ABSTRACT

This study investigates the challenges hindering the expansion of Small and Medium-sized Enterprises (SMEs) in Nigeria, using Ibadan as a case study. A sample of 150 respondents was surveyed to assess financial, infrastructural, managerial, and policy-related constraints affecting SME growth. The findings reveal that 45.3% of respondents identified limited access to credit and 28.0% cited high interest rates as major financial barriers. Infrastructural issues were equally significant, with 53.3% reporting erratic power supply and 30.0% highlighting poor road networks. Managerial challenges were also prominent, as 41.3% of respondents noted limited managerial skills and 38.7% pointed to poor record keeping as impediments to expansion. Additionally, only 43.3% of SME owners were aware of government support programs, while just 28.0% had accessed financial schemes, indicating a gap between policy availability and utilization. Despite these constraints, 45.3% acknowledged strong leadership and 36.0% cited effective financial management as positive internal drivers of growth. Respondents recommended key strategies such as improved access to affordable finance (60.0%), infrastructural development (50.0%), and capacity-building initiatives (45.3%). The study concludes that SME expansion in Ibadan is limited by a combination of external and internal factors, and calls for targeted policy reforms, better infrastructure, accessible funding, and continuous entrepreneurial training to foster sustainable growth. Based on the findings, it was recommended that Government and financial institutions should work collaboratively to improve access to affordable credit facilities by reducing collateral requirements and offering low-interest loan schemes tailored specifically for SMEs.

1.0 Introduction

1.1 Background of Study

Historically, business expansion challenges among Small and Medium-sized Enterprises (SMEs) in Nigeria is closely tied to the country’s broader economic and industrial development trajectory. Following Nigeria’s independence in 1960, the government placed a strong emphasis on import substitution and industrialization. During this period, SMEs were encouraged to serve as feeders and support services for large industries (Aremu & Adeyemi, 2011). Small and Medium-sized Enterprises (SMEs) are globally acknowledged as vital engines for economic growth, innovation, and employment generation. In developing countries like Nigeria, they contribute significantly to economic development by reducing poverty, boosting local production, and increasing income levels (Osotimehin et al., 2012). Despite their importance, the ability of SMEs to grow and expand remains limited due to a wide range of challenges embedded in the socio-economic and policy environment.

Business expansion is a critical indicator of enterprise success and sustainability. It involves strategies such as increasing production capacity, entering new markets, or diversifying product offerings. For SMEs, expansion is not just a growth target but a necessity to remain competitive and contribute more meaningfully to national development (Adeyeye, 2021). However, in Nigeria, many SMEs encounter persistent obstacles that impede their growth potential. These include limited access to credit facilities, erratic power supply, inadequate infrastructure, regulatory bottlenecks, insecurity, and an underdeveloped entrepreneurial ecosystem (Onugu, 2005).

Ibadan, being one of the largest cities in West Africa and an emerging commercial hub, presents a unique setting for analyzing the experiences of SMEs with respect to expansion. The city hosts a wide variety of SMEs across sectors such as manufacturing, retail, agribusiness, and services. Yet, many of these businesses remain small, informal, and under-capitalized, often struggling to scale their operations due to a combination of internal management inefficiencies and external environmental constraints (Oladele & Akeke, 2020). The inability of SMEs in Ibadan to expand has broader implications for economic development and employment generation in Oyo State and Nigeria at large. While government agencies such as the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) have introduced programs aimed at supporting SMEs, the impact of these initiatives is often limited by poor implementation and lack of awareness among business owners (SMEDAN, 2021).

Business expansion according to Kotler & Keller (2016) refers to the strategic efforts undertaken by an organization to increase its capacity, reach, or operations, either through scaling up production, penetrating new markets, or introducing new products and services (Kotler & Keller, 2016). For small and medium-sized enterprises (SMEs), expansion is a critical phase that often determines their sustainability, competitiveness, and contribution to the broader economy. SMEs are generally characterized by their limited capital base, small workforce, and localized operations, yet they serve as the backbone of many developing economies, including Nigeria. In Nigeria, SMEs play a pivotal role in job creation, poverty reduction, and economic development. According to the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN, 2021), SMEs account for over 90% of businesses in Nigeria and contribute significantly to the nation’s Gross Domestic Product (Ariyo & Jerome, 2020). This study, therefore, seeks to assess the challenges of business expansion faced by SMEs in Ibadan.


1.2 Statement of Problems

Investigation revealed that many SMEs lack the collateral or credit history needed to secure loans from traditional financial institutions. Even when loans are available, the interest rates are often too high for small businesses to manage, thereby limiting their ability to invest in expansion initiatives (Ariyo & Jerome, 2020). As a result, promising businesses remain stagnant, unable to scale up operations or take advantage of new market opportunities. Infrastructure deficits are another major problem. Erratic power supply, poor road networks, and inadequate transportation systems directly affect the productivity and logistics of small businesses (Oladele & Akeke, 2020).

