1.1 Introduction
Gender equality today is gaining all the relevance in the planning of the State program around the world. It has been the target of most of the countries in the process of pursuing women rights. Moreover, gender equality achievement is another way of achieving Goals of Sustainable development. The context of achieving women rights and overcoming glass blocks has a great impact on gender equality implementation (Allwood, 2020). Women’s political participation has been shown to be particularly influential to women in their communities. Factors such as female voter turnout, female political participation, and public service responsiveness towards women have a positive relationship with the presence of women in decision-making positions across the public and private sectors (Burns, Schlozman and Verba, 2001).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Research hypothesis and questions, Limitations of the Study and Definition of technical terms.
1.2 Background of Study
Women’s aspiration to fully participate in the governance of Nigeria dates back to the pre-colonial era when women contributions to the anti colonial struggle were visible and pronounced in their resistance to the draconian tax policy of the colonial administration. According to Akinyode-Afolabi (2006:1), in spite of the significant roles of women before and after independence, the ascendancy of socio-cultural prejudices and inadequate laws had consistently militated against women’s rights, especially political rights. However, the challenge of women’s participation in the political process in Nigeria has gained additional significance, since the return of democratic rule in 1999. The renewed vibrancy and vigour of the women folks and their sympathizers in agitating for an appreciable participatory role for women in the current democratic dispensation has its roots in the many international norms and institutions designed to advance the cause of women. This aspiration is premised on the grounds that women in Nigeria represent close to half of the population and therefore should be allowed a fair share in decision-making and governance of the country. Added to this is the widely acceptable belief that all human beings are equal and women possess same right as men to participate in governance and public life (Oluajo, 2003).
Additionally, women’s political participation has been shown to be particularly influential to women in their communities. Factors such as female voter turnout, female political participation, and public service responsiveness towards women have a positive relationship with the presence of women in decision-making positions across the public and private sectors (Burns, Schlozman and Verba, 2001). It also predisposes the interest, efficacy, knowledge and political partisanship (Beauregard 2014).
The fate of the Nigeria women for the past 45 years cannot be described as the best but it can be said to be much better than what is obtainable in some third world countries. It is of a believe that women are sex symbols whose paramount place is either in the kitchen or in their husband’s bed, the Nigeria women have blossomed into what can comfortably be described as independent for over forty five (45) years after Nigeria’s independent. Women accepted whatever attitude, belief, biases and treatment meted out to them until recently when Nigeria women have gradually become more aware of this right and places in society. To the average Nigeria man, any woman who knows her political rights and asks is quickly regarded as “Tomboyish” and quickly labeled “woman rebel” during the colonial era, much was not heard of woman in Nigeria political except few occasion when they stood their ground to protest one incident or another.
In African women had made history in politics often times, it is associated with violence and military incursion. In 1973, the agitation from the Northern Nigeria women brought about formation of Northern People Congress (NPC) and Northern Elements of Progressive Union (NEPU). The world body recognizes that women need a sort of special support in view of the fact that they are often discriminated against in many part of the world even the so-called civilized world. The above statement had established that fact that all over the world women are discriminated against and need special training, support and encouragement to attain political heights like their male counterparts.
Therefore, in Nigeria where the research was carried out, the activities that was conducted is to know the Gender Equality and Women Representation in the Governance.
1.3 Statement of Problems
Investigation revealed that the attainment of gender equality is now an issue of global concern. It is seen as a prerequisite for achieving sustainable human development, especially in the public sphere. The affirmative action is an initiative to redress the question of gender imbalance imposed by centuries of discrimination against women.
In this regard, it is of course relevant and necessary to examine the affirmative action principle much as there is still a lot of misunderstanding and controversy over its implementation. Many countries that have used the principle found it a very useful tool for creating a level playing field for female participation not only in the electoral process but also in democratic governance (WARDC Report, 2003).
Though there have been several newspapers’ reports about the gross under − representation of women in the Nigerian political scene, which is largely regarded as speculative; this study intends to localize the affirmative action in Osun state, so as to ascertain gender disparities in both elective and appointive offices under the Olagunsoye Oyinlola administration, 2003-2010.
