1.1 Background of Study

Since the return to democratic rule in 1999, adult education has increasingly been linked to political participation, recognizing that educated citizens are more likely to participate actively in electoral processes and governance (Okeke, 2010). Adult education has been recognized globally as a powerful tool for social transformation and empowerment. It provides adults with the opportunity to acquire knowledge and skills that enable them to participate effectively in various aspects of society, including political processes. In many developing countries, including Nigeria, adult education programs aim to bridge the literacy gap and promote civic awareness among populations that were previously marginalized or excluded from formal education systems (Okedara, 2017).

Nigeria, as Africa's most populous nation, has experienced various political transitions, including colonial rule, military regimes, and a relatively young democracy since 1999. Despite democratic progress, political participation remains uneven, with many citizens disengaged from voting, policy debates, and governance activities. Low levels of political literacy and civic education have been identified as major barriers to active political participation (Ibeanu, 2008). In this context, adult education emerges as a critical avenue for enhancing citizens’ understanding of their political rights and responsibilities, and for encouraging broader participation in democratic governance.

Studies indicate that individuals with higher educational attainment are more likely to engage in political activities, such as voting, activism, and community organizing (Almond & Verba, 1963; Fatile & Adejuwon, 2016). However, formal education alone does not fully capture the political participation dynamics in Nigeria, where many adults missed early schooling opportunities. Adult education programs, therefore, have the potential to fill this gap by providing informal and non-formal learning opportunities tailored to adult learners, thereby fostering political consciousness and engagement.

Adult education according to UNESCO (2015) refers to the practice of teaching and educating adults who have passed the traditional age of schooling. It encompasses a wide range of learning activities aimed at equipping adults with skills, knowledge, and values necessary for personal development, social integration, and active citizenship (UNESCO, 2015). in the context of political participation, adult education plays a crucial role in enhancing individuals' understanding of political processes, rights, and responsibilities, thereby fostering greater engagement in democratic practices.

Political participation is broadly defined as the involvement of citizens in activities that influence the selection of political leaders and the policies they enact (Verba, Schlozman, & Brady, 1995). In Nigeria, where democratic consolidation faces numerous challenges, increasing political participation is essential for governance and development. The relationship between adult education and political participation has been widely studied, with evidence suggesting that higher levels of education contribute to greater political awareness, efficacy, and involvement (Niemi & Junn, 1998). Adult education, particularly in Nigeria, can serve as a vital tool for empowering marginalized and previously excluded groups to take active roles in political processes. Therefore, this project aims to examine how adult education influences political participation in Nigeria, exploring both the extent and nature of this impact.

1.2 Statement of Problems
\r\n
Investigation revealed that political participation is a fundamental element of any functioning democracy, yet Nigeria continues to experience low levels of citizen involvement in political processes such as voting, public debates, and community decision-making (Ibeanu, 2008). Adult education is supposed to be a means of addressing this gap by equipping individuals with the knowledge and skills necessary to participate actively in political life. However, in Nigeria, adult education is still not fully harnessed or appreciated as a tool for increasing political participation.

Furthermore, the challenge is that many adult education programs in Nigeria are limited in scope, underfunded, or poorly organized, making it difficult for them to reach the broad population that needs them most (Obanya, 2003). Additionally, cultural, economic, and social barriers prevent many adults from accessing these educational opportunities, resulting in a significant portion of the population remaining politically disengaged (Fatile & Adejuwon, 2016). It is against the backdrop that this study is therefore necessary to explore how adult education is impacting political participation in Nigeria, identifying the gaps and challenges that limit its effectiveness.

1.3 Aim and Objectives of Study

The aim of this study is to investigate the impact of adult education on political participation in Nigeria.
\r\n
The objectives of the study are as follows:

\r\n- To assess the level of political participation among adults who have undergone adult education programs in Nigeria.
\r\n- To examine the extent to which adult education improves political awareness and knowledge of civic rights and responsibilities.
\r\n- To identify the challenges faced by adult education programs in promoting political participation in Nigeria.
\r\n- To evaluate the effectiveness of existing adult education initiatives in enhancing voter turnout and other forms of political engagement.
\r\n- To recommend strategies for improving adult education programs to foster greater political participation among Nigerian adults.

1.4 Research Questions
\r\n
Based on the objectives of the study, the following research questions have been formulated:

\r\n- What is the level of political participation among adults who have completed adult education programs in Nigeria?
\r\n- How does adult education influence adults’ awareness and knowledge of their political rights and responsibilities?
\r\n- What challenges do adult education programs face in promoting political participation in Nigeria?
\r\n- How effective are existing adult education initiatives in increasing voter turnout and other forms of political engagement?
\r\n- What strategies can be implemented to improve adult education programs to enhance political participation among Nigerian adults?

1.5 Significance of Study
\r\n
The outcome of this research will benefit non-governmental organizations and community groups working to increase political awareness and participation by offering evidence-based recommendations on how adult education can be leveraged as a tool for democratic development. The study will also benefit civil society organizations and advocacy groups by equipping them with evidence to design targeted civic education campaigns that reach adults outside the formal education system.

Furthermore, this research study will add to academic literature, serving as a reference for future research on the intersection of education and political behavior in Nigeria and similar contexts. It will also inform community leaders and local governments about the role adult education plays in empowering citizens to participate more actively in governance and community decision-making.

1.6 Scope of Study
\r\n
The scope of this research is focused on the impact of adult education on political participation within Lagos State, Nigeria. The research study will cover adults aged 18 and above who have participated in formal and non-formal adult education programs within the state over the last five years.
\r\n
The research will not extend beyond Lagos State, and it will primarily focus on adult education’s role in electoral participation and other forms of political engagement within this geographical boundary.

1.7 Limitations of the Study
\r\n
Several limitations were encountered during the course of this study, which may have influenced the results and conclusions.
\r\n
\r\n- Delay from Respondents: Many participants experienced time constraints or hesitated to commit to the study due to their busy schedules. This delay limited the volume of data that could be gathered within the planned timeframe.
\r\n- Financial Constraints: Due to budget limitations, there was insufficient funding to expand the research to a larger sample size or to include more varied geographic locations, which might have provided a broader perspective.
\r\n- Time Constraints: The time available for conducting the study was limited, reducing the possibility of performing a more in-depth longitudinal analysis.

1.8 Definition of Terms

Adult Education:
\r\n
Adult education refers to organized learning activities designed for mature individuals who are beyond traditional school age. It aims to provide knowledge, skills, and attitudes that enable adults to participate more fully in society (United Nations Educational, Scientific and Cultural Organization [UNESCO], 2015).