Additionally, the lack of skilled labor and adequate managerial capacity further constrains business growth. Entrepreneurs often operate their businesses based on trial and error rather than informed strategies, which reduces the efficiency and scalability of their operations. Without proper training, mentorship, or exposure to modern business practices, these SMEs remain limited in scope and ambition (Onugu, 2005).

Furthermore, Government policies and regulatory frameworks, though designed to support SMEs, often fall short in their implementation. Bureaucratic bottlenecks, high taxation, and lack of awareness about support programs reduce the effectiveness of these policies. Many SME operators are either unaware of available government initiatives or find the processes involved in accessing support too complicated or politicized (Adeyeye, 2021). It is against the backdrop that this study seeks to address these problems by exploring the multifaceted challenges hindering business expansion among small and medium enterprises in Ibadan.


1.3 Purpose of Study

The purpose of this study is to assess and analyze the various challenges confronting the expansion of Small and Medium-sized Enterprises (SMEs) in Ibadan, Nigeria, and to identify actionable strategies that can be implemented to overcome these barriers and foster sustainable business growth.


1.4 Aim and Objectives of Study

The aim of this research is to assess the challenges affecting business expansion among SMEs in Ibadan, Nigeria. The specific objectives of the study are as follows:

  1. To identify the key financial, infrastructural, and managerial challenges faced by SMEs in Ibadan.
  2. To examine the impact of government policies and support programs on SME expansion.
  3. To evaluate how internal business factors, such as managerial capacity and access to skilled labor, affect growth.
  4. To suggest possible strategies that could support and promote SME expansion in Ibadan.

1.5 Research Questions

Based on the objectives of the study, the following research questions have been formulated:

  • What are the major financial, infrastructural, and managerial challenges affecting SMEs in Ibadan?
  • How do government policies and support programs influence SME expansion in the city?
  • What internal business factors contribute to or hinder the growth of SMEs in Ibadan?
  • What strategies can be adopted to support and enhance the expansion of SMEs in Ibadan?

1.6 Significance of Study

The outcome of this research will benefit SME operators by accenting the critical factors that limit their growth and offering data-driven recommendations to overcome them. Business owners will be better informed about the key areas that require strategic improvement, such as financial planning, infrastructural adaptation, and human resource development. In addition, academic researchers and students will find the study a useful resource for further inquiry into SME development, entrepreneurship, and local economic growth. It will add to the growing body of literature on SME challenges in Nigeria and offer a practical case study model for other regions.

Furthermore, financial institutions and investors will benefit from the study as it will improve their understanding of the constraints SMEs face, helping them design more accessible and flexible financial products that support expansion efforts. Policy makers and government agencies will also find the study useful as it will provide evidence-based assessments of existing support programs and reveal gaps in implementation.

Lastly, the study will contribute to national economic development by supporting efforts to strengthen the SME sector, promote inclusive growth, and reduce unemployment through sustainable business expansion.


1.7 Scope of Study

This study will focus on Small and Medium-sized Enterprises (SMEs) operating in Ibadan, Oyo State, Nigeria. It will examine SMEs across key sectors such as retail, manufacturing, services, and agriculture within the city to understand the challenges hindering their business expansion.


1.8 Limitations of the Study

Several limitations were encountered during the course of this study, which may have influenced the results and conclusions.

  1. Time Constraints: A study of this nature needs relatively long time during which information for accurate or at least near accurate inference could be drawn. The period of the study was short, time posed as constraints to the research.
  2. Financial Constraints: The research would have extended the survey to other area at the empirical level, but limitation as included cost of transportation to the source of material and the cost of time setting of the already completed work.
  3. Lack of Cooperation: Many of the respondents are usually aggressive on issue that border cooperation among the respondents border.
  4. Response Bias: The study will involve surveys and interviews with cooperative managers and members. Response bias may occur if respondents provide socially desirable answers or if there is reluctance to disclose negative financial information due to privacy concerns or fear of repercussions.

1.9 Definition of Terms

Business Expansion:

This refers to the process by which a business grows its capacity, reach, or operations. For SMEs, expansion may include opening new branches, increasing production, or entering new markets (Kotler & Keller, 2016).

SMEs (Small and Medium-sized Enterprises):

These are businesses that maintain revenues, assets, or employees below a certain threshold. In Nigeria, SMEs are defined by SMEDAN as enterprises with fewer than 200 employees and assets not exceeding ₦500 million (SMEDAN, 2021).

Infrastructure:

In this context, infrastructure includes the physical and organizational structures such as roads, power supply, and communication systems needed for the operation of SMEs (Oladele & Akeke, 2020).

Government Policy:

This refers to the set of laws, regulations, and support initiatives established by the government to influence and support business activity, especially SME growth and development (Adeyeye, 2021).
