ABSTRACT

The growing presence of construction and demolition landfills has raised significant concerns regarding their impact on public and occupational health. The study investigates the emerging public and occupational health issues that impact construction and demolition (CandD) landfills. Investigation revealed that there is inadequate regulation and oversight of landfills, which often leads to improper handling and disposal of hazardous materials such as asbestos, lead, and other toxic substances. Also, the lack of stringent control can result in the release of harmful pollutants into the environment, contributing to air and soil contamination and posing health risks to nearby communities. The research design used in this report is descriptive design, utilizing questionnaire method to obtain information from the respondents for this project. Primary data were collected from the primary source which questionnaire was used as an instrument of data collection while secondary data were sources from textbooks, journals, newspapers and the internet were employed. The data were presented on a frequency distribution table and analyzed using simple percentage, while hypothesis was tested using chi-square test. The findings from this study will provide crucial insights for policymakers, enabling the development of more effective regulations and guidelines to manage the health risks associated with construction and demolition (C&D) landfills. Additionally, the research will help public health officials understand the specific pollutants and health hazards linked to C&D landfills. Based on the findings, it was recommended that regulatory frameworks governing C&D landfills should be strengthened to ensure stringent controls on hazardous materials and proper waste management practices. Furthermore, safety protocols for workers should be upgraded to address the physical and environmental hazards present in C&D landfills.

CHAPTER ONE

1.1 Introduction

Construction and Demolition (C&D) Landfills are specialized waste disposal sites designed specifically to handle debris generated from construction, renovation, and demolition activities. C&D landfills typically accept materials such as concrete, wood, metals, asphalt, and sometimes hazardous substances like asbestos and lead (USEPA, 2016). Public health concerns related to C&D landfills are increasingly being recognized as these sites may emit pollutants that contribute to respiratory problems, cardiovascular diseases, and other health issues among residents living close to these areas (Bratveit et al., 2010). Moreover, the occupational health risks for workers at these landfills are equally concerning. Workers are often exposed to dangerous materials, dust, and other hazardous conditions that can lead to chronic illnesses, injuries, and long-term health complications (Godish, 2004).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitation of the study and Definition of terms.


1.2 Background of Study

The management of construction and demolition (C&D) waste has become an increasingly critical issue in the context of global urbanization and development. As cities expand and infrastructure projects multiply, the volume of C&D waste generated has grown substantially, necessitating the establishment of specialized landfills for its disposal. C&D landfills are designed to handle materials such as concrete, wood, metals, asphalt, and occasionally hazardous substances like asbestos and lead (EPA, 2016). However, the environmental and health implications of these landfills are a growing concern, particularly as they relate to both public health and occupational safety.

Historically, the focus on landfill impacts has been predominantly centered on municipal solid waste (MSW) landfills, with comparatively less attention given to the specific issues arising from C&D landfills (Al-Yousfi & Ahamad, 2017). Unlike MSW landfills, C&D landfills often contain a diverse mix of materials that can degrade differently and emit various pollutants, including volatile organic compounds (VOCs), particulate matter, and other hazardous substances. These pollutants can have significant adverse effects on the health of individuals living near these sites, as well as those working within them.

The background to this study is rooted in the increasing evidence that C&D landfills pose unique challenges that are not fully addressed by existing waste management frameworks. For instance, the lack of stringent regulations and enforcement in many regions allows for the improper disposal and management of C&D waste, leading to environmental contamination and health risks (Begum et al., 2009). Furthermore, occupational health risks associated with working in C&D landfills, such as exposure to dust, heavy metals, and other hazardous materials, are often underestimated, resulting in insufficient protection for workers (ILO, 2018).

The history of construction and demolition (C&D) landfills is closely tied to the broader evolution of waste management practices, which have developed in response to the rapid industrialization and urbanization of the modern world. The need for specialized landfills for C&D waste became apparent as construction activities surged, particularly during the post-World War II era, when large-scale urban development and infrastructure projects proliferated across the globe (Klee & Filippelli, 2006).

