1.1 Introduction
Communication protocols define the rules and data formats for exchanging information in a computer network, and provide the basis for network programming. Well-known communications protocols are Ethernet, hardware and link layer standard that is ubiquitous in local area networks, and the internet protocol suite, which defines a set of protocols for internetworking, i.e. for data communication between multiple networks, as well as host-to-host data transfer, and application-specific data transmission formats. Voice over internet protocol is a family of technologies, methodologies, communication protocols, and transmission techniques for the delivery of voice communications multimedia sessions over internet protocol (IP) networks, such as the internet.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitations of the Study and Definition of technical terms.
1.2 Background of Study
Today, any Internet has become the base for a collection of many resources and applications that may use by a wide number of users with different utilization. So, offering the ability for users to get information based on geographic location can decrease search time and increase visibility of local establishments, taking into account that determining geographic location based on IP address offers localization services and brings user communities without need for Global Positioning System (GPS) receivers.
One important thing here is that geographic location is outside the scope of the Internet protocol, where IP addresses do not contain any geographic information. Therefore, there is need to develop some protocols and techniques that deals with this problem. These protocols or techniques should provide the geographic location of IP users with some accuracy bound and taking the time to getting the location into account. Some notes are presented and summarized for some available works for IP location determination which is available from the survey.
Probably no other advancement since the telephone has changed the way humanity works quite as much as the computer. Today powerful computer not larger than a briefcase is on deck around the world they remember information, calculate vital business transaction create forms, draw diagrams and perform a gigabyte of other jobs that were once done by or not done at all.

1.3 Statement of Problem
Investigation revealed that all over the world localized computing is giving way to an area of computer networking to allow for resources in information to be shared. In the department of computer science, Osun State Polytechnic, Iree; the problem is not that of taking advantages of the least information technology, as the tools and technology of the internet.
Inability to move information freely, effectively and expeditiously within department/ school is hampering the overall progress and academic excellence of the department since untimely information may be useless.
1.4 Aim and Objectives of the Study
The aim of the study is to design and implement a Internet Protocol System. In achieving this aim, the following specific objectives were laid out as follows to develop an application software that will:
- Provide easy access to information and communication in an organization;
- Protect the privacy of call conversation over internet network;
- Secure caller statistical information from authorized access; and
- Authenticate calls and end points protection from insecure of network resources.
1.5 Significance of Study
Internet solve the problem of information overload, ironically the solution is not to reduce available information. Problem arises when individual have little control over the information that come then. They buried under a maintain of data and it takes irrelevant with an internet information would just be a mouse click away.
Internet is Cheap: One advantage of using internet tools to distribute university information is now cost. Networked personal computer (PCs) is all internet cheap and browser are cheap or event free. Anybody (student, staff, or lecturer) with access to a TCP/IP (transfer control protocol/internet protocol) perhaps best of all is the fact roll out can be gradual, modular and minimally disruptive.
Internet is Robust: Even though a world wide web (www) is just years old and the first graphical technology has been in use on the internet al browser just 3 years much of the underlying technology has been in use on the internet for a decade or two and it is robust and reliable.
Internet is Fast: Unlike internet payees that takes forever to download because of a 14kbps modern on (28.8) and does so in a way that uses open standard and flexible or interchangeable client software and interface and greater forward compatibility. Legacy groupware typically refers to close architecture, proprietary application like lotus notes or groupware. The tradition groupware platform is designed for users who are working in geographically conformed areas such as one office but for a large organization like computer science department.
This study will be of immense benefit to other researchers who intend to know more on this study and can also be used by non-researchers to build more on their research work. This study contributes to knowledge and could serve as a guide for other study.
1.6 Scope of Study
The scope of the research is focused on the Design and Implementation of Internet Protocol System. The proposed system will cover the Voice over Internet Protocol and will be limited to front–end (client server) technology.
1.7 Limitations of the Study
During the course of this study, many things militated against its completion, some of which are:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Research material: availability of research material is a major setback to the scope of the study.
- Frequent power failure: This made the researcher append more money on fuel to ensure sustainable power.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).
1.8 Definition of Terms

Technology: Technology is the branch of knowledge that deals with the creation and use technical and their interrelation with life, society and the environment, drawing upon such as industrial art, engineering, applied science and pure science.
