ABSTRACT

An automated system for Navy recruitment is an application used to streamline the Nigerian Navy recruitment process, enabling online applications, data management, and transparent applicant tracking. The aim of the study is to design and implement an Automated Nigerian Navy Recruitment System that streamlines the recruitment process, enhances transparency, and improves overall efficiency. The motivation that led to the implementation of the proposed system is that the current recruitment system lacks transparency, fostering an environment where allegations of favoritism and corruption may arise. Also, the absence of an automated system that tracks applications and processes transparently makes it difficult to ensure fair treatment of all candidates. Other motivation issues are outline at the statement of problems section. The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The programming language used is HTML, CSS, JAVASCRIPT, PHP, SQL and JQUERY. The reason why web programming languages was used is because, it is platform independent and it is a web based application. The implementation of the proposed system will streamline the application process, making it easier for candidates to apply online, track their application status, and receive timely notifications, thereby improving their overall experience and reducing the anxiety often associated with delays. Furthermore, for the Nigerian Navy, the system will enhance operational efficiency by reducing the time and resources required to manage large volumes of applications. The expected result is an automated Nigerian navy recruitment system that will implement features that promote transparency in the recruitment process, including application status tracking and automated notifications for candidates.

CHAPTER ONE

1.1 Introduction

An automated system refers to a technology-driven process where operations are performed with minimal human intervention. in the context of this study, an automated system is used to streamline the Nigerian Navy recruitment process, enabling online applications, data management, and transparent applicant tracking (Okafor et al., 2021). The Nigerian Navy Recruitment System plays a crucial role in sustaining the operational effectiveness and manpower of the naval forces in Nigeria. Traditionally, the recruitment process has been characterized by manual operations, resulting in inefficiencies, delays, and errors in data management (Okafor et al., 2021). With the advent of technology, there is a pressing need to automate this system to streamline operations, enhance transparency, and improve the overall recruitment experience for candidates. The design and implementation of an Automated Nigerian Navy Recruitment System aim to leverage modern information technology to create a robust platform that facilitates online applications, data verification, and candidate management. This system will not only minimize human intervention but also ensure a more efficient and user-friendly experience for both applicants and recruiters (Ibrahim & Ojo, 2022).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. 1.2 Background of Study

The evolution of recruitment systems in the military, particularly within the Nigerian Navy, can be traced back to the formation of the Navy itself in 1956. Initially, the recruitment process was predominantly manual and centralized, relying heavily on traditional methods such as paper applications and in-person interviews. This method, while effective in the early years, became increasingly cumbersome as the Navy expanded and the demand for personnel grew (Adedoyin & Fagbenie, 2019). As the complexities of military operations evolved, so did the recruitment needs of the Nigerian Navy. By the late 20th century, the military faced challenges related to inefficiency, transparency, and data management in recruitment processes. Reports indicated that the manual system often led to delays, loss of applications, and, at times, allegations of favoritism and corruption (Ogunleye, 2020). The necessity for reform became evident, prompting discussions about modernizing recruitment practices to align with global standards.

The advent of information technology in the early 21st century marked a pivotal point in the recruitment landscape. The Nigerian military began to explore automated systems as a means to streamline operations and enhance efficiency. Studies highlighted the success of automated recruitment systems in other sectors, showcasing their potential to reduce processing times, improve data accuracy, and enhance candidate engagement (Okafor et al., 2021). In recent years, there has been a growing recognition of the importance of an integrated automated recruitment system. The Nigerian Navy has initiated several pilot programs aimed at digitizing its recruitment processes, although challenges remain in fully implementing a comprehensive automated system (Ibrahim & Ojo, 2022).

The Nigerian Navy, as a vital component of the country's defense architecture, requires a continuous influx of skilled personnel to effectively execute its mandate of protecting Nigeria's maritime interests and ensuring national security. The recruitment process, however, has historically been fraught with challenges that impede its efficiency and effectiveness. Traditional recruitment methods, often characterized by manual processes, have led to prolonged timelines, increased human errors, and instances of corruption (Ogunleye, 2020).

In recent years, the need for a more efficient recruitment system has become increasingly apparent. The introduction of information and communication technology (ICT) in various sectors has transformed how organizations manage their processes, and the military is no exception. Various studies have highlighted the potential benefits of automating recruitment processes, including reduced processing time, improved data accuracy, and enhanced candidate engagement (Okafor et al., 2021; Ibrahim & Ojo, 2022).

Moreover, the current global landscape necessitates a shift towards digital solutions to meet the demands of modern warfare and security challenges. As adversaries become more technologically savvy, it is essential for the Nigerian Navy to adopt innovative recruitment strategies that align with global standards. Automated recruitment systems are not only more secure but also provide a platform for comprehensive data analytics, enabling better decision-making in personnel selection (Adeleke et al., 2021).