Initially, C&D waste was often disposed of in general municipal landfills without much regard for the specific environmental and health risks posed by these materials. However, as awareness of environmental pollution grew in the late 20th century, governments and environmental agencies began to recognize the need for more specialized disposal methods. This led to the establishment of dedicated C&D landfills, which were intended to better manage the unique types of waste generated by construction and demolition activities, such as concrete, asphalt, metals, and hazardous materials like asbestos (USEPA, 2004).

Paustenbach (2002) asserted that despite the creation of these specialized landfills, the regulatory frameworks governing C&D waste have historically been less stringent than those for municipal solid waste. This has often resulted in inadequate management practices, leading to environmental contamination and health risks. For example, studies in the 1990s and early 2000s began to highlight the release of harmful substances, such as volatile organic compounds (VOCs) and particulate matter, from C&D landfills, which posed significant risks to both nearby communities and workers (Paustenbach, 2002). The recognition of these risks has prompted gradual changes in policy and practice. In many developed countries, stricter regulations have been implemented, including requirements for waste segregation, recycling, and the proper handling of hazardous materials. However, in many developing countries, C&D waste management practices remain inadequate, contributing to ongoing public and occupational health concerns (Kofoworola & Gheewala, 2009).

Therefore, in Nigeria where the research was carried out, the activities that was conducted is to know the impact of construction and demolition (CandD) landfills; emerging public and occupational health issues.


1.3 Statement of Problems

Investigation revealed that the management of construction and demolition (C&D) landfills presents several pressing problems related to both public and occupational health. One major issue is the inadequate regulation and oversight of these landfills, which often leads to improper handling and disposal of hazardous materials such as asbestos, lead, and other toxic substances (USEPA, 2016). This lack of stringent control can result in the release of harmful pollutants into the environment, contributing to air and soil contamination and posing health risks to nearby communities.

Additionally, the environmental impacts of C&D landfills include the emission of particulate matter and volatile organic compounds (VOCs), which can exacerbate respiratory and cardiovascular conditions among residents living in proximity to these sites (Bratveit et al., 2010). The long-term exposure to these pollutants may lead to chronic health issues, yet the monitoring and mitigation measures for such emissions are often insufficient.

For workers involved in the operation of C&D landfills, the health risks are equally concerning. These workers are frequently exposed to hazardous conditions, including high levels of dust and potential contact with toxic substances, which can lead to occupational diseases and injuries (ILO, 2018). The lack of proper safety equipment and protective measures exacerbates these risks, highlighting the need for improved occupational health standards and practices. Hence, it is against this backdrop that this study aims to examine the impact of construction and demolition (CandD) landfills; emerging public and occupational health issues.


1.4 Aim and Objectives of Study

The aim of the study is to investigate the emerging public and occupational health issues that impact construction and demolition (CandD) landfills. In achieving this aim, the following specific objectives were laid out as follows:

  1. To identify and analyze the environmental pollutants emitted by C&D landfills and their potential health effects on nearby communities.
  2. To evaluate the occupational health risks faced by workers in C&D landfills, including exposure to hazardous materials and unsafe working conditions.
  3. To assess the effectiveness of current regulatory frameworks and management practices in mitigating the health risks associated with C&D landfills.
  4. To explore and document case studies of C&D landfills with significant health impacts and analyze the specific factors contributing to these issues.
  5. To develop recommendations for improving waste management practices, regulatory measures, and occupational health standards to better protect public and worker health in relation to C&D landfills.

1.5 Research Questions

The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:

  • What are the primary environmental pollutants emitted by construction and demolition (C&D) landfills, and how do these pollutants affect public health in nearby communities?
  • What specific occupational health risks do workers face at C&D landfills, and how do these risks impact their health and safety?
  • How effective are current regulatory frameworks and management practices in addressing the health risks associated with C&D landfills?
  • What are the key factors contributing to health issues reported in case studies of C&D landfills with significant public and occupational health impacts?
  • What improvements can be made to waste management practices and regulatory policies to better mitigate the health risks associated with C&D landfills?

