1.1 Introduction
Import and Export Information System (IEIS) refers to a software platform designed to manage and streamline the processes involved in international trade, including order processing, inventory management, customs documentation, and compliance reporting (Laudon & Laudon, 2016). The system integrates various functions to facilitate efficient trade operations and accurate data management. The growing complexity of global trade regulations and the need for real-time data access further underscore the importance of such systems. According to Kotler and Keller (2016), an advanced IEIS supports businesses in adapting to changing market conditions and regulatory requirements, ultimately contributing to a competitive advantage in the international marketplace.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitation of the study and Definition of technical terms.
1.2 Background of Study
The history of "Import and Export Information System" traces the evolution of international trade management from manual processes to advanced digital systems. Initially, import and export activities were managed using traditional paper-based methods, which often resulted in inefficiencies, delays, and errors (O'Brien & Marakas, 2011). The complexity of global trade and the need for accurate documentation and compliance highlighted the limitations of these manual processes. The early 20th century saw the introduction of basic electronic data processing systems, which began to automate some aspects of trade management. However, these systems were limited in functionality and required significant manual intervention (Hill, 2007). The 1980s and 1990s marked a significant turning point with the advent of more sophisticated software solutions. The development of Enterprise Resource Planning (ERP) systems incorporated modules for import and export management, improving data accuracy and operational efficiency (Laudon & Laudon, 2016).
In the early 2000s, advancements in technology led to the integration of Internet-based systems, allowing for real-time data access and enhanced communication between stakeholders (Boehm, 2006). The rise of cloud computing and big data further revolutionized the design and implementation of import and export information systems. These technologies enabled businesses to handle large volumes of data, comply with international regulations more effectively, and respond quickly to market changes (Kotler & Keller, 2016). Today, import and export information systems are highly advanced, offering comprehensive solutions that integrate various functions such as order processing, inventory management, customs documentation, and compliance reporting. These systems play a crucial role in optimizing trade operations and supporting global business strategies (O'Brien & Marakas, 2011).
The global trading environment has become increasingly intricate due to evolving regulations, diverse market demands, and technological advancements (Hill, 2007). As a result, companies need robust systems to manage the vast amount of data and processes associated with import and export activities effectively. Historically, international trade management relied heavily on manual processes and paper-based documentation, which were prone to errors and inefficiencies (O'Brien & Marakas, 2011). With the rise of digital technologies, there has been a significant shift towards automating these processes. Modern import and export information systems (IEIS) are designed to streamline operations by integrating various functions such as order processing, inventory control, customs documentation, and compliance management into a cohesive platform (Laudon & Laudon, 2016). The need for such systems has become more pressing as businesses face increased pressure to maintain accuracy, comply with international regulations, and respond quickly to market changes (Kotler & Keller, 2016).
An effective IEIS not only enhances operational efficiency but also supports strategic decision-making by providing real-time data and insights (Boehm, 2006). As a result, the design and implementation of an IEIS are crucial for businesses aiming to achieve competitive advantage and operational excellence in the global market.
The challenges encountered that led to the implementation of the proposed system is as a result of the rapidly changing regulatory environment poses a challenge for businesses striving to remain compliant with international trade laws. Without a centralized information system, it becomes difficult to keep up with regulatory updates and ensure that all documentation meets current standards (Hill, 2007). It is against the background that the developments of this software will provide businesses with a streamlined and integrated system that enhances the efficiency of import and export operations by automating key processes and reducing manual errors. This will result in improved accuracy in documentation and faster processing times, leading to more timely and reliable trade transactions.
1.3 Statement of Problem
Investigation revealed that there is complexity and volume of data involved in import and export processes, which can overwhelm traditional manual systems and lead to inefficiencies and errors (O'Brien & Marakas, 2011). Inaccurate or delayed documentation often results in compliance issues, customs delays, and financial penalties, impacting overall operational effectiveness (Kotler & Keller, 2016).
Another significant issue is the lack of integration between different systems and stakeholders involved in trade operations. Many organizations still rely on disparate systems for various functions such as order processing, inventory management, and customs documentation. This lack of integration can lead to data inconsistencies, duplication of efforts, and difficulties in tracking shipments and managing inventory (Laudon & Laudon, 2016).
Additionally, the rapidly changing regulatory environment poses a challenge for businesses striving to remain compliant with international trade laws. Without a centralized information system, it becomes difficult to keep up with regulatory updates and ensure that all documentation meets current standards (Hill, 2007).

The aim of the study is to design and implement an import and export information system. In achieving this aim, the following specific objectives were laid out as follows:

- To implement the system using advanced technologies to ensure real-time data access, accuracy, and compliance with international trade regulations.

1.6 Scope of Study
The scope of the research is focused on the design and implementation of an import and export information system using Nigerian Port Authority Lagos State as a case study.

The study on the design and implementation of an Import and Export Information System faced several limitations.
- One major limitation was the issue of insufficient data, which affected the comprehensiveness of the system's design and its ability to address all potential user needs effectively.
- Frequent power failures also posed a significant challenge, disrupting the development and testing phases and leading to delays in project milestones.
- Additionally, delays from respondents who were required to provide feedback and input on system requirements and functionalities impacted the timeline of the project.
- Financial constraints were another limitation, as budgetary limitations restricted the scope of the system's features and the extent of its implementation.
- Time constraints further exacerbated these issues, as limited project timelines affected the depth of testing and refinement that was possible before the system's deployment.

Import and Export Information System (IEIS):

ERP systems are comprehensive software solutions that integrate multiple business processes across an organization, including finance, supply chain, and human resources. in the context of international trade, ERP systems often include modules for managing import and export activities (O'Brien & Marakas, 2011).
Customs Documentation:
This term encompasses the paperwork and electronic records required to comply with international trade regulations, including import/export declarations, bills of lading, and certificates of origin (Hill, 2007). Effective management of customs documentation is crucial for smooth trade operations and regulatory compliance.
Real-time Data Access:
Real-time data access refers to the ability to view and use information immediately as it is generated or updated. In an IEIS, this capability allows users to track shipments, manage inventory, and make decisions based on the most current data available (Boehm, 2006).
Compliance Management:
Compliance management involves ensuring that all aspects of trade operations adhere to relevant laws, regulations, and standards. An IEIS typically includes features for monitoring and managing compliance with international trade regulations to avoid legal issues and penalties (Kotler & Keller, 2016).
