ABSTRACT

This project on the role of estate surveyors and valuers in the development of property a case study of Ekwulobia in Aguata Local Government Area Anambra state is bringing to focus the role this professionals can play in the course of the topic in question in our everyday endeavours for utilization and management of our resources base on these efficient and best use of these resources for self reliance and economic welfare. It is amazing to note that many people in different sectors of our economy mainly in rural development up till this twenty one (21st) century, do not know whom a valuer is nor his role in the course of rural development. It is quite clear to note also that may people who are aware of their existence regarded them (the estate surveyors and valuers) as mere ent collectors. This impression should be corrected and the role of men of the noble profession, must be sought for their expert knowledge utilized for the overhandling of our nations rural developments, plan and policies. Today it is quite unfortunate that Nigeria which was once one of the richest third world country as an earlier said has fallen from grace to grass after her glorious days of the ever said oil-boom of the seventies, it has now become a debtor nation, this non consultation of the various professional bodies in management and use of our natural and man-made resources especially land and other related real estate in different fields of our rural development has posed a lot of estate management and social problems today.

CHAPTER ONE

1.1 Introduction

Estate management as a discipline and a noble profession especially in a developing country like Nigeria is progressively becoming significant. Governments, groups, corporate bodies and even private concerns action have taken a new dimension in the modern world as a result of rising economic trend especially in this period of global economic recession. Now the services of the experts and professionals abounding our labour force are being sought for, and their advice being utilized. A critical look and study of the various hand use problems. (LAND USE ACT) of 1978 in this country reveals that experts and professionals in the field of estate management and other related professions were not consulted for proper advice by the policy makers and implementations before making decisions. Today it is quite unfortunate that Nigeria which was once one of the richest third world country as an earlier said has fallen from grace to grass after her glorious days of the ever said oil-boom of the seventies. The nation has now become a debtor nation.


1.2 Background of the Study

This is an urban area made up of nine sub-urban villages, namely: Umuchiana, Agba, Ula, Okpo, Eziagulu, Nkono, Abogwune, Ihuokpala and Umunchi. It is located 25.778km from Awka, 44km from Onitsha (East) and 15.3kilometer east from Aka-Okwa which shows that the town is located at the center surrounded by various sub-urban towns like Agulu-ezechukwu, Isuofia, Ikenga, from North side of Oko, Nnanka,. Then viewing from the South is Ezinifite and Mkpologwu. Ekwulobia, since its creation, it has been experiencing a laudable development all around as regards to infrastructural development such as construction and rehabilitation of new and dilapidated roads, Ekwulobia-Isuofia-Nnobi road, (Ekwulobia-Uga, Agulu-Awka road) etc, the provision of pipe born water and establishment of more. Ekwulobia the largest city in Aguata, is expanding rapidly to a population of aout five hundred thousand (5000,000) people exclusing non indigene. The land mark area covers about one hundred square meter above main sea level, the land slopes gently towards east into rally of Iyiagu, Okpalayanwu and Ofalu streams which runs down from great height causing great erosion. The people were mainly villagers and predominantly farmers.

Ekwulobia is the local government headquarters of Aguata local government area. The very few infrastructural facilities in existence, were the few primary and secondary schools, general hospital, situated with few private ones, the commercial centre area, old Eke market and New Eke market which functions every four days, Hotels, banks, like Access bank, first bank, Zenith bank FCMB etc all revolves round the park (round about).

Following the rapid population growth and Emigration rate exluded by advancement in Economic activities recently at Ekwulobia and its environs and neighbourhood, the town has being elevated into an urban status which now calls for government’s attention in infrastructural development. The advancement in economic activities such as re-structuring of parks and re-development of high risk lock-up shops, more banks, filling stations, adequacy of electric power facilities, installation of Nitell pole as been done in some other urban areas like Enugu, Nnewi, Onitsha etc. The ever increasing population growth of students of federal polytechnic Oko when results to increasing demand for more residential accommodations tends to increase the value of real properties at Ekwulobia.


1.3 Statement of Problem

Investigation reveals the problems of the existing research work, which is stated below:

