1.0 Introduction

1.1 Background of Study

\r\n

Urban flooding has emerged as a critical environmental challenge in recent decades, driven by a combination of natural and anthropogenic factors. This phenomenon is particularly prominent in cities experiencing rapid urbanization and population growth, where infrastructure development often lags behind the needs of urban dwellers. Urban flooding refers to the inundation of land and infrastructure in urban areas due to excessive rainfall, poor drainage systems, and rising water levels. It is frequently compounded by unplanned urban expansion, deforestation, and the encroachment of human activities on natural waterways (Douglas et al., 2008).

In many urban centers, improper land use practices and insufficient waste management exacerbate the vulnerability to flooding. Paved surfaces in cities reduce soil permeability, increasing surface runoff during heavy rainfall. When combined with clogged or inadequate drainage systems, this runoff contributes to severe flooding incidents. According to United Nations studies, urban flooding has far-reaching consequences, impacting the environment, public health, and socioeconomic stability (UN-Habitat, 2020). Environmentally, urban flooding disrupts ecosystems by eroding soil, damaging vegetation, and contaminating water bodies with hazardous pollutants. Floodwaters often carry solid waste, industrial chemicals, and untreated sewage, leading to long-term environmental degradation. The increased sedimentation in rivers and lakes further disrupts aquatic life and diminishes water quality, affecting human and ecological health (Ahern et al., 2005).

The health implications of urban flooding are equally severe. Waterborne diseases such as cholera and typhoid become rampant during flooding events, as potable water supplies are contaminated. Stagnant water left after floods serves as breeding grounds for disease vectors like mosquitoes, increasing the prevalence of malaria and dengue fever. Additionally, flooding leads to physical injuries, displacement, and psychological trauma among affected populations, particularly in resource-constrained settings where emergency response capabilities are limited (WHO, 2011).

In the Nigerian context, urban flooding has become a recurring issue, with cities like Lagos, Ibadan, and Port Harcourt facing annual flood disasters. These events disrupt economic activities, displace communities, and strain public health systems. Studies have linked urban flooding in Nigeria to inadequate urban planning, poor waste management, and the effects of climate change, such as more intense and unpredictable rainfall patterns (Adeoye et al., 2015).

Urban flooding has become a critical challenge in many cities around the globe, particularly in developing countries. This phenomenon, often driven by rapid urbanization and inadequate infrastructure, poses significant environmental and health risks to urban dwellers. Urban flooding occurs when natural drainage systems fail to accommodate the volume of stormwater, leading to water accumulation in residential, industrial, and public spaces. The increasing frequency and intensity of urban flooding are exacerbated by climate change, poor land use planning, and ineffective waste management practices (Hinkel et al., 2018). The environmental consequences of urban flooding are vast and multifaceted. Floodwaters often carry pollutants, sediments, and waste, resulting in the contamination of water bodies and the degradation of aquatic ecosystems. Urban flooding can also cause soil erosion, destruction of vegetation, and alteration of landforms, which, in turn, reduce the resilience of cities to future flooding events (Di Baldassarre et al., 2013). These environmental impacts not only affect the natural habitat but also have cascading effects on public health and safety.

from a health perspective, urban flooding contributes to the proliferation of waterborne diseases such as cholera, typhoid, and dysentery. Stagnant water serves as breeding grounds for vectors like mosquitoes, increasing the risk of diseases such as malaria and dengue fever. Furthermore, flood victims are often exposed to physical injuries, psychological distress, and long-term health complications due to displacement and poor living conditions in temporary shelters (Ahern et al., 2005). The socioeconomic dimension of urban flooding is also significant, as it disrupts livelihoods, damages properties, and strains public resources. Vulnerable populations, particularly those in informal settlements, are disproportionately affected due to their limited access to essential services and disaster preparedness measures. In Nigeria, cities such as Lagos, Ibadan, and Port Harcourt have experienced recurring urban floods, highlighting the urgent need for comprehensive assessment and intervention strategies (Adeoye et al., 2015). Therefore, in Nigeria where the research was carried out, the activities that was conducted is to assess the environmental and health risks of urban flooding.

1.2 Statement of Problems

\r\n

Investigation revealed that the urban flooding is one of the most pressing challenges facing rapidly growing cities, particularly in developing nations like Nigeria. The expansion of urban areas is often unaccompanied by adequate planning and infrastructure development, leading to increased vulnerability to flooding events. Flooding disrupts the natural water flow, inundates streets and homes, and causes significant damage to infrastructure. The inability to properly manage water during heavy rainfall exacerbates the situation, as poor drainage systems are often clogged with waste, a common issue in many urban centers (Douglas et al., 2008).

