ABSTRACT


The study was carried to assess the maritime security challenges and their effects on shipping operations in Nigeria using Apapa Port, Lagos, as the case study. Specifically, the study identified the major maritime security challenges affecting shipping operations, examined their effects on port activities, determined the factors responsible for the challenges, evaluated the effectiveness of existing maritime security measures, and identified appropriate strategies for improving maritime security and shipping operations. The study adopted a descriptive survey research design. A structured questionnaire was used to collect primary data from a sample of 180 respondents selected through simple random sampling from officials of the Nigerian Ports Authority, the Nigerian Maritime Administration and Safety Agency, shipping companies, terminal operators, freight forwarders, and port security personnel at Apapa Port, Lagos. Data collected were analyzed using frequency counts, percentages, mean, standard deviation, and Chi-square statistical analysis at a 0.05 level of significance.

The findings revealed that piracy and sea robbery recorded the highest response as the major maritime security challenge with 21.1%, followed by cargo theft (18.9%), weak surveillance systems (16.7%), and smuggling activities (15.6%). Furthermore, inadequate surveillance and monitoring systems recorded the highest factor responsible for maritime security challenges with 22.2%, while 37.2% of respondents rated existing maritime security measures as moderately effective. The Chi-square test confirmed that maritime security challenges and the identified improvement strategies had significant effects on shipping operations at Apapa Port. The study concluded that maritime security challenges significantly affect the efficiency of shipping operations at Apapa Port through increased operational costs, shipping delays, and reduced port performance. Based on the result obtained, it was recommended that government should provide adequate funding for the Nigerian Maritime Administration and Safety Agency, the Nigerian Navy, the Nigerian Ports Authority, and other maritime security agencies to improve operational capacity and acquire modern security equipment.



1.1 Introduction

Maritime security refers to the protection of ships, ports, maritime infrastructure, cargo, coastal areas, and sea routes from unlawful activities that threaten the safety, stability, and efficiency of maritime transportation. It encompasses measures designed to prevent and respond to piracy, armed robbery at sea, smuggling, terrorism, illegal fishing, human trafficking, cyber threats, and other maritime crimes that may disrupt shipping operations and international trade (International Maritime Organization [IMO], 2023). As global trade depends largely on maritime transportation, ensuring a secure maritime environment has become an essential requirement for economic growth, national security, and sustainable development.

Nigeria occupies a strategic position along the Gulf of Guinea and possesses one of Africa's largest maritime domains, making its seaports important gateways for international commerce. Among these ports, Apapa Port in Lagos serves as the country's principal commercial seaport, handling a significant proportion of Nigeria's imports and exports. The efficiency of shipping operations at Apapa Port plays a vital role in facilitating trade, generating government revenue, creating employment opportunities, and supporting industrial development. However, the port has continued to experience numerous security-related challenges that affect vessel movements, cargo handling, and overall port performance (UNCTAD, 2023).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.


1.2 Background of Study

Maritime transportation remains the backbone of international trade, with more than 80 percent of the volume of global merchandise trade being transported by sea. According to the United Nations Conference on Trade and Development (UNCTAD, 2023), maritime transport is indispensable for economic integration, industrial growth, and global supply chain sustainability because it provides the most cost-effective means of moving large volumes of goods across international markets. According to Stopford (2009), shipping serves as the foundation of international commerce by linking producers and consumers across different regions of the world. Furthermore, Cullinane (2019) asserted that efficient shipping operations contribute significantly to national competitiveness through lower transportation costs, improved logistics performance, and increased trade opportunities. These perspectives demonstrate that maritime transport is not only an economic activity but also a strategic component of national development that requires an environment where ships, cargo, ports, and maritime personnel operate safely and efficiently.

Maritime security has emerged as one of the most important factors influencing the performance of the global shipping industry. According to the International Maritime Organization (IMO, 2023), maritime security refers to the protection of ships, ports, offshore facilities, cargo, crews, and maritime infrastructure against unlawful acts such as piracy, armed robbery, terrorism, smuggling, cyber threats, and other criminal activities capable of disrupting maritime operations. Similarly, Murphy (2013) reported that maritime security encompasses preventive and response mechanisms designed to reduce threats within the maritime domain while ensuring uninterrupted commercial navigation. In the same vein, Kraska and Pedrozo (2013) contended that effective maritime security strengthens international trade by promoting safe sea routes and protecting economic interests. Likewise, Bateman (2016) affirmed that secure maritime environments encourage investor confidence, improve port productivity, and reduce operational risks faced by shipping companies.