1.6 Research Hypothesis

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

  • H01: The emission of environmental pollutants from construction and demolition (C&D) landfills significantly contributes to adverse health effects among residents living near these landfills.
  • H02: Specific factors such as inadequate safety measures, improper handling of hazardous materials, and lack of effective monitoring contribute significantly to the health problems observed in C&D landfills.

1.7 Significance of Study

The outcome realized from the research findings will be significant to the following stakeholders:

  1. The findings from this study will provide crucial insights for policymakers, enabling the development of more effective regulations and guidelines to manage the health risks associated with construction and demolition (C&D) landfills.
  2. The research will help public health officials understand the specific pollutants and health hazards linked to C&D landfills, thus informing public health interventions and awareness campaigns aimed at protecting communities living near these sites.
  3. The study will benefit landfill operators and construction companies by highlighting best practices for waste management and worker safety, ultimately leading to improved operational procedures and reduced health risks.
  4. The findings will also contribute to academic research and knowledge, offering valuable data and analysis for future studies on environmental and occupational health impacts related to waste management.
  5. Finally, the research will support workers and labor unions by identifying key occupational health risks and advocating for enhanced safety measures and protections in the workplace, thereby improving overall worker well-being and safety standards.

1.8 Scope of Study

The scope of the research is focused on the impact of construction and demolition (C and D) landfills; emerging public and occupational health issues.


1.9 Limitations of the study

During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:

  1. Access to comprehensive and up-to-date data on emissions and health impacts from C&D landfills might be restricted, limiting the ability to conduct thorough analyses.
  2. Variability in landfill management practices and regulations across different regions can make it challenging to draw generalized conclusions or comparisons.
  3. Limited availability of case studies or empirical research specific to C&D landfills might constrain the scope of the research and hinder the ability to identify patterns and trends.
  4. Potential biases in reporting health issues or inadequate monitoring of health impacts in some regions could affect the accuracy and reliability of the findings.
  5. Financial and logistical constraints might restrict fieldwork opportunities, such as site visits and interviews with landfill operators or affected communities, impacting the depth of primary data collected.

1.10 Definition of Terms

Construction and Demolition (C&D) Landfills: These are specialized waste disposal sites designed specifically to handle debris generated from construction, renovation, and demolition activities. C&D landfills typically accept materials such as concrete, wood, metals, asphalt, and sometimes hazardous substances like asbestos and lead (USEPA, 2016).

Public Health: Refers to the science and practice of protecting and improving the health of communities through education, promotion of healthy lifestyles, and research for disease and injury prevention. Public health concerns in the context of C&D landfills include exposure to pollutants and environmental contaminants that can lead to health issues among residents living near these sites (Bratveit et al., 2010).

Occupational Health: This field focuses on the physical and mental well-being of workers and aims to prevent work-related injuries and illnesses. In C&D landfills, occupational health issues include exposure to hazardous materials, dust, and unsafe working conditions that can affect the health and safety of landfill workers (ILO, 2018).

Environmental Pollutants: Substances that, when released into the environment, cause adverse effects on human health or the ecosystem. in the context of C&D landfills, common pollutants include particulate matter, volatile organic compounds (VOCs), and hazardous chemicals that can leach into the soil and water (USEPA, 2004).

Volatile Organic Compounds (VOCs): Organic chemicals that have high vapor pressure at room temperature, leading to significant emission into the air. VOCs can contribute to air pollution and have potential health impacts, including respiratory problems and increased risk of chronic diseases (Godish, 2004).

Particulate Matter: Tiny solid or liquid particles suspended in the air that can be inhaled and cause health issues. In C&D landfills, particulate matter may originate from dust and debris, posing risks such as respiratory distress and cardiovascular problems for both the public and workers (Bratveit et al., 2010).

Regulatory Frameworks: The set of laws, regulations, and guidelines established by government bodies to manage and control the environmental and health impacts of waste management practices. Effective regulatory frameworks for C&D landfills are crucial for ensuring proper waste handling and minimizing health risks (USEPA, 2016).