The challenges encountered that led to the execution of the research work is that, the existing system is not equipped to handle large volumes of applications efficiently, which is essential given the increasing number of candidates applying to join the Navy each year. As a result, important data may be lost or mismanaged, leading to potential candidates being overlooked or incorrectly assessed (Ibrahim & Ojo, 2022). It is against the background that the developments of this software will contribute to increased transparency in the recruitment process. Also, the implementation of an automated recruitment system will also improve data management and security. With a centralized database, the Navy will be able to efficiently store, retrieve, and analyze applicant information, reducing the risks associated with data loss or mismanagement.


1.3 Statement of Problem

Investigation revealed that the recruitment process for the Nigerian Navy has faced several challenges that hinder its efficiency and effectiveness. One major issue is the reliance on manual processes, which results in delays and increased human error in data management. This inefficiency often leads to prolonged application timelines, causing frustration for potential recruits and adversely affecting the Navy's ability to maintain a steady influx of qualified personnel (Okafor et al., 2021).

Additionally, the current recruitment system lacks transparency, fostering an environment where allegations of favoritism and corruption may arise. The absence of an automated system that tracks applications and processes transparently makes it difficult to ensure fair treatment of all candidates (Ogunleye, 2020). The need for a robust and automated Nigerian Navy Recruitment System is critical to addressing these problems. Implementing such a system ensures efficient processing of applications, enhances transparency, and ultimately improves the overall recruitment experience for both candidates and the Navy.


1.4 Aim and Objectives of the Study

The aim of the study is to design and implement an Automated Nigerian Navy Recruitment System that streamlines the recruitment process, enhances transparency, and improves overall efficiency. The specific objectives of the study are as follows:

  1. To develop a database management system that ensures accurate storage, retrieval, and management of applicant data while maintaining data security and privacy.
  2. To evaluate the effectiveness of the automated recruitment system in improving recruitment efficiency and candidate satisfaction compared to the existing manual process.
  3. To implement features that promote transparency in the recruitment process, including application status tracking and automated notifications for candidates.
  4. To design a user-friendly online application portal that facilitates seamless submissions and tracking of applications for prospective candidates.
  5. To analyze the current recruitment processes within the Nigerian Navy and identify areas of inefficiency and improvement.
  6. To provide recommendations for the ongoing maintenance and enhancement of the automated recruitment system to ensure its adaptability to future needs and technological advancements.

1.5 Significance of Study

The automated Nigerian Navy recruitment system will provide numerous benefits for various stakeholders involved in the recruitment process.

  1. For applicants, the system will streamline the application process, making it easier for candidates to apply online, track their application status, and receive timely notifications, thereby improving their overall experience and reducing the anxiety often associated with delays.
  2. For the Nigerian Navy, the system will enhance operational efficiency by reducing the time and resources required to manage large volumes of applications. This will allow the Navy to focus more on assessing candidates based on merit rather than administrative tasks.
  3. For recruitment officers, the automated system will reduce the manual workload, allowing them to focus on evaluating qualified candidates more effectively. 1.6 Scope of Study

The scope of the research is focused on the design and implementation of an automated nigerian navy recruitment system.


1.7 Limitations of the Study

The limitations of this study were influenced by several factors that impacted the design and implementation of the automated Nigerian navy recruitment system.

  1. Insufficient Data: Access to comprehensive historical recruitment data was limited, making it challenging to fully analyze past trends and recruitment challenges. This lack of data hindered the ability to develop more accurate models for predicting recruitment outcomes and applicant behavior.
  2. Financial Constraints: Limited funding meant that the study was unable to utilize some advanced technological tools and resources that would have enhanced the system's functionality and robustness.
  3. Time Constraints: The timeframe for completing the study was relatively short, which restricted the depth of testing and evaluation that could be conducted. This constraint limited the opportunity to address potential long-term issues with the system or incorporate additional features that might have improved its effectiveness.

1.8 Definition of Terms

Recruitment: Recruitment is the process of identifying, attracting, interviewing, selecting, and hiring candidates for specific job roles. in the Nigerian Navy, recruitment involves the selection of qualified individuals who meet the Navy’s criteria to fill various military positions (Adeleke et al., 2021).

Database Management System (DBMS): A Database Management System is software used to store, retrieve, and manage data in an organized manner. In this study, a DBMS is essential for securely storing applicant data and ensuring efficient retrieval of information during the recruitment process (Ibrahim & Ojo, 2022).

Transparency: Transparency in the context of recruitment refers to the open and clear processes through which applications are handled. An automated system enhances transparency by providing applicants with real-time updates and ensuring that the selection process is fair and free from favoritism (Ogunleye, 2020).

Nigerian Navy: The Nigerian Navy is the maritime branch of the Nigerian Armed Forces, responsible for the defense of Nigeria's territorial waters, offshore assets, and maritime interests. Recruitment into the Nigerian Navy is critical for maintaining its operational capacity and national security (Adedoyin & Fagbenie, 2019).