Nigeria occupies a strategic geographical location along the Gulf of Guinea, one of the world's busiest maritime corridors. According to the Nigerian Maritime Administration and Safety Agency (NIMASA, 2024), Nigeria possesses extensive coastal resources, numerous inland waterways, and major seaports that facilitate both domestic and international trade. Furthermore, the World Bank (2023) reported that Nigerian seaports play a significant role in supporting industrial production, customs revenue generation, employment creation, and regional trade integration. Moreover, Olayiwola and Akinwale (2021) asserted that the maritime sector contributes substantially to Nigeria's economic diversification agenda because a large proportion of imported raw materials, manufactured goods, petroleum products, and exported commodities pass through the nation's seaports. These realities underscore the importance of maintaining effective maritime security to sustain uninterrupted shipping operations.

Among Nigeria's major seaports, Apapa Port in Lagos occupies a unique position because it handles a considerable share of the country's import and export activities. According to the Nigerian Ports Authority (NPA, 2024), Apapa Port serves as the nation's busiest commercial seaport and remains a critical gateway for containerized cargo, petroleum products, industrial machinery, agricultural commodities, and consumer goods. Similarly, UNCTAD (2023) reported that the efficiency of major seaports significantly determines the competitiveness of national logistics systems and international trade performance. Supporting this position, Rodrigue (2020) stated that modern ports function as integrated logistics hubs where shipping services, customs administration, cargo handling, warehousing, and inland transportation converge to facilitate efficient supply chain operations.

Nigeria has implemented several initiatives aimed at strengthening maritime security through policy reforms, institutional collaboration, and technological innovation. According to NIMASA (2024), the Deep Blue Project was introduced to improve maritime surveillance, intelligence gathering, rapid response capability, and inter-agency cooperation against maritime crimes. Similarly, the International Maritime Organization (2023) stated that improved compliance with the International Ship and Port Facility Security (ISPS) Code has enhanced security standards across many Nigerian port facilities. Building on this perspective, the International Labour Organization (2022) reported that strengthening maritime governance improves both the safety of seafarers and the resilience of shipping operations. While these initiatives have produced measurable improvements, security concerns continue to pose operational challenges within several maritime locations. This study is set against the backdrop of assessing maritime security challenges and their effects on shipping operations in Nigeria, with particular emphasis on Apapa Port, Lagos State.


1.3 Statement of Problems

Investigation revealed that maritime security challenges have remained a major concern within Nigeria's maritime sector, particularly at Apapa Port, Lagos, which serves as one of the country's busiest seaports. Despite the strategic importance of the port to international trade and economic development, incidents such as sea robbery, cargo theft, smuggling, piracy-related threats within coastal waters, vandalism, illegal boarding of vessels, and inadequate port surveillance continue to disrupt shipping activities and increase operational risks (International Maritime Organization [IMO], 2023; United Nations Conference on Trade and Development [UNCTAD], 2023).

Additionally, shipping operations depend heavily on a secure maritime environment to ensure the timely movement of vessels, cargo, and maritime personnel. However, persistent security breaches around ports and coastal routes have continued to affect operational efficiency, increase turnaround time for vessels, discourage foreign investment, and reduce the competitiveness of Nigerian ports within the West African maritime corridor (Nigerian Maritime Administration and Safety Agency, 2024).

Furthermore, there is a need to provide current evidence that will support policymakers, port authorities, shipping companies, and security agencies in strengthening maritime security strategies and improving operational efficiency. It is against this backdrop that this study seeks to assess the maritime security challenges and their effects on shipping operations in Nigeria, using Apapa Port, Lagos, as a case study.


1.4 Aim and Objectives of Study

The aim of this study is to assess maritime security challenges and their effects on shipping operations in Nigeria using Apapa Port, Lagos, as a case study.

The specific objectives of this research are to:

  1. Identify the major maritime security challenges affecting shipping operations at Apapa Port.
  2. Examine the effects of maritime security challenges on shipping operations at Apapa Port.
  3. Determine the factors responsible for maritime security challenges at Apapa Port.
  4. Evaluate the effectiveness of existing maritime security measures at Apapa Port.
  5. Recommend appropriate measures for improving maritime security and shipping operations at Apapa Port.

