1.1 Introduction
Transport planning is defined as the systematic process of designing, organizing, and managing transportation systems to ensure the efficient movement of people and goods within a specific area or region (Rodrigue, 2020). It involves evaluating existing transport infrastructure, predicting future demands, and implementing strategies that optimize accessibility, reduce congestion, and support economic activities. In the context of urban centers, effective transport planning is essential for sustaining industrial operations, facilitating trade, and ensuring the timely delivery of goods and services. Freight logistics, on the other hand, refers to the management of the flow of goods from the point of origin to the point of consumption, encompassing transportation, warehousing, inventory management, and supply chain coordination (Christopher, 2016). The efficiency of freight logistics is heavily dependent on the availability and quality of transport networks, as well as on regulatory frameworks and urban planning strategies.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are significance of the study, scope of work, research hypothesis and questions, limitation of the study and definition of terms.
1.2 Background of Study
Transport planning is a fundamental aspect of urban development that ensures the efficient movement of goods and people within a city. According to Rodrigue (2020), transport planning involves the design, organization, and management of transport systems to support economic growth, minimize congestion, and enhance accessibility. In urban centers such as Lagos, where economic activities are concentrated, the role of transport planning becomes particularly critical. The city is Nigeria's commercial nerve center, hosting major industries, seaports, and distribution hubs, which collectively generate high demand for the movement of both raw materials and finished goods. Effective transport planning in this context is essential for sustaining industrial operations and ensuring the competitiveness of firms operating in the region.
Freight logistics, which encompasses the movement, storage, and management of goods across supply chains, is closely linked to transport planning. Christopher (2016) reported that efficient freight logistics depends on the availability of well-planned transport infrastructure, proper traffic management, and integration with other modes of transport such as rail and waterways. Firms that rely heavily on the importation of raw materials, such as Flour Mills of Nigeria Plc, require timely and reliable transportation to maintain uninterrupted production processes. The company produces a wide range of food products, including flour, pasta, and animal feed, and distributes these products to various markets across Nigeria. Any disruption in the transportation of raw materials from ports or finished goods to markets significantly impacts operational efficiency, cost structures, and profitability.
Lagos faces unique challenges in urban transport management. Several studies have highlighted the economic implications of inefficient freight logistics in Lagos. Akintoye and MacLeod (2018) contended that delays in goods movement increase operational costs for businesses, reduce competitiveness, and create ripple effects throughout the supply chain. Similarly, Adeyemi and Omole (2019) affirmed that poor transport planning affects not only large manufacturing firms but also small and medium-scale enterprises, leading to delays in the delivery of essential products and materials. The congestion around Lagos ports, particularly the Apapa corridor where many industrial firms, including Flour Mills of Nigeria Plc, are situated, is a recurring challenge. Trucks often face long queues for loading and unloading, a situation that disrupts both supply chain schedules and urban traffic flow.
According to Ehinomen and Iruonagbe (2020), urban sprawl in Lagos has outpaced the development of transport systems, leading to overutilization of existing roads and increased vulnerability to congestion. The authors stated that the city's transport planning mechanisms have historically emphasized passenger mobility over freight considerations, leaving industrial operators to navigate inefficient routes and contend with limited alternative transport modes such as rail or inland waterways. In addition, environmental and economic factors are closely linked to freight logistics efficiency. Increased congestion leads to higher fuel consumption, elevated greenhouse gas emissions, and environmental degradation.
Adepoju (2017) reported that inefficient freight movement in Lagos significantly contributes to air pollution and noise levels, affecting both public health and the sustainability of urban ecosystems. From an economic perspective, delays and increased operational costs reduce profit margins for firms and may affect national food security in cases where delays in food product delivery occur. Flour Mills of Nigeria Plc, as a major player in Nigeria's agro-allied industry, experiences firsthand the consequences of poor transport planning on freight operations, highlighting the practical urgency of addressing these challenges. This study is set against the backdrop of examining transport planning and the challenges of freight logistics in Lagos, with a specific focus on Flour Mills of Nigeria Plc.
1.3 Statement of Problems
Investigation revealed that freight logistics is a critical component of urban economic systems, especially in major commercial centers where the movement of raw materials and finished goods supports industrial productivity and market supply chains. In Nigeria, Flour Mills of Nigeria Plc remains one of the leading manufacturing and food processing companies, relying heavily on efficient transportation networks for the distribution of wheat, flour, pasta, and other related products across the country. However, the effectiveness of freight logistics operations is strongly influenced by the nature of urban transport planning, particularly in highly congested cities such as Lagos. Lagos serves as the commercial hub of Nigeria, accommodating a large share of the nation's industrial activities and port operations, which significantly increases the volume of freight movement within the city.
