1.0 Introduction
In the commercial activities of the earliest time, little attention was given to planning as a management function and the early business unit paid dearly for it. Ottih (1992). Many managers do not see the need for planning and some of those that plan do that as an annual exercise that is never implemented. On that premise plans only were made just because it has become customary to do that and not a step-by-step implementation of the plan was made. It is on this introduction that this research is to be conducted.
1.1 Background of the Study
Planning is deciding in advance what to do, how to do it, when to do it and how result can be evaluated (knootz, etal 1950). According to Donnell (1992). Planning is selecting objective and strategies policies, programme and procedure for achieving them either for the entire enterprise or for any organized part thereof for an organization to remain a float or progress there is always that need for planning.
This is why planning is futuristic because it sets target and strategies to actualize. This involves identification of the problems to be solved, searching for financial and material resource, methods and strategies to be used and careful systematization of the activities and inputs or means to achieve the desire purpose (Ogunna 1999).
This is a difficult understand which embodies creativity. Intuitive and imaginative ability and analytical initiative planning is an intellectually demanding of process it requires the conscious determination of courses of action and basing of decision on purpose. Knowledge and considered estimates in designing a milieu for effective performance of people working collectively in group the most important task is to see that purpose objectives and method of attaining them clearly understood if group effort is to be effective people must know what they are expected to accomplish.
This is the function of planning. It entails selecting of course of action from among course of actions for the organization as a whole and for every department or sections within it. Importantly also it involves selecting of organization objectives and departmental goals and determining ways of achieving them. Therefore planning involves rational approach to pre-selected objectives (Okoye 1997) this following will lay emphasis on how federal polytechnic come about federal polytechnic Nekede, Owerri was established by edict No. 16 of 1976.
It opened for classes on 15th December 1978 at a temporary site in the premises of government trade centre along Egbu road, Owerri with initial of 275 students. In 1980 The college of education as was it name them was moved to it permanent site in Nekede Owerri the name of Nekede Owerri. In 1987 by the edict No 6 of 1987 was further renamed federal polytechnic Nekede Owerri by federal amendment of decree 1993 of 1st January 1993. its motto knowledge and skill for service which has been deriving principles of the polytechnic has been demonstrated by the quality of graduates and professionals that the school has produced over the years the polytechnic offers full and part-time National Diploma (ND), Higher National Diploma (HND) and certificate programme. 1.2 Statement of Problems
In the course of this research a lot of problem emerged. It therefore set out to address the following problems
1. Lack of school hostels:
Lacks of school hostels has made most of the student to fall into a victim, especially the female in the sense that some bad boys attack them in their house where they are living inside the village.
2. Lack of lecturer rooms:
In this lack of lecturer rooms has made most of the student are not copping up with their studies because of the in conveniences.
3. Massive admission:
This particular problem has done more harm than good to federal Polytechnic Nekede because both the lecturers and the student doesn't have breathing spaces when having lectures especially during the dry seasons.
4. Intimidation:
Most of the students are being intimidated by their follow student, in the sense that most of the lecturers pick them to supervise during the semester exams or marking of scripts.
1.3 Objective of the Study
- To fashion out a better means of proper planning in federal polytechnic Nekede Owerri.
- To maintain the rules and regulation in federal polytechnic Nekede.
- To provide infrastructures and social amenities in federal polytechnic Nekede.
- To provide adequate security for the lecturers and the students as well.
1.4 Research Questions
Since planning has been claimed to be necessary for good management, serves as a guide to good organization management and effective achievement of result. The following questions can be asked thus:
- Is planning an instrument for actualization of objectives in federal polytechnic Nekede.
- Does there exist planning unit in federal polytechnic Nekede
- What is the importance of public organizational service in Nigeria.
- How far had federal polytechnic Nekede been able to revamp planning .
1.5 The Significance of the Study
This project work will be of great alert to management of our institution on ways to prevent or reduces this problems because it has been a draw back in the institution in the sense that 75 percent of the students that graduated from federal polytechnic Nekede does not paint the institution in a feint colour outside there by their character and educational behavior.
1.6 Scope of the Study
The study was limited to academic division and personnel division in federal polytechnic Nekede Owerri and its finding and also apply to all the public service and private organization in Nigeria as the case may be.
1.7 Limitation of the Study
The limitation of this study is due to constraints encouraged while carrying out the work and they are as follows.
- Lack of finance to carry out the research.
- Lack of adequate time frame to carry out this research due to other academic activities.
- Problem of traveling for long distance to get information coupled with high cost of transportation.
- Non-responsive attitude of the respondents.
1.8 Definition of Terms
Pervasiveness:
To spread gradually to effect all pastry of a place, level or thing.
Planning:
The things that need to be done and the way to do it to accomplish organizational goal.
Enterprise:
A company or business venture with turnover.
Management:
As a group of persons referring to those who are in the help of affairs in any organisation.
