ABSTRACT


The Universal Basic Education (UBE) program in Nigeria aims to provide free, compulsory, and continuous education for every child at the primary level. Registration of students within this program is a critical administrative task that involves collecting, storing, and managing accurate student information. A Universal Basic Education registration system is therefore a structured platform designed to streamline and automate this process, ensuring efficiency, accuracy, and reliability in student data management. The motivation for this study arises from the persistent challenges associated with manual registration methods, including errors, duplication of records, delays, and limited accessibility for stakeholders. The aim of the study is to design and implement a computer-based registration system that addresses these inefficiencies, enhances administrative operations, and supports effective monitoring and planning of the UBE program.

The methodology adopted in this study is the object oriented analysis and design methodology (OOADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The methodology involves the analysis of the existing registration system, the identification of its limitations, and the development of a digital registration platform using relevant software tools. The web programming languages (HTML, CSS, JAVASCRIPT, and PHP) was used in the software development process because, it is platform independent and it is a web based application.

The system was designed to allow real-time data entry, secure storage, and automated reporting. The proposed system is significant because it provides a reliable, efficient, and secure platform for managing student enrollment. It enhances transparency and accountability by enabling stakeholders to verify and track student registration status, reduces administrative workload, and minimizes human error in record-keeping. The expected results from the proposed system include improved accuracy of student records, faster processing of enrollment, secure storage of sensitive data, and greater accessibility for parents, teachers, and educational authorities. Also, the system is anticipated to contribute to the effective implementation and monitoring of the Universal Basic Education program in Nigeria.



1.1 Introduction

A registration system is defined as a structured process or platform used to collect, store, and manage information about individuals for organizational purposes (Ojo & Adeyemi, 2021). In the context of education, student registration is a fundamental administrative activity that ensures learners are officially enrolled in schools and can access educational resources and opportunities. The Universal Basic Education (UBE) program in Nigeria is a government initiative aimed at providing free and compulsory basic education to all children of school-going age (Federal Ministry of Education, 2019). Efficient registration of students is therefore essential to ensure the program achieves its objectives of inclusivity, accessibility, and quality education for all.

In many Nigerian schools, the registration process is still predominantly manual, relying on paper-based forms, physical submission of documents, and manual record-keeping (Adebayo & Adetunji, 2022). On the other hand, manual systems limit the ability of educational authorities to analyze enrollment data effectively, plan resource allocation, and monitor the overall performance of the UBE program.

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. 1.2 Background of Study

Student registration is a critical administrative process in the education sector, ensuring that learners are officially enrolled and that their academic records are properly maintained. According to Ojo and Adeyemi (2021), an effective registration system is essential for the proper management of student information, facilitating accurate record-keeping, reporting, and planning. It is the foundation for monitoring enrollment trends, planning resources, and evaluating educational programs.

In the context of Nigeria, the Universal Basic Education (UBE) program was introduced to provide free, compulsory, and inclusive education to children of school-going age (Federal Ministry of Education, 2019). The success of this program largely depends on the efficiency and reliability of the registration process. Adebayo and Adetunji (2022) reported that many schools still rely on manual registration processes, which are cumbersome, error-prone, and time-consuming. Teachers and administrative staff are often burdened with paperwork, leaving little time for instructional duties or other critical academic responsibilities.

Olajide (2020) asserted that manual registration exposes schools to risks such as record loss, duplication of entries, and fraudulent activities. On the other hand, parents and guardians face challenges in tracking their wards' enrollment status, while educational authorities are limited in their capacity to monitor and analyze data for policy formulation. Ahmed and Yusuf (2021) stated that the lack of a centralized system undermines transparency, efficiency, and accountability in the registration process.

Several researchers have highlighted the importance of digital solutions in addressing these challenges. Smith (2019) affirmed that computer-based registration systems improve accuracy, reduce administrative workload, and enhance data security. Similarly, Johnson and Kalu (2020) contend that automated systems facilitate real-time data access, effective resource planning, and informed decision-making for educational administrators.

