    CHAPTER ONE

    1.1 Introduction

    Educational development refers to the process of improving the quality, accessibility, and effectiveness of education. It encompasses the enhancement of educational policies, curricula, infrastructure, teacher training, and student outcomes. Poverty remains one of the most significant challenges affecting educational development in Nigeria. As one of the most populous countries in Africa, Nigeria faces a complex interplay of socio-economic factors that hinder educational progress. This paper aims to explore the causes and effects of poverty on educational development in Nigeria, highlighting the multifaceted nature of this issue.

    Poverty in Nigeria is a pervasive issue, with approximately 40% of the population living below the poverty line as of recent estimates. The roots of poverty in Nigeria can be traced to various factors, including economic instability, inadequate infrastructure, and a high unemployment rate. These elements create a vicious cycle where poverty perpetuates a lack of access to quality education, which in turn, reinforces poverty.

    As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Research hypothesis and questions, Limitation of the study and Definition of terms.


    1.2 Background of Study

    Nigeria, with a population exceeding 200 million, is Africa's most populous country and one of its largest economies. Despite its wealth in natural resources, particularly oil and gas, Nigeria struggles with significant poverty levels. According to the National Bureau of Statistics, around 40% of Nigerians live below the poverty line, translating to over 80 million people grappling with economic hardship (National Bureau of Statistics, 2019).

    The educational sector in Nigeria is significantly impacted by poverty. Children from impoverished backgrounds often face barriers such as insufficient school facilities, lack of educational materials, and unqualified teachers. Moreover, the opportunity cost of sending children to school rather than having them contribute to household income further exacerbates low enrollment and high dropout rates. Consequently, these educational deficits impede the overall development of the country, as education is a critical factor in economic growth and social stability.

    The relationship between poverty and educational development in Nigeria is intricate and deeply intertwined. Historically, the Nigerian education system has faced numerous challenges, including inadequate funding, insufficient infrastructure, and a lack of qualified teachers. These issues are exacerbated by the high poverty rates, which limit access to quality education for a significant portion of the population. The disparity in educational opportunities is stark, with children from wealthy families often attending private schools with better resources, while those from poor backgrounds struggle in underfunded public schools (UNICEF, 2018).

    Several factors contribute to the high poverty rates in Nigeria. Economic policies that do not effectively address income inequality, widespread corruption, and the lack of industrial diversification are major economic determinants. Social factors, such as a high dependency ratio, cultural practices, and regional disparities, further compound the problem. Additionally, political instability and insurgencies, particularly in the northern regions, disrupt educational activities and exacerbate poverty (World Bank, 2020).

    The effects of poverty on educational development are profound. Children from impoverished families often face multiple barriers to education, including the inability to afford school fees, uniforms, and learning materials. Moreover, many of these children are required to work to support their families, leading to high dropout rates. Schools in impoverished areas frequently lack basic amenities such as electricity, clean water, and adequate classroom space, which adversely affect the learning environment (UNICEF, 2018). The cyclical nature of poverty and poor education creates a formidable challenge for policymakers. Education is universally acknowledged as a key driver of economic and social development. Yet, in Nigeria, poverty hinders access to education, and the lack of education perpetuates poverty. Breaking this cycle requires comprehensive strategies that address both economic and educational reforms.

    Poverty remains a stubborn fact of life even in rich countries. According to Harris (2006) complex web of social relationships student experience with peers, adults in the school and family members exerts a much greater influence on their academic performance. This process starts with student core relationship with parents or primary caregivers in their lives, which form a personality that is either secure and attached or insecure and unattached. Securely attached children perform better in school (Bali et al., 2008). Therefore, in Nigeria where the research was carried out, the activities that was conducted is to know the Causes and Effects of Poverty on Educational Development.


    1.3 Statement of Problems

    Investigation revealed that despite Nigeria's substantial natural resources, poverty levels remain alarmingly high, with over 40% of the population living below the poverty line (National Bureau of Statistics, 2019). This widespread poverty limits access to education as many families cannot afford school fees, uniforms, and learning materials. Consequently, children from impoverished backgrounds are often unable to attend school, resulting in low enrollment rates, particularly in rural and underserved areas (UNICEF, 2018).

    Additionally, many schools in Nigeria, especially in rural areas, suffer from inadequate infrastructure. Classrooms are often overcrowded, and essential facilities such as libraries, laboratories, and sanitation are lacking. This poor learning environment diminishes the quality of education and discourages attendance (World Bank, 2020). The lack of investment in educational infrastructure exacerbates the educational divide between urban and rural areas, further marginalizing disadvantaged communities.