1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The following research questions will guide the study:

  • What are the effects of maritime security challenges on shipping operations at Apapa Port?
  • What factors are responsible for maritime security challenges at Apapa Port?

1.6 Research Hypotheses

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

Hypothesis One

  • H0: There is no significant relationship between maritime security challenges and shipping operations at Apapa Port.
  • H1: There is a significant relationship between maritime security challenges and shipping operations at Apapa Port.

Hypothesis Two

  • H0: Maritime security challenges have no significant effect on the operational efficiency of shipping activities at Apapa Port.
  • H1: Maritime security challenges have a significant effect on the operational efficiency of shipping activities at Apapa Port.

Hypothesis Three

  • H0: Factors responsible for maritime security challenges do not significantly influence shipping operations at Apapa Port.
  • H1: Factors responsible for maritime security challenges significantly influence shipping operations at Apapa Port.

Hypothesis Four

  • H0: Existing maritime security measures are not significantly effective in improving shipping operations at Apapa Port.
  • H1: Existing maritime security measures are significantly effective in improving shipping operations at Apapa Port.

Hypothesis Five

  • H0: The recommended maritime security improvement measures have no significant relationship with shipping efficiency at Apapa Port.
  • H1: The recommended maritime security improvement measures have a significant relationship with shipping efficiency at Apapa Port.

1.7 Significance of Study

The outcome of this research will provide useful information that supports efforts to improve maritime security and enhance shipping operations at Apapa Port, Lagos. Also, the study will assist government agencies in strengthening policies and enforcement strategies aimed at reducing maritime crimes within Nigerian waters.

Furthermore, the outcome will help port managers understand the security issues affecting vessel movement, cargo handling, and overall port efficiency. It will also support government policymakers with reliable information for improving maritime safety and protecting national economic interests.

Lastly, the information will contribute to academic knowledge by providing current evidence on maritime security challenges in Nigeria.


1.8 Scope and Limitations of the Study

The scope of this research is focused on the assessment of maritime security challenges and their effects on shipping operations in Nigeria using Apapa Port, Lagos State, as the case study. The respondents comprise officials of the Nigerian Ports Authority (NPA), Nigerian Maritime Administration and Safety Agency (NIMASA), shipping companies, port security personnel, freight forwarders, and other relevant stakeholders operating within Apapa Port.

Although the findings provide useful information on maritime security at Apapa Port, they may not completely represent the situation in every seaport across Nigeria because operational conditions differ from one port to another.


1.9 Definition of Terms

Maritime Security:

Maritime security refers to the protection of ships, ports, cargo, offshore facilities, maritime infrastructure, and coastal waters against unlawful acts such as piracy, armed robbery, terrorism, smuggling, and other criminal activities that threaten safe maritime operations (International Maritime Organization, 2023).

Shipping Operations:

Shipping operations refer to all activities involved in the movement of ships, cargo handling, vessel scheduling, loading, unloading, documentation, and other services required to transport goods through seaports efficiently (Stopford, 2009).

Maritime Challenges:

Maritime challenges are problems or threats that affect the safety, security, and efficiency of maritime transportation, including piracy, sea robbery, cargo theft, illegal trafficking, poor surveillance, and inadequate law enforcement (Murphy, 2013).

Port Security:

Port security refers to the measures, procedures, personnel, and technologies used to protect port facilities, ships, cargo, workers, and visitors from criminal or unlawful activities (International Maritime Organization, 2023).

Apapa Port:

Apapa Port is Nigeria's largest commercial seaport located in Lagos State, serving as a major gateway for the country's imports, exports, and international maritime trade (Nigerian Ports Authority, 2024).

Piracy:

Piracy refers to unlawful violent acts committed at sea against ships, crew members, or cargo for personal or financial gain (International Maritime Bureau, 2024).

Cargo Theft:

Cargo theft is the illegal removal or stealing of goods during transportation, storage, or handling within the maritime transport system (Murphy, 2013).

Maritime Surveillance:

Maritime surveillance refers to continuous monitoring of maritime activities through patrols, radar systems, satellites, drones, and other technologies to detect and prevent illegal activities within territorial waters (NIMASA, 2024).
