1.1 Introduction
Online examination monitoring refers to the process of supervising students during assessments conducted through digital platforms to ensure academic integrity, fairness, and adherence to examination rules. In the context of Nigerian universities, online examinations is increasingly adopted as an alternative to traditional face-to-face assessments due to the advancement of information and communication technology and the need for flexible learning environments (Oyelere et al., 2020).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
The advent of information and communication technology has transformed the educational landscape worldwide, and Nigeria is not exempted from this trend. According to Oyelere, Fashina, and Ibrahim (2020), online examination monitoring has emerged as a crucial component in the digital assessment process in higher education institutions. They reported that the need to ensure fairness, transparency, and academic integrity has led Nigerian universities to increasingly adopt online examinations, especially during periods when traditional classroom settings are not feasible. The introduction of online examinations is intended to facilitate a more flexible, accessible, and efficient approach to evaluating students' academic performance, eliminating geographical and temporal constraints associated with conventional assessment methods (Oyelere, Fashina, and Ibrahim, 2020).
According to Adebisi and Oladipo (2021), the digital environment in which online examinations are conducted is highly susceptible to breaches of academic integrity. They asserted that students exploit technological loopholes, including impersonation, collaboration with peers, and unauthorized access to digital resources during assessments. The difficulty in enforcing strict monitoring protocols remotely has amplified concerns about the credibility of examination outcomes. On the other hand, the authors contended that even with the deployment of proctoring software and other monitoring tools, ensuring strict compliance remains a persistent challenge for universities.
Okoye and Onah (2020) reported that many Nigerian universities lack the necessary technological infrastructure to implement fully functional online examination systems. They affirmed that inconsistent power supply, low internet bandwidth, and inadequate computing resources hinder the seamless administration of online assessments. In addition, disparities exist between well-resourced and less-resourced institutions, creating inequalities in access to reliable online examination systems. Students from universities with limited infrastructure are often disadvantaged, as technical disruptions may interrupt their examination experience and compromise performance. On the other hand, this inequality is compounded by the varying digital literacy levels among students and academic staff, which influences the efficiency and effectiveness of online monitoring (Eze, Okafor, & Uche, 2022).
The ethical and privacy implications of online examination monitoring are another area of concern. Adeyemi (2021) stated that online proctoring involves continuous surveillance of students, often through webcams, screen recording, and tracking of computer activities. He reported that such monitoring can raise privacy concerns, as students may perceive the process as intrusive and stressful. On the other hand, universities face the delicate task of balancing effective surveillance with respect for students' privacy rights. The authors asserted that failure to address these ethical issues could result in distrust between students and academic institutions, potentially undermining the credibility of the online examination system.
According to Afolabi and Musa (2021), unfamiliarity with digital assessment platforms often induces anxiety among students, which may negatively affect performance. They affirmed that while some students adapt quickly to online assessments, others struggle with navigating software, understanding online instructions, and adhering to virtual examination protocols. Oladipo (2020) asserted that, the sudden shift from traditional examinations to fully online assessments exposed gaps in policy, infrastructure, and preparedness in many Nigerian universities. He reported that institutions were often unprepared to implement comprehensive monitoring strategies that could prevent academic dishonesty and ensure equitable assessment for all students. This study is set against the backdrop of these challenges, aiming to explore the problems associated with online examination monitoring in Nigerian universities and identify strategies that can improve the integrity, efficiency, and fairness of digital assessments.
1.3 Statement of Problems
Investigation revealed that the online environment is prone to cheating practices including impersonation, unauthorized collaboration, and the use of electronic devices to access information during exams. Monitoring students remotely is more complex than in traditional examination halls, making it difficult for instructors to ensure compliance with examination rules (Adebisi & Oladipo, 2021).
Additionally, the use of webcams, screen recording, and other monitoring software raise ethical questions about surveillance and the protection of personal data. Universities is challenged with balancing effective monitoring with respect for students' privacy rights, often leading to tension and dissatisfaction among stakeholders (Adeyemi, 2021).
Furthermore, the psychological stress and lack of familiarity with online examination systems is an issue for many students, which affects their performance and concentration during exams (Eze et al., 2022). It is against this backdrop that this study seeks to investigate the challenges of online examination monitoring in Nigerian universities.
1.4 Aim and Objectives of Study
The aim of this study is to examine the challenges of online examination monitoring in Nigerian universities and to provide solutions that enhance the integrity, efficiency, and fairness of digital assessments. In achieving this aim, the following specific objectives were laid out as follows:
- To identify the technical issues affecting online examination monitoring in Nigerian universities.
- To examine the level of digital literacy among students and academic staff in using online monitoring systems.
- To evaluate the extent of academic dishonesty in online examinations and its impact on assessment credibility.
- To assess ethical and privacy concerns related to online proctoring and surveillance.
- To propose strategies for improving the effectiveness and reliability of online examination monitoring systems.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What are the technical issues affecting online examination monitoring in Nigerian universities?
- What is the level of digital literacy among students and academic staff in using online monitoring systems?
- To what extent does academic dishonesty occur in online examinations, and how does it affect assessment credibility?
- What ethical and privacy concerns arise from online proctoring and surveillance?
- What strategies can be implemented to improve the effectiveness and reliability of online examination monitoring systems?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis 1
- Null (H0): There is no significant relationship between technical issues and the effectiveness of online examination monitoring in Nigerian universities.
- Alternative (H1): Technical issues significantly affect the effectiveness of online examination monitoring in Nigerian universities.
Hypothesis 2
- Null (H0): Digital literacy of students and academic staff does not influence the efficiency of online examination monitoring.
- Alternative (H1): Digital literacy of students and academic staff significantly influences the efficiency of online examination monitoring.
Hypothesis 3
- Null (H0): Academic dishonesty does not affect the credibility of online examination results.
- Alternative (H1): Academic dishonesty significantly affects the credibility of online examination results.
Hypothesis 4
- Null (H0): Ethical and privacy concerns are not associated with students' perception of online examination monitoring.
- Alternative (H1): Ethical and privacy concerns are significantly associated with students' perception of online examination monitoring.
Hypothesis 5
- Null (H0): Proposed strategies will not improve the effectiveness and reliability of online examination monitoring.
- Alternative (H1): Proposed strategies will improve the effectiveness and reliability of online examination monitoring.
1.7 Significance of Study
It is believed that at the completion of the study, the research will provide practical solutions to enhance the effectiveness, fairness, and reliability of online examination monitoring in Nigerian universities. The findings will also help policymakers and university management strengthen institutional frameworks for online assessments.
Furthermore, the study will guide academic staff on best practices for supervising online examinations and reducing academic dishonesty. In addition, the study will support the development of policies that protect students' privacy while maintaining academic integrity.
Lastly, the research will contribute to the improvement of digital infrastructure and training programs, ensuring better preparedness for online examinations.

1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.

Online Examination Monitoring:

Digital Literacy:

Academic Dishonesty:
Adebisi and Oladipo (2021) reported that academic dishonesty involves cheating behaviors such as impersonation, collaboration during exams, and unauthorized access to information during online assessments.
