1.1 Introduction
Port congestion refers to the situation where the volume of ships arriving at a port exceeds the port's handling capacity, resulting in delays in berthing, cargo handling, and vessel departure (Notteboom & Rodrigue, 2021). In Nigeria, port congestion has become a persistent issue affecting both imports and exports, with major ports such as Lagos, Port Harcourt, and Onne experiencing significant operational bottlenecks (Okafor, 2020). Shipping efficiency is defined as the ability of shipping operations to move cargo from origin to destination in a timely, cost-effective, and reliable manner (Stopford, 2009). Efficiency in shipping not only depends on the capacity and management of vessels but also heavily relies on port infrastructure, cargo handling systems, and coordination among stakeholders (Akinbami & Oladipo, 2018).
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. 1.2 Background of the Study
Port congestion is a persistent issue affecting maritime operations globally, particularly in developing countries where port infrastructure and management systems face significant challenges. According to Notteboom and Rodrigue (2021), port congestion occurs when the inflow of vessels exceeds the handling capacity of port facilities, leading to delays in berthing, cargo handling, and departure. Efficient port operations are essential for the smooth flow of goods, as ports serve as critical nodes in global supply chains (Stopford, 2009).
The implications of congestion extend beyond immediate operational delays. Increased vessel idle time and storage costs affect the competitiveness of Nigerian ports and raise the cost of goods in the domestic market. Additionally, delayed exports reduce foreign exchange earnings, impacting national economic growth and trade balance (Oluwafemi, 2020). The problem is further complicated by the human element, as port workers face higher stress levels due to unpredictable workflow, which can reduce overall workforce productivity and efficiency (Abiodun, 2021).
In Nigeria, congestion at major ports such as Lagos, Port Harcourt, and Onne has been reported to negatively affect shipping efficiency. Okafor (2020) stated that inadequate berth space, inefficient cargo handling equipment, and bureaucratic procedures contribute significantly to prolonged vessel waiting times. Similarly, Akinbami and Oladipo (2018) affirmed that poor coordination among port authorities, shipping companies, and freight forwarders exacerbates congestion, resulting in increased operational costs and delays in cargo delivery.
On the other hand, Eze and Nwankwo (2019) contended that external factors such as seasonal trade surges, limitations in hinterland transport infrastructure, and international shipping schedules also amplify congestion challenges. These factors collectively reduce the reliability of shipping schedules and undermine the competitiveness of Nigerian ports. Abiodun (2021) asserted that human resource challenges, including overworked port staff and unpredictable workflow, further diminish operational efficiency and productivity.
The economic implications of port congestion are substantial. Oluwafemi (2020) reported that delayed exports and imports raise costs for businesses, affect inventory management, and reduce foreign exchange earnings, which in turn hampers national economic growth. Furthermore, congestion disrupts supply chains, increases demurrage and storage fees, and undermines investor confidence in the maritime sector (Akinbami & Oladipo, 2018). Recognizing these challenges, scholars have argued that improving port infrastructure, enhancing coordination among stakeholders, and adopting advanced cargo handling technologies are critical measures for mitigating congestion and improving shipping efficiency.
According to Okafor (2020), strategic interventions such as expansion of berthing facilities, modernization of port equipment, and implementation of efficient port management systems are essential for enhancing operational performance (Okafor, 2020). This study is set against the backdrop of these challenges, aiming to investigate the impact of port congestion on shipping efficiency in Nigeria.
1.3 Statement of Problems
Investigation revealed that port congestion has emerged as a significant challenge that affects shipping efficiency and overall economic performance. Congestion at major ports such as Lagos, Port Harcourt, and Onne is often caused by limited berth availability, inefficient cargo handling processes, inadequate port infrastructure, and bureaucratic delays in customs and documentation procedures (Okafor, 2020; Akinbami & Oladipo, 2018). On the other hand, port congestion contributes to a chain reaction affecting supply chain management and trade logistics. Delayed shipments disrupt importers and exporters, causing inventory shortages, higher storage fees, and increased demurrage charges, which collectively reduce the efficiency of the overall maritime transport system (Eze & Nwankwo, 2019).
Additionally, inadequate coordination between port authorities, shipping companies, and freight forwarders exacerbates the problem. Delays in cargo clearance and poor utilization of port facilities are systemic issues that hinder optimal shipping performance (Oluwafemi, 2020). Shipping companies are forced to reroute vessels or adjust schedules frequently, which is not only costly but also undermines trust and consistency in maritime operations.
Furthermore, the human resources involved in port operations experience high levels of stress due to overwork and unpredictable workflow, which is detrimental to workforce productivity and morale (Abiodun, 2021). It is against this backdrop that this study seeks to investigate the impact of port congestion on shipping efficiency in Nigeria.
1.4 Aim and Objectives of the Study
The aim of this study is to examine the impact of port congestion on shipping efficiency in Nigeria. The specific objectives of this study include:
- To assess the impact of port congestion on shipping operations and delivery timelines.
- To identify the causes of port congestion in Nigeria.
- To evaluate the effect of port congestion on operational costs for shipping companies.
- To analyze government and private sector interventions in alleviating congestion.
- To propose strategies for improving shipping efficiency in Nigerian ports.

Based on the stated objectives, the study seeks to answer the following research questions:

1.6 Significance of the Study
The outcome realized from the research findings will be significant to the following stakeholders:

- Port Authorities: Findings will enable port authorities to optimize berth allocation, improve infrastructure, and enhance service delivery.

1.7 Research Hypotheses
In order to pursue the objective of this study, the following generalized statements have been designed to guide and aids in obtaining the result for the experiment to be conducted. For this work, the null hypothesis will be represented with H0 while the alternative hypothesis will be represented with hypothesis H1.
- H0: Port congestion has no significant effect on shipping efficiency in Nigeria.
- H1: Port congestion has a significant effect on shipping efficiency in Nigeria.
1.8 Scope of the Study
This study focuses on the impact of port congestion on shipping efficiency in Nigeria, with a particular focus on Apapa and Tin Can Island ports in Lagos State. The research will cover cargo handling, berth allocation, documentation processes, and operational efficiency within these ports, examining both private and public sector interventions.
1.9 Limitations of the Study
A study of this nature is bound to experience certain problems as such the constraints imposed on the research include:
- Time Constraints: A study of this nature needs relatively long time during which information for accurate or at least near accurate inference could be drawn. The period of the study was short, time posed as constraints to the research.
- Financial Constraints: The research would have extended the survey to other area at the empirical level, but limitation as included cost of transportation to the source of material and the cost of time setting of the already completed work.
- Lack of Cooperation: Many of the respondents are usually aggressive on issue that border cooperation among the respondents border.
- Response Bias: The study will involve surveys and interviews with cooperative managers and members. Response bias may occur if respondents provide socially desirable answers or if there is reluctance to disclose negative financial information due to privacy concerns or fear of repercussions.
1.10 Definition of Terms
Port Congestion: Refers to the overcrowding of vessels and cargo at port facilities, leading to delays and reduced operational efficiency (Onyema et al., 2020).
Shipping Efficiency: The ability of a port to handle vessels and cargo within minimal turnaround time while maintaining low operational costs (NPA, 2021).
Dwell Time: The duration cargo or vessels remain in a port before being unloaded or dispatched (Akinola, 2019).
Operational Costs: Expenses incurred by shipping companies in moving cargo, including berthingfees, handling charges, and storage costs (Olalekan, 2018).…
