Cyber Cafe resource allocation enable the submission of jobs to remote sites in a transparent fashion, technologies such as generic system of describing John and defining service level agreements, relating issues such as security, performance and quality of service. The aim of the study is to Design and Implement a Computer Based Resource Allocation System in a Dynamic Variable Resource Utilization Environment. In achieving this aim, the following specific objectives were laid out as follows to design and develop an application system that will allocate internet connectivity resource to various end users in a cyber cafe that will enable the users to browse with a computer system and the user to practically participate and use a resource allocate system. The motivation that led to the implementation of the proposed system is that, cyber cafe in Nigeria would have been experiencing difficulties the operation and maintenance of resource utilities. The adverse effect on clients or customer and the staff management of the company would work hander to maintain each of these resources. The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The programming language used is HTML, CSS, JAVASCRIPT, PHP, SQL and JQUERY. The reason why web programming languages was used is because, it is platform independent and it is a web based application. This project will be of immense benefit to cyber cafes by revealing the usefulness resource allocation system which had enhanced research process, support teaching activities and promote networking. The expected result is a computerized Resource Allocation System that will allow the dynamic reconfiguration of severs to process incoming jobs by switching severs between concept. The system will make use of heuristic to make close to optional switching decisions.

Cyber Cafe resource allocation enable the submission of jobs to remote sites in a transparent fashion, technologies such as generic system of describing John and defining service level agreements, relating issues such as security, performance and quality of service. Also, the resource management system offers facilities that collectively allow users to run John on the pool of computational resources it manages and ensures recording user details, internet usage and billing much easier. The software has the features like adding, viewing, editing of user details, cabin details, recharge option for prepaid users, billing, tariff settings, etc. The database is driven by MySQL thus, providing portability. Anyone having an account with the system can have access to internet by logging into the client machine using a given username and password. Account users can login only if they have sufficient balance in the account. The cyber cafe provides access to the use of Internet facilities in the university library, senate building, the schools and other places in the university community.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitation of the study and Definition of technical terms.
A computerized cyber cafe, can destitute its various resources to all the clients of workgroup in the cyber cafe efficient in its allocation by making sever that the hardware that needs the resources most user it. The Computer Resource Centre (CRC) is a cyber cafe established to provide Internet services on campus. It became operational and accessible in 2005. Among the services provided is e-mail, Internet browsing, software development, system engineering and support as well as Internet usage training. The cyber cafe also provides access to the use of Internet facilities in the university library, senate building, the schools and other places in the university community. This is possible with the installation of Wireless Access Point (WAP) in these areas, which link all the computer systems to the cyber cafe at the CRC.
The Internet Service Provider (ISP) is Intelset in USA. The Internet speed is 4 uplink by 1 down link with data traveling rate of 54 mbps and 5 megabytes bandwidth. The Internet solution in use is radio wave and Very Small Aperture Terminal (VSAT). The topology used is the star topology. The cyber cafe is powered by the solar system, the cafe generator and supply from the Power Holding Company of Nigeria (PHCN). Users of cyber cafe consist students, visitors, members of staff and their relations who wish to make use of the Internet are made to pay to a designated account in one of the banks situated on campus.
The pool may be made up of donated resources not being used by their owners at a given time, on resources allocated to the poll on a full-time basis. The layout of more resource management system (RMS) the involves a central manager that monitors the state of all the machines in its pool allocates submitted Jobs to resources using scheduling algorithms. This is clearly inefficient it in desirable to develop a policy whereby servers may be re-allocated from one type of service to another.

The adverse effect on clients or customer and the staff management of the company would work hander to maintain each of these resources and also attend to each different client in other to meet their various needs to ensure that clients and customers are satisfied.
Therefore the introduction of a computer based resource allocation system in a dynamic resources utilization environment has been of help to cope with the number of clients or customer that would work with these materials to ensure that each of the hardware resource we properly shaved.

This study will be of immense benefit to other researchers who intend to know more on this study and can also be used by non-researchers to build more on their research work. This study contributes to knowledge and could serve as a guide for other study.
This project work of resource allocation system in a dynamic resource utilization environment is centered on the cyber cafes which allocates resource to different sections or hardware in the cyber cafe.