  1. Within the sphere of a given project there are several Rural Development activities. Several ways of carrying out these activities emerge and become accepted as day to day practices. The need to meet certain environmental and social challenges, as may be faced by a particular organization, may cause the adoption of certain PM Practices by estate surveyor and Valuer. Personnel involved in Rural Development may also adopt certain PM Practices by estate surveyor and Valuer and stick to them for purposes which may however not relate to the project success. Several practices are therefore carried out in the management of projects but not recognized as PM Practices by estate surveyor and Valuer.
  2. The need to obtain successful projects calls for the need to also undertake optimum practices. Knowing the success, or outcome or performance of a project has a great deal of relevance to knowing the optimum practices. The effort put into the measurement of project performance in the country has portrayed little or no help in this direction. The possible, simple and most understanding way of measuring project performance with hard data is therefore needed in this regard.
  3. Performance of group of projects managed by an organization may differ from performance of another group of projects with similar characteristics but managed by another organization. The kind of PM Practices by estate surveyor and Valuer carried out by the different organizations for achieving project success may also influence variation in the performance of the projects. The significance of such differences in performance of the groups of projects is therefore necessary for determination of the characteristics of influential PM Practices by estate surveyor and Valuer.
  4. There is a relationship between PM Practices by estate surveyor and Valuer and project performance [Ramabadron et al., 1997]. Certain PM Practices by estate surveyor and Valuer adopted do not necessarily have a significant satisfactory influence on projects performance whilst some have. There would therefore be the need to promote optimum practices and a second look taken at others that confront the success of Rural Development.

1.4 Aim and Objectives of Study

The principal aim of this research is to find out the Rural Development practices carried out within the PM organizations that affect Rural Development performance. In achieving this aim, the following specific objectives were laid out as follows:

  1. To identify the Rural Development practices carried out by estate surveyor and Valuer for management of the selected Rural Development
  2. To measure the time, cost and quality performances of the Rural Development executed by estate surveyor and Valuer
  3. To determine if the performance of Rural Development managed by estate surveyor and Valuer differs significantly from the performance of Rural Development managed by another organization
  4. To determine the PM Practices by estate surveyor and Valuer that significantly influence the performance of Rural Development managed by estate surveyor and Valuer

1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

  • Does efficient Rural Development increase organization productivity by estate surveyors?
  • Does the performance of Rural Development managed by estate surveyor and Valuer differs significantly from the performance of Rural Development managed by another organization?
  • Does the involvement of Estate Surveyor and valuers ensure effective Rural Development?
  • Do Estate Surveyor and valuer perform better than quack in Rural Development?
  • To what extent do Estate Surveyors and valuers perform better than other professional in the built environment in Rural Development?
  • What are the relevance in the role played by valuers and estate surveyors?
  • What are the roles of Estate Surveyors and Valuers in Rural Development?

1.6 Research Hypothesis

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

H0: The performance of Rural Development managed by estate surveyor and Valuer differs significantly from the performance of Rural Development managed by another organization.

H1: The performance of Rural Development managed by estate surveyor and Valuer differs significantly from the performance of Rural Development managed by another organization.


1.7 Scope of Study

Numerous are the factors that affect project performance. The focus here is on the effect emanating from engaging in certain PM Practices by estate surveyor and Valuer. Project performance is considered in the context of achievement of a project’s Time, Quality and Cost objectives; it does not include other emerging performance metrics used in the measurement of project performance.

Of the two main sub-sectors in the Nigeria construction industry (road and building) the concentration is on the building sub-sector. Of the Rural Development, too, the focus is on those executed under the ‘TETFund’ (tertiary school projects), ‘Common Fund’ and ‘SIF’ “organizations”.


1.8 Limitations to Study

Apart from limited time available for completing the study, respondents were reluctant in providing data required. Both the interviewing and the questionnaire distribution stages are characterized by initial unwillingness on the part of interviewees and respondents. This was lately overcome through persistence and giving assurance that confidentiality of the projects’ time and cost information would be maintained.


1.9 Significance of Study

The study is will be significant to the development of Rural Development in the Country according to the following expected outcomes:

  1. The study aims at finding out the relationship between PM Practices by estate surveyor and Valuer and Project Performance; by having this knowledge Project team members would accordingly extricate themselves from PM Practices by estate surveyor and Valuer that have negative relationship with Performance while engaging more in those that exhibit positive relationship. This would contribute to realizing improved performance of Rural Development in the country.
  2. Furthermore, with the information that projects managed by estate surveyor and Valuer differs significantly from similar ones managed by another organization, and that this is influenced by variation in the PM Practices by estate surveyor and Valuer carried out, one organization would be prompted to benchmark relevant practices that would improve the performance of the projects it manages. In the long run, organizations involved in Rural Development in the country would have enhanced quality of PM Practices by estate surveyor and Valuer.

This study will be of immense benefit to other researchers who intend to know more on this study and can also be used by non-researchers to build more on their research work. This study contributes to knowledge and could serve as a guide for other study.


1.10 Definition of Terms

  1. Project Management: Ways of carrying out the day to day project practices management and administrative activities and decisions from the “cradle” to the “grave” of a project
  2. Project Performance: The totality of time, cost and quality performance of a given project
  3. Time Performance: The degree to which a project’s time objective is achieved, measured on the basis of a before-and- after effect
  4. Construction Time: The number of days from the commencement of work on site to the practical completion point.
  5. Cost Performance: The degree to which a project’s cost objective is achieved measured as the “unit cost”
  6. Quality performance: The degree to which a project’s quality objective is attained which is subjectively measured on a ranking scale.