\r\n

Urban flooding also poses significant health risks, especially to vulnerable populations such as children, the elderly, and low-income groups. Stagnant floodwaters create breeding grounds for disease-carrying vectors like mosquitoes, increasing the prevalence of malaria and other vector-borne illnesses. Additionally, exposure to contaminated water leads to outbreaks of cholera and dysentery, further straining healthcare systems that are already under-resourced (Adeoye et al., 2015).

The socioeconomic effects are equally alarming, as flooding disrupts daily life, displaces families, and causes financial losses for households and businesses. In communities where livelihoods depend on small-scale trading or agriculture, urban flooding often erodes the limited resources people have, pushing them further into poverty. These challenges underscore the urgency of addressing the root causes of urban flooding and its impacts (Douglas et al., 2008). Hence, it is against this backdrop that this study aims to provide a comprehensive understanding of these risks, offering insights that could inform sustainable urban planning and flood management strategies.

1.3 Aim and Objectives of Study

The aim of this study is to assess the environmental and health risks associated with urban flooding. The objectives of the study are as follows:

1.4 Research Questions

1.5 Research Hypothesis

\r\n

In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.

1.6 Significance of Study

\r\n

The outcome of this research will inform public health strategies by identifying the health challenges exacerbated by flooding, such as waterborne diseases, and offering evidence-based recommendations to improve community resilience. It will also guide urban planners in designing effective drainage systems and flood management infrastructure to reduce the impact of flooding in urban areas.

\r\n

Furthermore, the study will raise awareness among communities about the importance of proactive flood management practices, promoting behavioral changes that can mitigate risks. It will also serve as a reference for academic researchers interested in the intersection of urban flooding, environmental sustainability, and public health.

\r\n

Lastly, the study will provide a comprehensive framework for addressing the multifaceted challenges of urban flooding, contributing to the overall goal of creating safer and more sustainable urban environments.

1.7 Scope of the Study

\r\n

The scope of this study will focus on assessing the environmental and health risks associated with urban flooding in Lagos State, Nigeria. The research will specifically investigate the impact of flooding on public health, including the spread of waterborne diseases, sanitation challenges, and the overall well-being of affected communities.

\r\n

1.8 Limitations of the Study

\r\n

The limitation of this study was primarily due to the constraints in accessing real-time data on urban flooding events in Lagos State, as well as the challenge of gathering comprehensive health data related to flooding incidents.

\r\n

Additionally, the study faced time constraints, which limited the ability to conduct an extensive longitudinal analysis of flooding impacts over an extended period.

\r\n

Moreover, the research was limited to the urban areas of Lagos, which may not fully represent the experiences of rural or suburban regions. Financial constraints also played a role in limiting the scope of fieldwork and participant engagement.

\r\n

1.9 Definition of Terms

\r\n

Urban Flooding: Urban flooding refers to the overflow of water onto typically dry land in cities or densely populated areas, often resulting from heavy rainfall, poor drainage systems, or inadequate urban planning. It occurs when the volume of rainfall exceeds the capacity of the existing infrastructure, causing water to accumulate and flood streets, buildings, and other urban areas (Smith, 2020).

\r\n

Environmental Risks: Environmental risks pertain to the potential for adverse effects on ecosystems, air quality, water resources, and the general environment caused by human activities or natural disasters such as urban flooding. These risks include water contamination, soil erosion, and the destruction of natural habitats (Brown & Williams, 2019).

\r\n

Health Risks: Health risks refer to the potential threats to human health caused by factors such as exposure to contaminated water, the spread of vector-borne diseases, and physical injuries from flooding. Urban flooding can lead to an increase in diseases such as cholera, malaria, and respiratory infections due to poor sanitation and the spread of pathogens (Khan et al., 2018).

\r\n

Environmental Impact Assessment (EIA): EIA is a process used to assess the potential environmental effects of urban development projects and natural hazards, including urban flooding. The goal of EIA is to evaluate, prevent, or mitigate adverse environmental consequences before development projects or actions take place (World Bank, 2017).

\r\n

Resilience: in the context of urban flooding, resilience refers to the ability of a community or city to withstand, recover from, and adapt to the impacts of floods. A resilient city has systems in place, such as improved drainage, flood defenses, and emergency response strategies, to minimize the effects of flooding on both the environment and human health (Adger, 2018).

\r\n

Vulnerability: Vulnerability in this context refers to the susceptibility of people, property, and the environment to harm caused by urban flooding. Factors such as population density, lack of flood defenses, and inadequate health infrastructure increase vulnerability to both environmental and health risks (Jones et al., 2020).

\r\n

Floodplain Management: Floodplain management involves the planning and implementation of strategies aimed at reducing the risks and impacts of flooding in urban areas. This includes zoning regulations, flood defenses, and flood mitigation measures to manage the water flow and prevent flooding (UN-Habitat, 2019).
