.