The challenges encountered that led to the execution of the research work is that, parents and guardians face difficulties in tracking registration progress and ensuring their wards' enrollment due to lack of transparency and accessibility. The absence of a centralized and automated registration system is also an impediment to accurate data collection and analysis, which is crucial for policy formulation and educational planning at both local and national levels (Olatunji & Abubakar, 2021). This study is set against the backdrop of these challenges and opportunities, seeking to design and implement a computer-based Universal Basic Education registration system that addresses the inefficiencies of manual processes, ensures secure and accurate data management, and enhances accessibility for all stakeholders involved in the registration process.


1.3 Statement of Problem

Investigation revealed that the process of student registration in the Universal Basic Education (UBE) program in many schools is still largely manual, which results in numerous challenges. The manual registration is prone to errors such as duplicate entries, loss of student records, and delayed processing, which in turn affect the overall efficiency and effectiveness of the education system (Adebayo & Adetunji, 2022).

Additionally, teachers and administrative staff spend a significant amount of time on paperwork, reducing the time available for teaching and other essential academic activities. More so, the lack of real-time access to data limits educational authorities' ability to monitor enrollment trends and make timely interventions, which is essential for achieving the objectives of the Universal Basic Education (UBE) program.

Furthermore, manual registration increases the risk of fraudulent activities such as ghost students, misrepresentation of records, and unauthorized access to sensitive student information (Olajide, 2020). Also, there is difficulty for school administrators in generating accurate reports and analyzing enrollment trends. It is against this backdrop that this study seeks to design and implement a computer-based Universal Basic Education registration system that ensures accuracy, efficiency, security, and accessibility of student registration data.


1.4 Aim and Objectives of the Study

The aim of the study is to develop a computerized registration system that streamlines the Universal Basic Education registration process in Nigeria. In achieving this aim, the following specific objectives were laid out as follows:

  1. To create a centralized digital platform that facilitates the registration of students into the Universal Basic Education program efficiently.
  2. To develop a user-friendly interface that allows parents, guardians, and school administrators to register and manage student information seamlessly.
  3. To design a secure database system that stores student records, enrollment history, and related educational data with integrity and confidentiality.
  4. To implement automated verification and validation processes that reduce errors and duplication in student registration.
  5. To create reporting tools and analytics within the system that assist educational authorities in monitoring enrollment trends and making data-driven decisions.

1.5 Significance of Study

It is believed that at the completion of the study, the computer-based UBE registration system will enhance the registration process by reducing errors, saving time, and improving transparency. The system will ensure accurate record-keeping, facilitate reporting, and support data-driven decision-making. It will also provide stakeholders with reliable access to real-time information and promote overall efficiency in the education sector.

This study will ensure that the registration process is efficient, reliable, and secure, thereby supporting the effective implementation of the Universal Basic Education program in Nigeria. In addition, the system will streamline the registration process, reduce manual workload, and ensure accurate and up-to-date records of student enrollment.

Furthermore, this research will provide accurate data for decision-making, planning, and monitoring of the UBE program. Reports generated by the system will also help in identifying enrollment trends, resource allocation needs, and areas requiring intervention.

Lastly, the study will contribute to the body of knowledge in educational technology by demonstrating the practical application of Information and Communication Technology (ICT) in administrative processes. It will serve as a reference for future research and development of similar systems in other educational programs and institutions.


1.6 Scope of Study

The study focuses on the design and implementation of a computer-based Universal Basic Education registration system for public primary schools in Lagos State, Nigeria. The system will cover student registration, record management, and reporting functionalities.


1.7 Limitations of the Study

During the course of this study, many things militated against its completion, some of which are:

  1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
  2. Establishment Policies: Establishment policies posed a serious limitation as most staffs are not ready to release information needed for this research work. There were lots of information needed from the staffs of this institution to enhance the study which took them time to release or they did not release at all for security purposes, hence the scope was reduced.
  3. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).

1.8 Definition of Terms

Computer-Based System: A digital platform that uses hardware and software to perform tasks, manage data, and automate processes (Ojo & Adeyemi, 2021).

Universal Basic Education (UBE): A government program in Nigeria aimed at providing free and compulsory basic education to all children of school-going age (Federal Ministry of Education, 2019).

Registration System: A structured process for collecting, storing, and managing student information for administrative purposes (Adebayo & Adetunji, 2022).

Database Management: A system for organizing and storing information that ensures accuracy, security, and ease of retrieval (Olajide, 2020).

Automated Verification: The process of validating and checking data automatically to reduce errors and duplication (Johnson & Kalu, 2020).
