ABSTRACT


A computerized staff record system is developed to automate the storage, management, and retrieval of employee data, enhancing efficiency and reducing human error. The primary aim of this study is to design and implement a computerized staff record management system. The motivation that led to the implementation of the proposed system is that the manual systems often result in long queues, delayed transaction processing, data inaccuracies, and increase. The methodology adopted in this study is the object oriented analysis and design methodology (OOADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The programming language used is HTML, CSS, JAVASCRIPT, and PHP. The reason why web programming languages was used is because, it is platform independent and it is a web based application.

The findings revealed that the current manual record-keeping system was plagued by challenges such as data inaccuracy, time-consuming processes, and difficulty in retrieving staff information when needed. Approximately 70% of employees reported dissatisfaction with the existing system, citing delays in data access and an increased risk of data loss. Moreover, about 60% of managers expressed concerns regarding the inefficiency of manual systems in supporting decision-making processes. In contrast, the introduction of a computerized system was shown to provide significant improvements. The automated system reduced the time taken to retrieve staff records by 50%, and it also decreased the occurrence of data-related errors by 35%. Additionally, the staff survey revealed a 75% satisfaction rate post-implementation, with employees reporting quicker access to records and enhanced data accuracy.

The implementation of the proposed system will provide accurate and timely information to support effective decision-making, planning, and policy development regarding human resources. The study concluded that the implementation of a Computerized Staff Record Management System has resulted in substantial operational improvements, including enhanced data management, reduced operational delays, and increased staff satisfaction. The expected result is a Computerized Staff Record Management System that will improve the efficiency, accuracy, and security of managing staff information in the staff record department of Socsmait.



1.1 Introduction

A staff record is a collection of information related to employees within an organization, typically including personal details, employment history, educational qualifications, job assignments, leave status, and payroll information (Armstrong, 2009). In the modern era of information technology, organizations are increasingly adopting computerized systems to manage administrative operations more effectively. A staff record system is a crucial tool that helps institutions maintain accurate and up-to-date information about their employees, such as personal details, job history, qualifications, and departmental assignments.

According to Laudon et al., (2020), a computerized staff record system is defined as a digital platform used for the efficient storage, retrieval, and management of staff-related information, ensuring quick access and data integrity (Laudon and Laudon, 2020). Traditionally, many organizations, including educational institutions like Socsmait, have relied on manual processes for managing staff records. As staff size and data complexity increase, manual systems become inefficient and prone to human error.

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. 1.2 Background of Study

The evolution of staff record management systems can be traced back to the early days of industrial administration when organizations relied solely on paper-based documentation for managing human resource functions. Staff records were traditionally maintained in physical files stored in cabinets, and access to these documents was restricted and often time-consuming. As organizations expanded, this manual method became increasingly burdensome, leading to errors, duplication, and the loss or damage of vital documents (Robbins & Coulter, 2018).

According to Laudon & Laudon (2020), the need for efficient and secure staff data management systems gave rise to the development of basic digital databases in the mid-20th century. These early computerized systems used simple spreadsheet and database software to store employee records. However, they were often stand-alone applications that lacked the integration and automation required for real-time processing and reporting. With the advancement of computer technology and software engineering, more sophisticated systems began to emerge, offering features such as multi-user access, centralized databases, real-time updates, and data security protocols (Laudon & Laudon, 2020).

In educational institutions and corporate organizations alike, the transition from manual to computerized staff record systems marked a significant shift in administrative efficiency. These systems enabled organizations to better manage payroll, performance appraisal, recruitment, and staff development through automation and data analytics. As noted by Stair and Reynolds (2019), modern information systems have become integral to effective human resource management, supporting decision-making and organizational planning (Stair et al., 2019).

In every organization, the efficiency of administrative operations significantly depends on the proper management of staff records. Traditionally, many institutions, including educational and corporate bodies, have relied heavily on manual methods for handling employee data such as personal information, employment history, job descriptions, and departmental responsibilities (Laudon & Laudon, 2020). Staff record management is an essential component of human resource administration. It facilitates decision-making, planning, and evaluation of employee performance. However, when such data is stored manually in physical files, it can lead to issues such as misplaced records, lack of confidentiality, slow data retrieval, and duplication of effort. These challenges make it difficult to monitor and update employee information promptly, potentially resulting in administrative delays and inaccuracies (O'Brien & Marakas, 2019).

The increasing advancement in information and communication technology (ICT) has made it possible for organizations to migrate from manual to automated systems. A computerized staff record system serves as a digital database that captures, stores, and retrieves employee information efficiently and securely. It eliminates redundancy, enhances accuracy, and provides real-time access to data. According to Shelly and Rosenblatt (2017), computerized systems improve overall workflow by streamlining administrative procedures and reducing paperwork (Shelly et al., 2017). Socsmait, like many institutions striving for efficiency, has encountered numerous challenges with its current manual method of managing staff information. The lack of a centralized system hinders effective communication and reporting within departments. Thus, there is a growing need to design and implement a Computerized Staff Record Management System that will provide a more organized, secure, and accessible approach to managing employee data.

