The research design used in this report is descriptive design, utilizing questionnaire method to obtain information from the respondents for this project. A total of 80 (eighty) respondents were selected for this study to represent the entire population of the study. For null hypotheses were formulated and tested using the one-way ANOVA and the t-test statistical tools at 0.05 level of significance. Primary data were collected from the primary source which questionnaire was used as an instrument of data collection while secondary data were sources from textbooks, journals, newspapers and the internet were employed. The data were presented on a frequency distribution table and analyzed using simple percentage, while hypothesis was tested using chi-square test. 1.1 Introduction

Rural Industrialization in rural communities appears to be beneficial in promoting rural development, when the individuals are able to recognize its significance in an appropriate manner. The policies, programs and strategies that are formulated with emphasis put upon the development of rural communities need to ensure that they should not impose any disadvantages, especially regarding the deprived, poverty stricken and economically weaker sections of the society. Rural development strategies whether they are technocratic, reformist or radical, envisages rural industrialization fromthe point of economic growth, regional balance and social equity.

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Research hypothesis and questions, Limitations of the Study and Definition of technical terms.

1.2 Background of Study

In every area of human endeavour, there are policies, rules and regulations that wide them. Also in every sector of the economy, both government and private business, there exist government policies that serve as a guiding principles or tools for regulations of the government against the performance of the operations of such sector.

The industrial revolution in Europe in the late eighteenth and all through the nineteenth century culminated in the formation of cooperative movement. The rise and expansion of the modern cooperatives movement has its roots in the far reaching economic, social and political changes which took place in Europe in the eighteenth and nineteenth century especially the industrial revolution and the liberation of the peasantry from the former feudalistic system.

However, a good government will seek the welfare of its citizens; this explains newly such policies are argued/ ordained. A good government policy is the government policy that has achieved a level of good or better like for its citizenry. Rural industrialization is synonymous with development. Industrial development usually starts with simple processing of agricultural commodities by hand later by well fashioned and highly sophisticated equipment. These days, industrial manufacturing is a sophisticated mechanized process carried out in small firms or in huge plants and factories.

In managing rural development, the basic role of management is to plan, organize, direct and control, it is our collective view that managers lead other than plan, manpower rather than direct pattern rather than organize and assess rather than control. The effectiveness of management arises from leadership effort towards the simultaneous creation of a cooperative and learning organization to facilitate the implementation support rural and national development organization survival and effective utilization of resources for the benefit of mankind.
