1.1 Introduction
The Nigerian Police Force (NPF) is a national law enforcement agency responsible for maintaining public order, preventing and detecting crime, and enforcing laws in Nigeria. It operates under the authority of the Police Act, which outlines its duties, powers, and functions (Police Act, 2020). The police play a pivotal role in the administration of criminal justice in Nigeria, serving as the primary law enforcement agency tasked with maintaining public order, preventing and investigating crimes, and enforcing the law. Their function is crucial in ensuring the rule of law, protecting citizens' rights, and upholding justice. This introduction delves into the multifaceted responsibilities of the Nigerian police force within the criminal justice system, exploring their impact on law enforcement, crime prevention, and community relations.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Research hypothesis and questions, Limitation of the study and Definition of terms.
1.2 Background of Study
The legal framework guiding the operations of the NPF includes the Police Act of 1943, which has been amended several times to address emerging challenges in policing. The Criminal Code Act and the Penal Code Act also provide the substantive legal basis for criminal law in Southern and Northern Nigeria, respectively. Additionally, the Administration of Criminal Justice Act (ACJA) 2015 aims to ensure a more efficient and humane criminal justice system by addressing the procedural aspects of criminal trials and promoting the rights of suspects and defendants (ACJA, 2015).
In recent years, the NPF has continued to grapple with numerous challenges, including widespread corruption, inadequate funding, poor training, and allegations of human rights abuses. The #EndSARS movement in 2020, which called for the disbandment of the Special Anti-Robbery Squad (SARS) due to its involvement in extrajudicial killings and torture, highlighted the urgent need for comprehensive police reform. In response to these challenges, the Nigerian government enacted the Police Act of 2020, which aims to modernize the police force, improve accountability, and enhance the welfare of police officers (Amnesty International, 2020).
The administration of criminal justice in Nigeria remains a critical area for ongoing reform. Efforts to enhance the effectiveness of the NPF include improving training programs, increasing funding for police operations, and implementing measures to combat corruption within the force. Additionally, collaboration between the police, judiciary, and civil society organizations is essential for building a more transparent and accountable criminal justice system (CLEEN Foundation, 2018).