Additionally, transport planning in Lagos is often criticized for placing greater emphasis on passenger mobility while giving relatively limited attention to freight transportation needs. As a result, freight vehicles frequently compete with passenger vehicles for limited road space, especially along major industrial corridors and port access routes. Studies have shown that inefficient freight movement in Lagos leads to economic losses, increased fuel consumption, and environmental concerns such as air pollution and noise emissions (Aderamo & Magaji, 2010; Oyesiku, 2017).
Furthermore, the rapid population growth and urban expansion of Lagos continue to place additional pressure on its already overstretched transport infrastructure. The lack of integrated freight transport planning, insufficient alternative transport modes such as rail and inland waterways, and weak enforcement of traffic management policies further complicate the movement of goods within the city. These challenges highlight the gap between existing transport planning strategies and the practical requirements of freight logistics operations for large industrial organizations. It is against this backdrop that this study seeks to examine transport planning and the challenges of freight logistics in Lagos with particular reference to Flour Mills of Nigeria Plc.
1.4 Aim and Objectives of Study
The aim of this study is to evaluate the relationship between transport planning and the operational efficiency of freight logistics in Lagos, with a focus on Flour Mills of Nigeria Plc. The specific objectives of the study include:
- To assess the impact of traffic congestion on the efficiency of freight logistics in Lagos.
- To identify infrastructure challenges affecting the movement of goods for Flour Mills of Nigeria Plc.
- To evaluate the role of transport planning policies in supporting or hindering freight logistics operations.
- To provide practical recommendations for improving freight logistics efficiency in Lagos.
1.5 Research Questions
The study came up with research questions so as to be able to ascertain the above stated objectives. The specific research questions for the study are stated below as follows:
- How does traffic congestion affect the efficiency of freight logistics operations in Lagos?
- What infrastructure challenges are faced by Flour Mills of Nigeria Plc in moving raw materials and finished goods?
- How do existing transport planning policies influence freight logistics in Lagos?
- What strategies can be adopted to improve freight logistics efficiency in Lagos?
1.6 Research Hypothesis
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
- H0: Transport planning policies in Lagos do not significantly affect the efficiency of freight logistics for Flour Mills of Nigeria Plc.
- H1: Transport planning policies in Lagos significantly affect the efficiency of freight logistics for Flour Mills of Nigeria Plc.
1.7 Significance of Study
The outcome of this research will provide actionable guidance for policy formulation and communication strategies aimed at enhancing campus security. In addition, the study will Inform transport authorities about the need for designated freight corridors and integration of alternative transport modes.
Furthermore, the research assist Flour Mills of Nigeria Plc in optimizing delivery schedules and minimizing operational costs associated with delays.
Lastly, the outcome of this research will guide financial and investment stakeholders in identifying areas for infrastructure development that will improve supply chain efficiency.
1.8 Scope of Study
This study focuses on the transport planning and freight logistics challenges experienced by Flour Mills of Nigeria Plc in Lagos, Lagos State, Nigeria. It covers the operational processes related to the movement of raw materials from ports to the company's production facilities, as well as the distribution of finished products to markets within Lagos and surrounding states.
1.9 Limitations of the study
During the course of this study, there were some problems encountered which stood as limitations to the research work. Some of the limitations include:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
- Initial Cooperation Delay from Respondents: A particular limitation of this work came as a result of the respondent refusal to offer their cooperation at the initial time they were contacted. This contributed in making the success of this research study difficult.
1.10 Definition of Terms
Transport Planning:
Transport planning is the systematic approach to designing, implementing, and managing transportation systems to optimize the movement of goods and people, reduce congestion, and support economic activities (Rodrigue, 2020).
Freight Logistics:
Freight logistics refers to the planning, execution, and management of the movement of goods from origin to destination, including transportation, warehousing, inventory control, and supply chain coordination (Christopher, 2016).
Urban Congestion:
Urban congestion is the situation where the demand for road space exceeds available capacity, causing slow movement of vehicles, delays in delivery, and increased operational costs (Oyesiku, 2017).
Industrial Corridors:
Industrial corridors are designated zones or routes within cities where industrial and manufacturing activities are concentrated, requiring dedicated freight access to facilitate efficient supply chain operations (Aderamo & Magaji, 2010).
Supply Chain Efficiency:
Supply chain efficiency is the ability of a company to move materials, products, and information through the production and distribution network with minimal delay and cost (Adeyemi & Omole, 2019).
