1.1 Introduction
A web-based lecturers' evaluation system is an online application designed to enable students to assess lecturers' teaching performance through a computerized platform. The system provides a structured approach for collecting, processing, storing, and presenting evaluation information using web technologies. Unlike manual evaluation methods that depend on physical documents, a web-based system allows users to submit feedback electronically while administrators manage and analyze the collected data efficiently. According to Sommerville (2016), software systems are developed to automate activities, improve information management, and provide reliable solutions to organizational challenges.
Lecturers' evaluation is an important academic activity that helps institutions measure teaching effectiveness, identify areas for improvement, and maintain quality educational standards. The feedback obtained from students provides useful information about lecturers' communication skills, teaching methods, course delivery, and interaction with learners. According to Biggs and Tang (2011), effective evaluation practices contribute to improved teaching quality by providing information that supports continuous academic development. However, when evaluation activities are handled manually, institutions may experience difficulties such as delayed results, poor record management, and challenges in maintaining confidentiality.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the aim and objectives of the study. Others are significance of the study, scope of work, limitation of the study and definition of technical terms.
1.2 Background of Study
The development of lecturers' evaluation systems is connected with the growth of quality assurance practices in higher education institutions. Lecturer evaluation began as a method of assessing teaching effectiveness, improving instructional quality, and obtaining feedback from students about learning experiences. In the early stages, many institutions relied on traditional methods such as paper-based questionnaires, interviews, and academic reviews to evaluate lecturers' performance. According to Laudon and Laudon (2022), information systems are designed to support organizational activities by improving the collection, processing, storage, and distribution of information for effective decision-making. The adoption of web-based systems in educational institutions has become increasingly important due to the need for reliable and efficient management of academic processes.
Lecturers' evaluation is an essential activity in higher education institutions because it provides information about teaching effectiveness, course delivery methods, and interactions between lecturers and students. The evaluation process helps institutions identify strengths and weaknesses in teaching practices and develop strategies for improving academic standards. According to Biggs and Tang (2011), continuous assessment of teaching activities contributes to quality improvement by encouraging reflective teaching practices and enhancing students' learning experiences. Similarly, Marsh (2007) reported that students' evaluation of teaching provides valuable feedback that assists institutions in understanding the effectiveness of instructional approaches and lecturers' contributions to academic development.
In many higher institutions, lecturers' evaluation is traditionally conducted through manual methods involving printed questionnaires and physical collection of responses. Although this method has been widely used, it is associated with several challenges, including delays in data processing, difficulty in maintaining evaluation records, increased administrative workload, and possible errors during data analysis. According to Pressman and Maxim (2020), manual handling of information-intensive activities often reduces efficiency because of limitations in processing speed, accuracy, and accessibility. In the same vein, Sommerville (2016) stated that software solutions are developed to automate repetitive activities, minimize human errors, and improve the reliability of information management processes.
The growth of information and communication technology has influenced the way educational institutions perform administrative and academic activities. Web-based applications have provided opportunities for universities and polytechnics to improve services such as student registration, examination management, learning management, and performance assessment. According to O'Brien and Marakas (2011), information technology applications enhance organizational operations by increasing efficiency, improving communication, and supporting better decision-making. Furthermore, institutions that adopt computerized evaluation systems are able to collect feedback more conveniently and analyze results within a shorter period compared with manual approaches.
The effectiveness of a lecturers' evaluation system depends on its ability to provide accurate, confidential, and accessible assessment procedures. Students need a platform where they can provide honest feedback without unnecessary barriers, while academic administrators require a reliable method for reviewing and interpreting evaluation results. According to DeLone and McLean (2003), successful information systems are determined by factors such as system quality, information quality, usability, and user satisfaction. Moreover, a properly developed web-based evaluation system encourages transparency and improves confidence in the evaluation process by ensuring that data is organized and managed systematically.
The Department of Computer Science, Federal Polytechnic Nekede requires an improved approach for managing lecturers' evaluation activities due to the increasing demand for efficient academic administration. The manual evaluation process may create difficulties in storing previous assessment records, comparing lecturers' performance over time, and producing timely reports for decision-making. According to Turban et al. (2018), computerized systems support organizations by providing structured access to information and improving the ability to analyze large amounts of data. Additionally, technology-driven evaluation platforms provide opportunities for institutions to monitor teaching quality and develop appropriate measures for academic improvement. Similarly, the implementation of a web-based lecturers' evaluation system supports effective communication between students and academic management by creating a formal channel for feedback. In the same vein, educational institutions can use evaluation outcomes to identify training needs, improve teaching strategies, and promote continuous professional development among lecturers.
This study is set against the backdrop of the need to develop a computerized evaluation system that addresses the limitations of manual lecturers' assessment methods and provides an effective platform for collecting, managing, and analyzing students' feedback in the Department of Computer Science, Federal Polytechnic Nekede.
