1.1 Introduction
Administrative reforms in public service refer to deliberate and structured changes introduced by governments to improve the efficiency, effectiveness, accountability, and responsiveness of public institutions in the delivery of services to citizens. These reforms typically involve adjustments in organizational structures, processes, human resource management, and policy implementation strategies with the aim of strengthening governance and improving public sector performance (Pollitt & Bouckaert, 2017). In most cases, administrative reforms are designed to reduce bureaucratic inefficiencies, enhance transparency, and promote a results-oriented culture within public institutions.
Organizational efficiency in the public service context refers to the ability of government institutions to achieve desired outcomes using minimal resources while maintaining quality service delivery standards. It involves the optimal utilization of human, financial, and material resources to achieve institutional goals without unnecessary delays, wastage, or duplication of efforts (OECD, 2020).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Historically, administrative reforms in public service can be traced to early efforts by governments to improve bureaucratic systems that emerged during the classical public administration era. According to Pollitt and Bouckaert (2017), administrative reforms are reported that they evolved in waves across different countries, depending on political, economic, and institutional contexts. They stated that countries in Europe, North America, and parts of Asia implemented various reform strategies such as privatization, regulatory reforms, and public sector downsizing to improve efficiency. These reforms were aimed at reducing public expenditure and improving service delivery outcomes (Pollitt and Bouckaert, 2017).
Administrative reforms refer to deliberate and systematic changes introduced within public institutions to improve governance structures, enhance service delivery, and strengthen institutional performance. According to Pollitt and Bouckaert (2017), administrative reform is reported that it involves the continuous restructuring of public sector organizations to make them more efficient, transparent, and responsive to societal needs. These reforms are often implemented through policy redesign, civil service restructuring, digital transformation, and performance management systems aimed at improving how government institutions operate.
Hughes (2018) stated that, administrative reforms are stated that they are essential tools for modernizing public administration, especially in environments where traditional bureaucratic systems are characterized by rigidity, inefficiency, and slow decision-making processes. Hughes asserted that reforms influenced by New Public Management principles have shifted public service delivery toward results-oriented approaches, where performance measurement and accountability are prioritized. According to the Organisation for Economic Co-operation and Development (OECD, 2020), administrative reforms are affirmed that they play a critical role in strengthening institutional capacity and improving the quality of governance across countries. The OECD contended that governments that successfully implement reforms such as digital governance, decentralization, and public financial management improvements tend to achieve higher levels of organizational efficiency.
World Bank (2022) reported that, administrative reforms are reported that they remain a key strategy for addressing persistent governance challenges in developing countries. The World Bank stated that many public sector institutions in low and middle-income countries struggle with inefficiencies such as corruption, weak accountability systems, and poor coordination among agencies. It further asserted that while reforms have been introduced in several phases, the outcomes have often been limited due to weak implementation capacity and resistance to change within public institutions.
In many developing economies, including Nigeria, administrative reforms have been introduced over time to improve the efficiency of public service delivery. According to Adamolekun (2019), reforms in the Nigerian public sector are reported that they have included civil service restructuring, monetization policies, and public sector governance initiatives aimed at reducing wastage and improving accountability. According to Obasanjo (2020), administrative reforms in Nigeria are stated that they were designed to reposition the public service for improved productivity and service delivery. He asserted that reforms such as the introduction of performance-based management systems and institutional restructuring were intended to improve efficiency. However, challenges such as political interference, inadequate funding, and bureaucratic resistance have limited their effectiveness in achieving sustainable improvements in organizational performance. This study is set against the backdrop of the persistent challenges facing administrative reforms in enhancing organizational efficiency within the public service sector.
1.3 Statement of Problems
Investigation revealed that administrative reforms are often introduced without adequate alignment with existing organizational culture and capacity. In many public institutions, outdated bureaucratic structures still dominate decision-making processes, leading to delays in service delivery and inefficient resource utilization. Employees sometimes experience role ambiguity due to frequent policy shifts that are not properly communicated or institutionalized (Hughes, 2018).
Additionally, employee resistance to change remains a significant barrier. Workers in public institutions often perceive reforms as threats to job security or established routines, leading to low morale and limited cooperation in reform implementation.
Furthermore, issues of corruption, inadequate accountability systems, and political interference continue to undermine the effectiveness of administrative reforms in the public service. In several cases, reform initiatives are not fully implemented due to lack of political will or insufficient funding, which creates a gap between policy formulation and practical execution. It is against this backdrop that this study seeks to examine the impact of administrative reforms on organizational efficiency in public service.
1.4 Aim and Objectives of Study
The aim of this study is to assess the impact of administrative reforms on organizational efficiency in public service. In achieving this aim, the following specific objectives were laid out as follows:
- To examine the effect of administrative reforms on service delivery efficiency in public institutions.
- To determine the influence of digital transformation on organizational performance in the public service.
- To assess the relationship between staff capacity development and effective implementation of administrative reforms.
- To evaluate the impact of accountability mechanisms on efficiency in public service organizations.
- To identify the challenges affecting the implementation of administrative reforms in the public sector.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What effect do administrative reforms have on service delivery efficiency in public institutions?
- How does digital transformation influence organizational performance in the public service?
- What is the relationship between staff capacity development and implementation of administrative reforms?
- How do accountability mechanisms affect efficiency in public service organizations?
- What are the challenges affecting the implementation of administrative reforms in the public sector?
1.6 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Administrative reforms have no significant effect on service delivery efficiency in public institutions.
- H1: Administrative reforms have a significant effect on service delivery efficiency in public institutions.
Hypothesis Two
- H0: Digital transformation has no significant influence on organizational performance in the public service.
- H0: Digital transformation has a significant influence on organizational performance in the public service.
Hypothesis Three
- H0: Staff capacity development has no significant relationship with implementation of administrative reforms.
- H0: Staff capacity development has a significant relationship with implementation of administrative reforms.
Hypothesis Four
- H0: Accountability mechanisms have no significant effect on efficiency in public service organizations.
- H0: Accountability mechanisms have a significant effect on efficiency in public service organizations.
1.7 Significance of Study
It is believed that at the completion of the study, government policymakers will use the findings to improve administrative reform strategies for better public service efficiency. Also, public service managers will adopt improved operational practices that will enhance service delivery effectiveness.
Furthermore, civil servants will benefit from improved understanding of reform processes that will enhance job performance. In addition, citizens will experience improved service delivery outcomes from more efficient public institutions.
Lastly, academic researchers will gain updated empirical data that will support further studies on public sector reforms.
1.8 Scope and Limitations of the Study
The scope of this study is limited to administrative reforms and organizational efficiency within the Lagos State Civil Service Commission, Nigeria. The study covers selected departments within the commission to assess reform implementation and service delivery outcomes.
The study does not extend to other states in Nigeria or federal ministries, and findings may not fully represent the entire Nigerian public service system due to institutional differences.
1.9 Definition of Terms
Administrative Reforms:
According to Pollitt and Bouckaert (2017), administrative reforms are reported that they involve systematic changes in public sector institutions aimed at improving efficiency, transparency, and service delivery through restructuring and policy innovation.
Organizational Efficiency:
According to OECD (2020), organizational efficiency is stated that it refers to the optimal use of resources in public institutions to achieve maximum output with minimal waste and delay in service delivery.
Public Service:
According to Hughes (2018), public service is affirmed that it refers to government institutions responsible for implementing policies and delivering essential services to citizens.
Digital Transformation:
According to World Bank (2022), digital transformation is reported that it involves the integration of digital technologies into public sector operations to improve efficiency, transparency, and accessibility of services.