For instance, the quality of police investigations directly impacts the adjudication process in courts and the eventual administration of justice. Recent reforms aimed at improving the police force's capabilities and accountability includes the enactment of the Police Act 2020 and various community policing initiatives. These efforts are designed to address the systemic issues within the police force and enhance their role in delivering justice.
Therefore, in Nigeria where the research was carried out, the activities that was conducted is to know the role of police on the administration and criminal justice system.
1.3 Statement of Problems
Investigation revealed that the role of the police in the administration and criminal justice system in Nigeria is fraught with numerous challenges that impede its effectiveness and efficiency. A significant issue is the widespread corruption within the NPF. Instances of bribery, extortion, and misuse of power are rampant, leading to a severe erosion of public trust and confidence in the police. This corruption is often exacerbated by inadequate oversight and accountability mechanisms, which allow such practices to persist unchecked (Human Rights Watch, 2010).
Another critical problem is the inadequate training and poor welfare of police officers. Many officers lack the necessary skills and knowledge to perform their duties effectively, which hampers their ability to investigate crimes thoroughly and manage complex criminal cases. Additionally, poor working conditions, insufficient salaries, and a lack of basic resources demoralize the police force and contribute to inefficiency and corruption (CLEEN Foundation, 2018).
Human rights abuses by the police are also a significant concern. Reports of unlawful detention, torture, and extrajudicial killings are common, further diminishing public confidence in the police. These abuses often occur in the context of the police's broad discretionary powers and a lack of effective disciplinary measures. The infamous Special Anti-Robbery Squad (SARS), disbanded in 2020 following widespread protests, epitomized these issues, with numerous documented cases of brutality and misconduct (Amnesty International, 2020).
The legal and institutional framework within which the NPF operates also presents challenges. Despite several reforms, including the enactment of the Police Act 2020, there are still significant gaps in the laws and policies governing the police. These gaps include inadequate provisions for community policing, insufficient measures to protect the rights of suspects and detainees, and a lack of clear guidelines for police conduct. Consequently, the police often operate in a legal grey area, which can lead to arbitrary and unjust practices (Police Reform Act, 2020).
Moreover, the relationship between the police and other components of the criminal justice system, such as the judiciary and correctional services, is often fraught with inefficiencies and lack of coordination. These issues result in delays in the prosecution of cases, overcrowded prisons, and a general lack of trust in the criminal justice system as a whole. Effective collaboration and communication between these entities are crucial for a functional justice system, yet they are often lacking (CLEEN Foundation, 2018). Hence, it is against this backdrop that this study aims to examine the role of police on the administration and criminal justice system in Nigeria.
1.4 Aim and Objectives of Study
The aim of the study is to examine the role of police on the administration and criminal justice system in Nigeria. In achieving this aim, the following specific objectives were laid out as follows:
- To investigate the prevalence and impact of corruption within the NPF and its effect on public trust and the overall administration of justice;
- To explore the relationship between the Nigeria Police Force and other components of the criminal justice system;
- To evaluate the factors that affect the performance of police in maintaining law and order and administering justice;
- To assess the legal and institutional framework governing the operations of the Nigeria Police Force; and
- To propose actionable recommendations for comprehensive reforms aimed at professionalizing the police force, enhancing accountability, and restoring public trust in the Nigeria Police Force.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- What is the prevalence and impact of corruption within the NPF and its effect on public trust and the overall administration of justice?
- What is the relationship between the Nigeria Police Force and other components of the criminal justice system?
- What are the factors that affect the performance of police in maintaining law and order and administering justice?
- What is the legal and institutional framework governing the operations of the Nigeria Police Force?
- What specific reforms and policy recommendations can enhance the professionalization, accountability, and public trust in the Nigerian Police Force?
1.6 Research Hypothesis
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
Hypothesis One
- H0: Inadequate training, resources, and poor welfare of police officers negatively impact their performance and the overall effectiveness of the criminal justice system in Nigeria.

Hypothesis Two
- H0: Corruption within the Nigerian Police Force does not significantly undermine public trust and hampers the effective administration of justice.

1.7 Significance of Study
This study provides critical insights into the structural and functional challenges facing the Nigerian Police Force. By identifying areas needing reform, policymakers can develop informed and effective strategies to enhance police performance, accountability, and overall effectiveness in the criminal justice system.

Understanding these impacts can guide internal reforms, improve training programs, and enhance resource allocation to better equip officers for their duties.
- Judicial System: The study underscores the importance of coordination and collaboration between the police and the judiciary. Improved understanding of this relationship can help judicial stakeholders develop processes that ensure timely and fair administration of justice, reducing case backlogs and improving outcomes for all parties involved.
- Civil Society Organizations: For organizations focused on human rights and social justice, this research provides evidence-based data on the extent and nature of police misconduct and human rights abuses. This information is crucial for advocacy, public awareness campaigns, and initiatives aimed at protecting citizens' rights and holding law enforcement accountable.
- General Public: By shedding light on the issues within the Nigerian Police Force and proposing actionable reforms, the study aims to restore public trust in law enforcement. Improved police accountability and performance can lead to a safer society, where citizens feel protected and confident in the criminal justice system's ability to uphold the rule of law.
1.8 Scope of Study
The scope of the research is focused on the role of police on the administration and criminal justice system in Nigeria.
1.9 Limitations of the Study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.

Police:

Criminal Justice System:
It is the network of agencies and institutions responsible for law enforcement, prosecution, defense, adjudication, and corrections. In Nigeria, this system includes the police, courts, and correctional facilities, each playing a distinct role in the administration of justice (Dambazau, 2007).