1.3 Statement of Problem
The existing system for lecturers' evaluation in the Department of Computer Science, Federal Polytechnic Nekede faces several challenges that affect the effectiveness and reliability of the evaluation process. The problems associated with the existing system include:
- The existing system depends largely on paper-based evaluation methods, which makes the process stressful, time-consuming, and difficult to manage.
- The old system lacks a centralized database for storing and retrieving lecturers' evaluation records, leading to difficulties in maintaining accurate historical information.
- The traditional system requires manual collection and analysis of responses, which causes delays in preparing evaluation reports for academic decision-making.
- The existing system method of computation is exposed to mistakes during data entry, calculation, and storage because information is handled manually.
- The previously used system does not provide students with a flexible platform for submitting evaluations, especially when physical questionnaires are unavailable or difficult to access.
- Lastly, the system makes it difficult for administrators to quickly analyze evaluation results and identify areas that require improvement.
1.4 Aim and Objectives of the Study
The main objective of this study is to design and implement a web-based lecturers' evaluation system for the Department of Computer Science, Federal Polytechnic Nekede. The specific objectives of this research are to:
- Create a web-based platform that allows students to evaluate lecturers' teaching performance through an organized and accessible system.
- Develop a database system for storing, managing, and retrieving lecturers' evaluation records securely and efficiently.
- Design an interactive user interface that improves the process of collecting and accessing lecturers' evaluation information.
- Implement the web-based lecturers' evaluation system to reduce the challenges associated with manual evaluation methods.
- Evaluate the effectiveness of the developed system in improving accuracy, transparency, and efficiency in lecturers' performance assessment.
1.5 Significance of Study
The deployment of the proposed system will hold significant relevance in the following ways:
- The system will provide students with a simple and accessible platform for evaluating lecturers and submitting feedback without depending on physical questionnaires.
- The new system will provide lecturers with organized feedback about their teaching activities, which will support improvement in areas identified through evaluation results.
- The proposed system will improve the department's ability to manage lecturers' evaluation records and access reports when needed.
- The developed system will support the management of Federal Polytechnic Nekede by providing accurate evaluation information for academic planning and decision-making.
- Lastly, the system will serve as a useful reference material for students and researchers interested in developing academic information systems.
1.6 Scope of Study
This study focuses on the design and implementation of a web-based lecturers' evaluation system for the Department of Computer Science, Federal Polytechnic Nekede, Imo State, Nigeria. The study covers student evaluation of lecturers, user registration, evaluation form management, storage of evaluation records, and generation of evaluation reports.
The system is limited to lecturers' performance assessment within the Department of Computer Science and does not cover other departments or institutions.
1.7 Limitations of the Study
During the course of this study, many things militated against its completion, some of which are:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Establishment Policies: Establishment policies posed a serious limitation as most staffs are not ready to release information needed for this research work. There were lots of information needed from the staffs of this institution to enhance the study which took them time to release or they did not release at all for security purposes, hence the scope was reduced.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).
1.8 Definition of Terms
Web-Based System:
A web-based system is a software application that operates through internet or network technologies and allows users to access services using a web browser. According to Sommerville (2016), web-based systems are software solutions designed to provide users with interactive services through network environments. In this study, a web-based system refers to the online platform developed for managing lecturers' evaluation activities.
Lecturers' Evaluation:
Lecturers' evaluation is the process of assessing the teaching performance and effectiveness of lecturers through feedback obtained from students. According to Marsh (2007), lecturers' evaluation provides information about teaching quality and helps institutions improve academic activities. In this study, lecturers' evaluation refers to the assessment of lecturers' teaching performance by students in the Department of Computer Science, Federal Polytechnic Nekede.
Evaluation System:
An evaluation system is an organized method used for collecting, analyzing, and reporting information about the performance of individuals or activities. According to Laudon and Laudon (2022), information systems support organizations by managing data and providing useful information for decision-making. In this study, the evaluation system refers to the computerized process used for collecting and processing students' opinions about lecturers.
Database:
A database is an organized collection of information stored electronically for easy access, management, and retrieval. According to Elmasri and Navathe (2016), databases provide structured methods for storing and managing large amounts of information. In this study, the database stores students' evaluation records, lecturer information, and system reports.
Implementation:
Implementation is the process of putting a designed system into practical use after development and testing. According to Pressman and Maxim (2020), implementation involves converting system designs into functional software that meets user requirements. In this study, implementation refers to the installation and deployment of the developed lecturers' evaluation system.
User Interface:
A user interface is the part of a computer system through which users interact with software applications. According to Shneiderman et al. (2016), effective user interfaces improve user interaction by making systems easier to understand and operate. In this study, the user interface provides students and administrators with access to the evaluation system features.
Information System:
An information system is a combination of people, procedures, hardware, software, and data used to collect, process, store, and distribute information. According to Stair and Reynolds (2018), information systems support organizations by transforming data into useful information. In this study, the information system refers to the technology-based solution developed for managing lecturers' evaluation processes.