1.4 Aim and Objectives of Study
The aim of the study is to examine the Gender Equality and Women Representation in the Governance. In achieving this aim, the following specific objectives were laid out as follows:
- To examine the Gender Action Plan of Osun state between 2003 and 2010;
- To investigate gender specific problems arising from political contest; and
- To determine the level of awareness among key decision makers about gender-related issues; and
- To identify the gender specific problems arising from political contest in the area under study.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- Are women actively involved in the politics?
- Does the exclusion of women from participating in the political process create any vacuum in national development?
- What roles did the Gender Action Policy of Osun state set out to achieve since its inception?
- What is the level of awareness among key decision-makers about gender − related issues?
- What are the gender specific problems arising from political contest?
1.6 Research Hypothesis
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: The nature of gender action policy of Osun state does not tend to limit the implementation of the affirmative action
- H1: The nature of gender action policy of Osun state tends to limit the implementation of the affirmative action
Hypothesis Two
- H0: Women representation in the governance of Osun state is not possibly determined by the level of awareness among key decision-makers about gender- related issues
- H1: Women representation in the governance of Osun state is possibly determined by the level of awareness among key decision-makers about gender-related issues
Hypothesis Three
- H0: Gender equality in the governance of Osun state does not require change of attitudes, beliefs and some cultural practices
- H1: Gender equality in the governance of Osun state requires change of attitudes, beliefs and some cultural practices.
1.7 Significance of Study
The significance of this study lies principally in its efforts at advancing our knowledge in respect of the underlying issues and strategies involved in gender development and emancipation of women’s rights. It will also help in providing the requisite platform for appreciating the opportunities and challenges involved in reducing the gap of gender imbalance in public decision- making positions.
By attempting to make proposals for bridging the gap of gender inequalities, women’s disempowerment and under- representation in governance, it is hoped that Nigerian policy makers and others who are concerned about women’s political participation will find the output of this research useful.
1.8 Scope of Study
The scope of the research is focused on the Gender Equality and Women Representation in the Governance. This study examines the level of implementation of the affirmative action in Osun state under the Olagunsoye Oyinlola administration. It investigates the specific problems of gender disparities and under- representation of women in both elective and appointive offices between 2003 and 2010.
1.9 Limitations of the Study
During the course of this study, many things militated against its completion, some of which are:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Research material: availability of research material is a major setback to the scope of the study.
- Frequent power failure: This made the researcher append more money on fuel to ensure sustainable power.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
1.10 Research Methodology
Primary and secondary data were used in this study. The entire Osun State constitutes the target population. The primary data were collected through structured interview by administering questionnaires to a selected sample of the target population. The sample was taken from selected six (6) local governments, two (2) each from the three (3) senatorial districts of the state; using random sampling technique. The selected local governments are: Osogbo, Ife Central, Ilesa East, Odo Otin, Ede South, and Irewole local governments.
A total of nine-hundred (900) questionnaires were distributed with (150) in each of selected local governments. Respondents in these local governments were purposively selected on the basis of knowledge and/or involvement with the subject matter of the study. Thus, the respondents reflected the bearers of specific and relevant information such as the political class, both serving and retired civil servants, members of the academia, and other relevant government officials. Secondary data were sourced from books, journals, internet-based materials, and other related published and unpublished materials relevant to the study. Finally, data collected were analyzed using descriptive method and content analysis.
1.11 Definition of Terms
Women Liberation: Women liberation emerged with these struggles for rights and objective, it is said to constitute what is of women’s concern and what is not, because people use the word freely.
Alienation: This concept of alienation is defined as the state of being withdrawn or isolated. It could be denying of one’s right.
Apathy: can be defined as lack of interest in or concern for things that others find moving or exciting especially in the political systems of a society.
Culture: Culture is defined as people’s way of life, which includes their mode of dressing, cooking, dancing, eating, greeting, language etc. It is a particular from or stage of civilization as that of a certain nation or period.