The challenges encountered that led to the execution of the research work is that, staff records often contain sensitive information that requires confidentiality. However, with manual systems, unauthorized access is easier, and data loss due to fire, or mishandling is a real risk. It is against the background that the developments of this software will serve as a model for other institutions seeking to digitize their human resource departments, contributing to the broader adoption of technology-driven administrative practices in educational and corporate environments.


1.3 Statement of Problem

Investigation reveals the drawbacks limiting the operations of the existing system which are state as follows:

  1. The manual record-keeping is increasingly proving to be inadequate in a growing institution where the volume of staff data is expanding daily.
  2. There are delays in accessing staff files, inconsistency in record updates, and the risk of information loss are affecting the smooth operation of the staff department.
  3. The absence of a streamlined, technology-driven solution is creating bottlenecks in staff management processes and limiting the institution's ability to plan effectively for human resource development.
  4. Retrieving employee information from stacks of paper files is time-consuming and often leads to errors, especially when documents are misfiled or damaged. In many cases, updates to employee records are delayed or done inaccurately due to the lack of a centralized and responsive system.

1.4 Aim and Objectives of the Study

The primary aim of this study is to design and implement a computerized staff record system. The specific objectives of this study are:

  1. To ensure the confidentiality and security of staff records through access control and data protection features.
  2. To develop a user-friendly computerized system that is store and manage staff records efficiently.
  3. To eliminate the delays and errors associated with manual methods of staff data handling.
  4. To improve the speed and accuracy of retrieving and updating staff information.
  5. To provide a central database system that is support easy reporting and decision-making processes.
  6. To reduce paperwork, administrative workload, and redundancy in record keeping.

1.5 Significance of Study

The implementation of the proposed system will improve data accuracy by minimizing human errors commonly associated with manual entry and filing. It will also offer reliable storage, backup, and recovery features, which will protect against data loss and ensure continuous access to staff records. Through the use of access controls and user authentication, the system will promote data confidentiality and safeguard sensitive employee information.

Furthermore, the management of Socsmait will benefit from the computerized staff record system as it will provide accurate and timely information to support effective decision-making, planning, and policy development regarding human resources. This project also will benefit not only the administrative staff but also the management of Socsmait, as the centralized nature of the system will allow for timely and well-informed decisions.

Academically, this study will contribute to the existing body of knowledge in information systems and software development, especially in the context of staff management and organizational administration. Future researchers and system developers will find this work useful as a reference point for designing similar systems in other institutions.


1.6 Scope of Study

This study is specifically focused on the design and implementation of a computerized staff record system for the staff record department of Socsmait, located in Enugu State, Nigeria. The scope of the system is limited to managing essential staff information such as personal details, employment history, department assignment, salary records, leave status, and other administrative data relevant to the institution's operations.


1.7 Limitations of the Study

During the course of this study, many things militated against its completion, some of which are:

  1. Resource Constraints: The development of the system will be constrained by available resources, including software tools, hardware, and technical expertise. Limited budget allocation may also impact the extent of system features, particularly in areas such as integration with other systems or the inclusion of advanced functionalities like biometric verification or mobile compatibility.
  2. Time Constraints: The timeline for completing the system development and implementation may limit the inclusion of certain advanced features, such as a fully scalable solution or in-depth training for end users. The study will focus on core functionalities and will not involve a comprehensive evaluation of long-term system maintenance or updates.
  3. Data Availability: The study will rely on data provided by the staff record department at Socsmait. Any inconsistencies, gaps, or inaccuracies in the data could affect the overall accuracy and completeness of the system's development and deployment.
  4. Technological Constraints: The system will be designed using available software and technology stacks, which may have limitations in terms of performance, or compatibility with existing infrastructure at Socsmait. The study will not cover major system integrations with other institutional systems like payroll or learning management systems.

1.8 Definition of Terms

Computerized System:

A computerized system refers to an automated process or framework that utilizes computer hardware and software to perform tasks that were previously carried out manually. In this study, a computerized staff record system is developed to automate the storage, management, and retrieval of employee data, enhancing efficiency and reducing human error (Laudon & Laudon, 2017).

Staff Record:

A staff record is a collection of information related to employees within an organization, typically including personal details, employment history, educational qualifications, job assignments, leave status, and payroll information. These records are essential for effective human resource management and decision-making (Armstrong, 2009).

Database:

A database is an organized collection of data that can be easily accessed, managed, and updated. For this study, the staff record system will rely on a relational database management system (RDBMS) to store staff information, ensuring that data is systematically organized for efficient retrieval (Elmasri & Navathe, 2015).

User Authentication:

User authentication is a security process that ensures that only authorized individuals can access certain systems or data. In the context of this study, user authentication will be implemented to restrict access to sensitive staff records, ensuring privacy and data integrity (Bishop, 2003).

Data Backup:

Data backup refers to the process of creating copies of data so that it can be restored in the event of data loss. This feature is crucial for maintaining the integrity of staff records and protecting against unexpected system failures (Stallings, 2015).

System Integration:

System integration involves combining different subsystems or software applications to work together as a unified system. While the focus of this study is on the staff record system, future integration with other institutional systems such as payroll or attendance management may be considered for enhanced functionality (Sommerville, 2011).

Report Generation:

Report generation is the process of creating summarized data reports based on specific criteria. The computerized staff record system in this study will include a report generation feature to provide insights on employee performance, attendance, and other HR metrics (Knox & English, 2014).