    Furthermore, the education sector in Nigeria faces a significant shortage of qualified teachers. Many teachers lack the necessary training and qualifications to provide quality education. This problem is compounded by poor remuneration and working conditions, which lead to low teacher morale and high turnover rates. The shortage of skilled educators particularly affects public schools, where the majority of children from low-income families are enrolled (Okorodudu, 2011). However, the researcher is examining the causes and effects of poverty on educational development in Owerri West Local Government Area of Imo State.


    1.4 Aim and Objectives of Study

    The aim of the study is to investigate the Causes and Effects of Poverty on Educational Development in Nigeria of Some selected Secondary Schools in Owerri West Local Government Area. In achieving this aim, the following specific objectives were laid out as follows:

    1. To examine the effects of poverty on the academic performance of the students in Owerri West Local Government Area;
    2. To determine the factors encouraging poverty in the society; and
    3. To identify other factors affecting the academic performance of the students in Owerri West Local Government Area.

    1.5 Research Questions

    The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

    • What are the effects of poverty on the academic performance of the students in Owerri West Local Government Area?
    • What are the factors encouraging poverty in the society?
    • What are the factors affecting the academic performance of the students in Owerri West Local Government Area?

    1.6 Research Hypothesis

    In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

    Hypothesis One

    • H0: There is no significant relationship between high poverty rates and low school enrollment in Owerri West Local Government Area
    • H1: There is a significant relationship between high poverty rates and low school enrollment in Owerri West Local Government Area

    1.7 Significance of Study

    The findings of this research will inform the design and implementation of targeted policies that aim to reduce poverty and improve educational outcomes. Effective policies can address the root causes of poverty, such as economic inequality, corruption, and inadequate infrastructure, leading to sustainable development (World Bank, 2020).

    Additionally, the study underscores the importance of equity in education. It sheds light on the disparities in educational access and quality between different socio-economic groups and regions in Nigeria. Addressing these disparities is crucial for promoting social justice and ensuring that all children, regardless of their background, have equal opportunities to succeed. This can foster a more inclusive society where everyone can contribute to and benefit from national development (Amnesty International, 2018).

    Furthermore, the research findings can serve as a powerful tool for raising awareness about the impact of poverty on education. They can be used by advocacy groups, NGOs, and international organizations to campaign for increased funding and support for educational initiatives in Nigeria. Greater awareness can mobilize resources and support from various stakeholders, including the government, private sector, and international community, to address the identified challenges (Olukoju, 2006).

    Finally, the findings of this research study will be of immense benefit to other researchers who intend to know more on this study and can also be used by non-researchers to build more on their research work. This study contributes to knowledge and could serve as a guide for other study.


    1.8 Scope of Study

    The scope of the research is focused on the Causes and Effects of Poverty on Educational Development in Nigeria using Owerri West Local Government Area of Imo State as a case study.


    1.9 Limitations of the Study

    During the course of this study, many things militated against its completion, some of which are:

    1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
    2. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

    1.10 Definition of Terms

    Poverty:

    Poverty is the state in which individuals or communities lack the financial resources and essentials for a minimum standard of living. It is often characterized by insufficient income to meet basic needs such as food, clothing, and shelter.

    Educational Development:

    Educational development refers to the process of improving the quality, accessibility, and effectiveness of education. It encompasses the enhancement of educational policies, curricula, infrastructure, teacher training, and student outcomes.

    Socio-Economic Barriers:

    Socio-economic barriers are obstacles that arise from an individual's or community's economic and social conditions. These barriers can limit access to resources, opportunities, and services, including education.

    Infrastructure:

    Infrastructure refers to the fundamental physical systems and facilities needed for the operation of a society or enterprise. in the context of education, it includes school buildings, classrooms, laboratories, libraries, sanitation facilities, and transportation.

    Child Labor:

    Child labor refers to the employment of children in any work that deprives them of their childhood, interferes with their ability to attend regular school, and is mentally, physically, socially, or morally harmful.

    Political Instability:

    Political instability refers to the likelihood of significant change in the leadership, policies, or structure of a government, often accompanied by social unrest, violence, or armed conflict.

    Corruption:

    Corruption is the abuse of entrusted power for private gain. It includes practices such as bribery, embezzlement, and nepotism, which undermine trust and efficiency in institutions.

    Universal Basic Education (UBE):

    Universal Basic Education (UBE) is an educational program that aims to provide free, compulsory, and universal access to basic education for all children, typically covering primary and lower secondary education.
